I am the factory manager of outdoor carbonized wood furniture exports. This month, I shipped 3 full containers of carbonized wood to Europe. Upon checking the 2026 updated version of the Export Tax Rebate Rate Database, I found the rebate rate is 0. All previous product categories had tax rebates, so I have never encountered such a situation before. My finance team has been preparing documents according to the normal tax rebate process, and now they are completely flustered.
The goods have arrived at the port and customs clearance will be arranged next week. I don't know whether to declare directly for tax exemption or must switch to deemed domestic sales to pay supplementary tax. Will incorrect operation affect my 5-year accumulated Class A Export Tax Rebate Qualification? Will the hundreds of thousands of yuan in input VAT from raw material purchases go to waste? Is there any compliant way to minimize losses? I'm so anxious these days that I can't even focus on order scheduling.

First, you need to confirm the annotation of your HS Code corresponding to the 2026 version of the Export Tax Rebate Rate Database. Commodities with zero tax rebate rate fall into two categories: one is deemed domestic sales commodities with explicitly canceled export tax rebates, and the other is commodities eligible for tax exemption without tax rebates. Confirm the classification first before proceeding with subsequent processes, and do not operate blindly.
During the pre-document review stage, you need to verify that the primary unit of measurement and declaration elements on the customs declaration fully match the commodity name and specifications on the purchase input VAT invoice. There is no need to transfer out and waste the input VAT amount,it can be fully used to offset the output VAT for deemed domestic sales. In advance, select "Deduction Check" for the input VAT invoices on the VAT Comprehensive Service Platform,do not select "Tax Rebate Check",to avoid triggering system comparison abnormal suspension later.
For core node connection,do not fill in the tax exemption nature on the customs declaration as anything other than "General Taxation". Select "Tax Exemption Declaration" or "Deemed Domestic Sales Tax Declaration" for the export detail declaration data in the Export Tax Rebate System, and ensure it is completely consistent with the corresponding column data in Schedule 1 of the VAT Declaration Form. You must complete the entire declaration process before the deadline of the VAT declaration period in April of the year following the export date. Beyond the time limit, late payment penalties will be incurred, and risk audits may be triggered.
For abnormal response plans,if you receive a tax verification notice from the tax authority later, simply organize and submit the purchase contracts, logistics documents, export contracts, and foreign exchange collection vouchers in accordance with the Four Flows Consistency requirement, and there is no need to prepare additional irrelevant materials. After final compliance is achieved, you can conduct HS Code pre-classification in advance for subsequent exports of the same category, and calculate the actual comprehensive tax burden after deduction in advance. It will not affect your existing Class A Export Tax Rebate Qualification at all,nor will it affect the tax rebate review progress of other categories with tax rebate rates.

First, confirm whether the 10-digit HS Code on your customs declaration is completely consistent with the annotation in the 2026 version of the Customs Import and Export Tariff. Some sub-codes of carbonized wood furniture have zero tax rebate rate, and many enterprises easily misreport them as ordinary solid wood furniture codes, triggering subsequent price assessment abnormalities. If the declared HS Code is incorrect, you can directly file a declaration amendment application before the goods are cleared, provide a product test report to prove the actual material, and there is no need to go through the declaration cancellation and re-submission process, which will not generate customs declaration error records.
If the goods have been cleared, the tax declaration data in the subsequent tax process must fully match the FOB price on the customs declaration, and you cannot adjust the declared amount without authorization to avoid triggering two-way data comparison abnormalities between customs clearance and tax. Later, you can complete the declaration elements through the secondary declaration channel of customs clearance integration to eliminate logical verification errors, and no additional customs clearance penalties will be incurred.

Currently, your goods have arrived at the European port. Prioritize providing the full set of documents for customs clearance as required by the consignee normally, and do not mark any special attributes related to domestic tax rebates on the bill of lading to avoid additional declaration obstacles in overseas customs clearance.
You can contact the shipping company to extend the original 7-day free detention period to 14 days, reserving sufficient time to handle domestic tax declaration procedures and avoid high demurrage fees due to unfinished domestic processes. For subsequent shipments of the same category, prioritize direct routes from Shanghai Port to Europe without transshipment.
The commodity name on the bill of lading must completely match that on the customs declaration, and no aliases or common names should be used to avoid additional audits in the foreign exchange collection and tax rebate links due to inconsistent documents. You can also agree on the bill of lading endorsement rules with the overseas consignee in advance to ensure full control of the title to the goods and prevent the normal pick-up of overseas goods from being affected by domestic tax declaration issues.

You can conduct separate accounting isolation for the procurement business of such commodities with zero tax rebate rate, and there is no need to merge accounting with other categories eligible for tax rebates. If eligible, you can apply for the VAT Deferral Policy for Export Goods to defer VAT payment at the importing country stage, significantly reducing cash flow occupation at the overseas end. Related party transaction pricing must comply with the Arm's Length Principle, and you should not adjust quotations arbitrarily to reduce tax burden to avoid triggering anti-tax avoidance audits related to BEPS.
Withholding tax related to non-resident enterprises should be calculated in advance for compliance, and no underreporting should occur. If the export volume of such commodities accounts for no more than 10% of your total export volume later, it will not affect your existing export enterprise's tax rebate classification level at all, nor will it trigger special tax audits for cross-border related party transactions, and the overall comprehensive tax burden can be controlled within 2%.

You can use the regular current account foreign exchange account for the foreign exchange collection of this shipment, and no special filing is required. Mark the transaction remarks in the SWIFT message as "General Trade Export Collection for Corresponding Commodity", and do not mark content related to tax rebates to avoid triggering compliance audits for cross-border foreign exchange receipt and payment by the bank. The foreign exchange collection amount must fully match the FOB price on the customs declaration, and the difference should not exceed the reasonable range of 5%, so there is no need to go through the special difference reporting process.
If subsequent orders of this category are all with long-term cooperative overseas customers, you can apply for the CIPS RMB cross-border payment channel to avoid additional exchange losses caused by exchange rate fluctuations. When settling foreign exchange, you can choose to settle in batches at relatively high exchange rates to further optimize the overall foreign exchange settlement cost. There is no need to set up a separate offshore account to handle such business, avoiding additional account management costs.

You should now check the customs declaration responsibility and tax division clauses in the sales contract signed with the overseas customer to clarify the respective obligations of both parties, avoiding trade disputes caused by additional costs from domestic supplementary tax payment. If the original contract does not have relevant responsibility division clauses, you can sign a supplementary memorandum to clarify the cost sharing ratio caused by this tax rebate rate adjustment.
Do not adjust the quotation to the overseas customer without authorization to avoid breach of contract. For subsequent new export contracts of the same category, you can add corresponding fallback clauses related to tax rebate rate changes, agreeing in advance that if the tax rebate rate is adjusted again later, both parties can negotiate to adjust the transaction price.
You can also clearly mark the title transfer node in the bill of lading clauses to avoid the risk of losing both goods and money. If necessary, you can apply for customs protection filing for intellectual property rights in advance to avoid infringement disputes of such outdoor furniture overseas.

If on-site inspection is triggered at the export port for this shipment, prepare the material test report and processing process description of the carbonized wood in advance. The machine inspection stage can probably pass quickly, and there is no need to arrange container unloading inspection.
If manual container unloading inspection is encountered, cooperate with the customs officer's request to submit corresponding samples for testing. If the commodity classification is correct after obtaining the laboratory test report, release can be arranged within 24 hours after the inspection is completed, and no additional port detention fees will be incurred.
You can check in advance that the container seal number is completely consistent with the annotation on the customs declaration, and do not tamper with the seal without authorization to avoid triggering higher-level inspection processes. Arrange corresponding document docking immediately after receiving the inspection notice, do not delay processing, and it will not affect the normal export release progress of the entire batch of goods at all.

You should now complete the MSDS document corresponding to this batch of carbonized wood furniture, clearly marking the product material, formaldehyde emission level, and carbonization process parameters. There is no need to conduct special UN dangerous goods packaging certification, as this type of product does not belong to dangerous goods and meets the packaging requirements for general cargo export. For subsequent shipments of the same category, you can use fumigated solid wood pallets for bottom reinforcement, matched with moisture-proof cushioning materials to avoid moisture and mildew during sea transportation.
Print clear shipping marks on the outer side of the packaging, which must completely match the annotation on the bill of lading to avoid wrong pick-up of goods during overseas customs clearance. You can conduct classification identification for such carbonized wood products in advance, obtain the corresponding non-dangerous goods identification report, and attach it with the goods during subsequent shipments to avoid the goods being judged as unqualified and processed as return shipment when encountering customs inspection.

You should immediately organize all the purchase contracts, input VAT invoices, transportation documents, export contracts, and foreign exchange collection vouchers corresponding to these three shipments, and file and retain them in accordance with the Four Flows Consistency requirement. When declaring later, do not select "Tax Rebate Check", directly select "Deduction Check", and the input VAT amount can be fully deducted.
You must complete the pre-declaration verification before the deadline of the VAT declaration period in April of the year following the export date, and submit the formal declaration only after there is no error in the system. Do not make cross-month overdue declarations to avoid incurring late payment penalties. If you receive a tax verification notice from the tax authority later, submit the fully organized set of documents.
As long as the Four Flows information matches completely, there will be no problem, and no special treatment for fund repatriation is required. When filing documents, scan and archive all materials with a retention period of no less than 10 years, and it will not affect the review progress of your other normal tax rebate categories at all.
