I am the head of the foreign trade department at a medical device export company in Zhenjiang. We specialize in orthopedic implants. Recently, we planned to ship goods to the Middle East market via Indonesia as an entrepot. We previously used a small local agent for the entrepot trade, but last month at the Port of Jakarta, the goods were detained for 5 days because the bill of lading endorsement lacked the third-country transit endorsement stamp.
We incurred over 20,000 RMB in demurrage and fines, and the client is withholding 10% of the final payment. Now we want to switch to a reliable agent, but I've heard some companies only handle formal documentation and don't manage the actual logistics coordination, while others charge VAT rates arbitrarily. Our finance department says compliance costs are too high.
I'd like to ask, how should we choose a Zhenjiang entrepot trade company? What qualifications should we focus on? What details in the process should we pay attention to in order to avoid pitfalls?

Selecting a Zhenjiang entrepot trade agency requires focusing on end-to-end compliance, with emphasis on three core areas:
1. Pre-shipment Document Review Capability: Entrepot trade strictly requires distinguishing between "in-country,out-of-customs" and "in-country,in-customs" transshipment. It is essential to verify whether the agency has the capability to handle third-country Certificates of Origin (e.g。a CO certified by the local Indonesian chamber of commerce for Indonesia transshipment),a "Certificate of Non-Manipulation" issued by the customs of the transit port, and a "Non-Preferential Certificate of Origin" as required by the destination country's customs. Special attention must be paid to medical device products, requiring additional review of whether the MSDS (Material Safety Data Sheet) complies with Middle East GSO standards and whether the importing country's FDA registration number matches the consignee on the bill of lading.
2. Core Node Coordination Capability: In the entrepot process, the selection of the transit port and the logistics plan are high-risk areas. For example, for shipments from Zhenjiang to the Port of Jakarta,Indonesia, confirm whether the agent has direct sailing slots (to avoid secondary customs sealing due to transshipment via Singapore) and whether they can provide a "dual-endorsed bill of lading" (i.e。the original bill of lading endorsement must cover the entire chain from port of loading to transit port to port of discharge). It is advisable to prioritize agents with branch offices in Indonesia, enabling real-time coordination for customs inspections and shipping line slot adjustments, thereby avoiding cargo detention due to Indonesia's high customs inspection rate of 35% (2026 data).
3. Contingency Planning and Compliance Closure: Verify if the agent can provide "dual insurance": First, whether they can offer a VAT deferral scheme (requiring completion of cross-border tax filing between the EU and ASEAN 15 working days in advance) if entrepot goods are affected by policy changes in the destination country (e.g。new medical device import taxes in the Middle East in 2026). Second, whether they can issue an on-site "Guarantee for Temporary Storage in Special Supervision Zones for Entrepot Trade" (guaranteed by Sinosure, with a fee rate of approximately 0.3% per transaction) in case of customs inspections. Additionally, the agent's credit record should be checked via the "National Enterprise Credit Information Publicity System," specifically excluding companies with administrative penalties for "export tax fraud" or "false customs declaration" in the past three years.
It is recommended to select a company with registered capital ≥ 50 million RMB and listed in Zhenjiang Customs' AEO certification directory. Require the signing of a "Full-Process Liability Agreement for Entrepot Trade," clearly defining the responsible party for additional costs like demurrage and port change fees,as well as compensation clauses for tax rebate delays caused by the agent's negligence.

The final compliance implementation for entrepot trade requires completing a "three-document comparison": First, comparison between the customs declaration form and foreign exchange payment/receipt vouchers. Second, comparison between the tax authority's "Export Goods Tax Rebate (Exemption) Confirmation Form" and the agent's "Entrepot Trade Filing Form."
Third, comparison between the bank settlement slip and the remarks on the bill of lading. It is recommended that the agent company provide a "Three-Document Comparison Result Notice," accompanied by a "Compliance Confirmation Letter for Entrepot Trade" issued by customs, which is a necessary condition for export tax rebates.
We recently handled a case where the agent failed to complete the three-document comparison, resulting in a 3-month delay in the tax rebate. The enterprise ultimately had to pay a 200,000 RMB fine to resolve the issue.。
