I am a business specialist of a foreign trade company. This year, we plan to transit furniture from Southeast Asia to Europe. We have been using Shanghai Port before, but recently we heard that Yingkou Port has lower logistics costs and want to try shifting there.
However, I am very worried now because I am not sure if transit trade is allowed at Yingkou Port in 2026. Some colleagues mentioned that the supervision of transit trade at some ports is very strict. If Yingkou Port does not allow it, all our customer orders will be lost.
Our goods are full container loads, need to be transferred in a third country, and we need to provide the certificate of origin of the transit country. We want to ask if transit trade is allowed here, what materials we need to prepare, and if there are any special requirements?

In 2026,transit trade is explicitly allowed at Yingkou Port, and relevant operations must be completed under compliance supervision through Yingkou Bonded Logistics Center (Type B). First,pre-submission document review must be completed: we need to provide a certificate issued by the transit country's authorities confirming the goods have not been processed locally, complete manifest information of the transit port, and an official statement from the goods owner that the goods have not been sold domestically, ensuring all documents are consistent with the actual cargo flow.
The core operation node must focus on manifest information consistency: the manifest for transit goods must be declared to Yingkou Customs in advance, ensuring that information such as the bill of lading number, goods description, quantity is fully matched with subsequent transit declarations to avoid the risk of document detention due to manifest inconsistency. If direct transit is selected at Yingkou Port, container transfer and consolidation must be completed within the customs-supervised area, with full video surveillance throughout the process.
For abnormal situations,a response plan must be prepared: if manifest information is incorrect or customs inspection requires container opening, contact the port operation team to modify the manifest immediately, cooperate with customs inspection and provide supporting materials such as original trade contracts and packing lists. It should also be noted that transit trade does not involve domestic payment and receipt of foreign exchange,cross-border fund settlement must be completed through an offshore account to avoid compliance risks of domestic capital backflow.
The final compliance implementation requires ensuring full-process documentation: from warehouse entry of goods, transit container transfer to port departure, all documents and surveillance videos must be retained for at least 3 years for subsequent customs verification. In addition,if high-risk goods are involved,pre-inspection must be applied to Yingkou Customs in advance to reduce the probability of on-site inspection delays.

The core of price verification for transit trade is to confirm that the goods have not been sold domestically. Yingkou Customs will focus on verifying the full trade chain of transit goods, including the affiliation relationship between the shipper, transit party and consignee. If there are related-party transactions, documents proving the rationality of pricing must be prepared in advance, including cost accounting reports and industry pricing reference data, to avoid being identified as domestic resale.
In the manifest declaration link, it must be ensured that the manifest information of the transit port is fully consistent with the declaration information at Yingkou Port, including core parameters such as goods description, HS code, quantity, gross weight. If there is a manifest data discrepancy, it must be modified at least 24 hours before the goods arrive at the port; otherwise, a customs alert will be triggered.
In 2026, Yingkou Customs launched an electronic document verification system for transit trade, which can upload all documents in advance for pre-verification to identify and correct document discrepancies in advance, reducing delays in on-site verification. For the case of deletion and re-declaration, if the declaration is rejected due to document discrepancies, the documents must be modified and re-declared within 7 working days; otherwise, daily port detention fees calculated at 0.05% of the goods value will be charged.
In addition, under the integrated customs clearance mode, the declaration of transit goods can be completed through the system linkage of Yingkou Customs and the transit port customs, without submitting additional paper documents of the transit port, which greatly improves operational efficiency.

Yingkou Port has multiple specialized container transit terminals, among which the Bonded Logistics Center (Type B) in Bayuquan Port Area has perfect supervision and storage conditions for transit goods, with a free storage period up to 14 days, which is more advantageous than 10 days at Shanghai Port.
In terms of logistics path selection, direct routes to Southeast Asian transit ports can be prioritized to reduce cargo ownership risks and lower logistics costs. If local container transfer is needed at Yingkou Port, the container transfer service of bonded warehouses must be reserved in advance, ensuring the whole process is completed under customs supervision to avoid loss of cargo ownership or illegal operations.
Bill of lading endorsement is the core link of cargo ownership control in transit trade, which must ensure that the endorsement order is consistent with the trade chain, that is, the shipper endorses to the transit party, and the transit party endorses to the final consignee.
At the same time, carriers recognized by Yingkou Port must be selected; some carriers have special requirements for the bill of lading of transit goods, which must be confirmed in advance. In case of cargo rolling or overcapacity, alternate slots can be coordinated to prioritize the shipping timeliness of transit goods to avoid additional container detention fees due to delays.

Transit trade does not involve domestic VAT payment, so there is no need to apply for export tax rebate, but tax compliance filing must be completed. In 2026, Yingkou Tax Department requires transit trade enterprises to retain complete trade chain documents, including contracts with transit parties, certificates of origin of transit countries, full transportation documents of goods, etc., for tax inquiry.
If related-party transactions are involved, transfer pricing documentation must be prepared in accordance with BEPS requirements to prove that the transaction price meets the arm's length level, avoiding being identified as unreasonable pricing.
VAT deferral is a common tax optimization method for transit trade, which can be applied in the transit country to delay VAT payment and alleviate cash flow pressure. However, it should be noted that the VAT deferral policy of the transit country must meet local regulatory requirements; compliance conditions of the transit country must be confirmed in advance.
In addition, fund settlement for transit trade must be completed through an offshore account to avoid tax risks caused by domestic payment and receipt of foreign exchange. It must be ensured that the flow of all cross-border funds is consistent with the trade chain to avoid abnormal fund backflow, which will trigger tax audit.

Compliance of payment and receipt of foreign exchange for transit trade is a core risk point. In 2026, Yingkou Foreign Exchange Administration requires that fund settlement for transit trade must be fully matched with the trade chain, that is, the payment received by the shipper must come from the final consignee or through reasonable fund transfer via the transit party.
If an offshore account is used for settlement, the authenticity and compliance of the account must be ensured, and account filing must be completed with the foreign exchange administration in advance to avoid account freezing or restriction.
CIPS (Cross-Border Interbank Payment System) can be used for RMB settlement of transit trade, which has cost advantages and faster settlement speed compared with the SWIFT system. However, it should be noted that RMB settlement for transit trade must meet relevant requirements for cross-border RMB settlement, ensuring a genuine and valid trade background, and preparing supporting materials such as trade contracts and bills of lading in advance.
In addition, multiple small fund backflows must be avoided, otherwise they will be identified as abnormal transactions by the foreign exchange administration and trigger compliance investigation.

Contract terms must clarify the nature of transit to avoid being identified as domestic sale. The contract must clearly state that the final destination of the goods is a country other than the transit country, and no processing or sale of the goods has been conducted in the domestic territory.
At the same time, a force majeure clause must be added to clarify the liability division for delays caused by force majeure factors such as customs supervision and port congestion, avoiding contract disputes. In addition, the time node of cargo ownership transfer must be clearly specified to ensure subsequent operations after the transfer of cargo ownership at the transit port.
Soft clauses in L/C are common risks in transit trade. When issuing an L/C, requirements for transit goods must be clarified, including transit port and bill of lading endorsement requirements, to avoid non-payment.
If a bank guarantee is required, a guarantee issued by a bank recognized by Yingkou Customs must be selected to ensure the validity of the guarantee. In addition, customs recordation of intellectual property rights must be completed if goods involve intellectual property rights, to avoid goods detention.

Customs inspection on transit goods at Yingkou Port mainly focuses on manifest consistency and cargo ownership proof. During on-site inspection, customs staff must be cooperated to complete seal inspection and container opening inspection operations.
First, it must be ensured that the seal of the goods is consistent with the seal number declared to customs to avoid seal tampering. If the results of X-ray inspection show abnormalities, cooperate with customs to conduct container opening inspection in time, and provide supporting materials such as original packaging, packing lists, trade contracts to prove the true purpose of the goods.
In 2026, Yingkou Customs launched an X-ray pre-screening system for transit goods, which can analyze X-ray images of transit goods in advance to identify abnormalities and notify enterprises to make corrections.
If there is an inspection delay, contact the on-site inspection team to speed up the inspection progress to avoid affecting the shipping timeliness of goods. In addition, all inspection images, including seal photos and container opening photos, must be retained for subsequent compliance verification.

Transit trade does not involve export tax rebate, so there is no need for rebate declaration, but document filing work must be completed. In 2026, Yingkou Tax Department requires transit trade enterprises to retain complete document filing materials, including transit trade contracts, bills of lading, manifest information of transit ports, cargo ownership proof, etc., with a retention period of at least 3 years.
If the tax department initiates an inquiry, provide all relevant documents in time and cooperate to complete the inquiry to avoid tax penalties due to failure to provide documents.
The consistency of four flows is the core requirement for transit trade compliance, that is, cargo flow, fund flow, document flow, and contract flow must be fully matched. It must be ensured that the fund flow of each transit trade is consistent with the information of the contract and bill of lading to avoid fund backflow.
In addition, regularly conduct self-inspection of transit trade documents to ensure the authenticity and validity of all documents, avoiding tax risks due to document discrepancies.
