I am engaged in the export of electronic products and am recently looking for an agency to handle customs clearance. I handled it by myself once before, and it took me half a month to prepare the documents, yet I missed the commodity inspection, so the goods were detained by customs for 3 days, resulting in a large amount of container detention fee loss. Now when looking for an agency, I am most worried about opaque charges.
Last time I consulted a small company, it initially quoted a full package price of 3000 yuan, but charged an extra 2000 yuan as "urgent fee" during the inspection, and the final total cost was even higher than handling it by myself. I would like to ask how you charge for agency export customs clearance? What items are included?
Are there any hidden costs? Besides, we usually ship through Shanghai Port, but sometimes transfer to Ningbo Port. How much is the charge difference between different ports? Will there be extra charges for our battery-powered electronic products?

There is no one-size-fits-all charging standard for agency export customs clearance. Under the traditional mode, customers' final costs often exceed the budget by more than 30% due to vague item classification and hidden charges. For example, some agencies list "inspection urgent fee" and "document review fee" as separate items but do not mention them in the initial quotation.
The core of the 2026 optimization approach is "full-chain package + risk pre-pricing": the charges cover three categories without hidden items, which are basic service fee (document preparation/declaration),port official fees (customs inspection fee/commodity inspection fee),and logistics connection fee (container pickup in port/storage). For battery-powered electronic products,an additional UN38.3 appraisal fee (about 800 yuan per batch) is required, but the secondary inspection fee can be avoided by reviewing MSDS in advance.
The charge difference between different ports is reflected in port miscellaneous fees: the fee of Shanghai Yangshan Port is about 150 yuan higher per TEU than that of Ningbo Beilun Port, but the inspection rate of Shanghai Port is lower (about 3.2% in 2026 vs 4.1% in Ningbo). For goods that are prone to inspection, choosing Shanghai Port can reduce subsequent costs instead.
In terms of access requirements, you need to provide the real HS code of the goods (to avoid valuation fees caused by classification errors) and foreign exchange receipt certificates (some agencies require a 10% pre-deposit,which can be offset by export tax rebates). According to the return ratio calculation: if you export 5 batches per month, the packaged charging mode can save about 12% compared with the itemized charging mode, and avoid port detention fees caused by document errors (about 200 yuan per TEU per day).
Please note that agencies are prohibited from adding markup to official customs fees (all official fee standards have been made public by the customs in 2026). Before signing the contract, you need to confirm the "charge list + risk commitment letter": if the goods are detained due to the agency's mistake, the agency shall pay compensation at 0.5% of the cargo value per day.

The new customs valuation regulation of 2026 requires agencies to provide "supporting documents for real transaction prices" (such as procurement contracts/invoices). If the agency fails to conduct advance review and causes valuation disputes, there will be a declaration deletion and re-submission fee (about 500 yuan per order) and port detention fee. The charges shall include "pre-valuation review fee" (about 300 yuan per batch), which can avoid customs clearance delay caused by price deviation. In addition, under the integrated customs clearance system, choosing the mode of "declaration at local customs, release at port" can save cross-customs area declaration fee (about 200 yuan per order), but the agency is required to have national customs declaration qualification.

The charge difference on the logistics side mainly lies in container detention fee and free storage period: the free storage period of Shanghai Port is 7 days in 2026, and that of Ningbo Port is 5 days. If the shipment of goods is delayed, the daily container detention fee can reach 180 yuan per TEU. If the agency can lock the shipping space in advance (the quotation shall include a "space locking fee" of about 100 yuan per TEU), container rollover and detention can be avoided. In addition, dangerous goods (such as battery-powered electronic products) require "dangerous goods shipping space", with an extra fee of about 500 yuan per TEU, but the agency must have dangerous goods transportation qualification, otherwise the goods will be refused by the port.

In terms of agency export customs clearance charges, attention should be paid to the impact of VAT deferral: the EU has fully implemented VAT deferral in 2026. If the agency fails to remind customers to handle it, customers will have to pay extra VAT in the destination country (tax rate is about 20%). The charges shall include "VAT deferral declaration service fee" (about 200 yuan per batch), and the destination country VAT number and export customs declaration form are required. In addition, the documentation fee for export tax rebate (about 100 yuan per batch) shall be included in the charges to avoid delayed tax rebate caused by incomplete documents later.

The hidden costs on the payment and collection side are mainly exchange rate fluctuations and foreign exchange settlement fees: CIPS has covered more than 80% of countries around the world in 2026. If the agency uses CIPS for settlement, the foreign exchange settlement fee is 0.15% lower than that of SWIFT. The charges shall include "exchange rate locking service fee" (about 100 yuan per batch), which can avoid losses caused by exchange rate fluctuations. In addition, if customers use offshore accounts, the agency shall provide "offshore account payment and collection compliance review service" with a fee of about 300 yuan per batch to avoid account freezing by banks.

When signing the contract, attention should be paid to the exemption clauses in the agency agreement: some agencies will transfer the loss of "goods detained during inspection" to customers. The charges shall include a "risk deposit" (about 1% of the cargo value), which can be offset if losses are caused by the agency's mistake. In addition, the intellectual property registration fee (about 200 yuan per batch) shall be included in the charges to avoid cargo detention caused by infringement. The agreement shall specify "explanation of difference between charge list and actual expenditure". If the difference exceeds 5%, the customer has the right to terminate the agreement.

The extra fees for on-site inspection are mainly container unloading fee and sample submission fee: the container unloading fee of Shanghai Port is about 150 yuan per TEU in 2026, and the sample submission fee (such as battery test) is about 300 yuan per batch. If the agency can prepare the "inspection list" in advance (the quotation shall include an "inspection list preparation fee" of about 200 yuan per batch), secondary inspection caused by incomplete list can be avoided. In addition, if the goods are found inconsistent with the declaration during inspection, a declaration modification fee (about 300 yuan per order) will be incurred. The agency shall review the declaration information in advance to avoid such fees.
