I am a trader engaged in transit trade of electronic components for Southeast Asian markets. I just received the full set of transit trade documents of title worth USD 12 million, and the full payment to the upstream supplier is due next week, leaving a 40% gap in my working capital.

I heard from peers that transit trade documents can be discounted at banks, but I have no idea how the market discount rate is determined in 2026. After inquiring three different banks, I found the interest rate difference is as high as 1.2 percentage points.

I am afraid of falling into traps and choosing products with extremely high hidden costs, and also worried about non-compliant operations leading to document rejection which will delay the payment schedule. I just want to clarify how this discount rate is calculated and how to operate to get the lowest compliant discount cost.

In 2026,domestic banks' discount pricing for transit trade documents has long broken away from the previous one-size-fits-all model, with the core anchor completely tied to the compliance background of your transaction. Under the traditional model, many enterprises apply for discount after putting together casual documents, and often get an interest rate 1-2 percentage points higher than high-quality compliant customers. The comprehensive cost also includes hidden expenses such as document review fee and message transmission fee, many enterprises do not find that the actual cost is far higher than the initial quotation until the loan is disbursed.

You can follow the optimization path: carry out pre-compliance verification in advance for the full set of transit trade document of title, purchase and sales contracts of both parties, and cross-border transport documents. On the premise that the four core flows reach 100% matching degree, you can apply for access to the special cross-border RMB discount channel under CIPS. The interest rate of this channel is generally 0.7-1.1 percentage points lower than that of ordinary US/EUR L/C discount, with no additional surcharges.

In terms of access threshold,as long as your transit trade transaction does not involve countries on the sanction list, and you have no abnormal cross-border foreign exchange receipt and payment compliance records in the past 12 months, you can apply for exclusive preferential pricing for documents with a single amount of over USD 300,000,no additional collateral is required. According to dynamic calculation based on current market parameters,a transaction of USD 12 million can save nearly CNY 900,000 in financing costs through the optimized channel.

During the operation process, note that do not fabricate transaction background just to lower the interest rate. Once the abnormality is detected by back-office risk control screening, not only will the interest rate directly float up by more than 3 percentage points, but all your subsequent cross-border financing applications in the next 18 months will also be affected. All retained documents shall be kept on file for at least 5 years for future reference, only when you fully meet regulatory requirements can you obtain long-term and stable low discount costs.

The remarks column of the customs declaration form corresponding to transit trade must be clearly marked with the words "transit trade". The customs declaration data logic for inbound and outbound at two locations must be fully matched, including that the deviation of product name, specification, quantity and weight shall not exceed the reasonable threshold of 5%. The declared value in the price verification link shall correspond to the agreed value in your purchase and sales contract, and over-declaration or under-declaration of value is not allowed.

If there is an incorrect remark of "no actual inbound and outbound" on the customs declaration form, subsequent banks will directly determine that the transaction is doubtful in the document verification link, the discount interest rate will float up directly, and your discount application may even be rejected directly. You should pull the customs declaration data verification reports of all national ports in advance to confirm that the declaration data of both parties are completely closed-loop with no logical contradiction, to avoid small problems in the customs declaration link pushing up your discount cost.

The transit trade bill of lading in your hand must be a full set of original endorsed negotiable ocean bill of lading. Freight forwarder bill of lading or telex release bill of lading cannot be used as discount vouchers. The consignor and consignee on the bill of lading must completely correspond to the transaction entities in the purchase and sales contract, and the endorsement path of title transfer must be completely clear, no unrelated third-party endorsement in the middle is allowed.

If your goods are currently stored at the transit port, you can apply for an additional 30-day free storage period in advance to avoid demurrage and port detention fees that will extra occupy your cash flow during the discount process. You should confirm in advance that the issuance date of the bill of lading is later than the signing date of the upstream purchase contract, and there is no anti-dated bill of lading, otherwise the bank will directly determine that the validity of the document of title is insufficient.

The tax declaration data corresponding to the cross-border receipt and payment difference of transit trade shall match the document amount. You do not need to pay import value-added tax and customs duty within the territory, but you shall accurately fill in the sales revenue of transit trade in the attached form of the current value-added tax return, and keep the corresponding tax declaration voucher for submission to the discounting bank for verification.

If you can apply for tax exemption filing for cross-border taxable activities of transit trade, the bank will directly classify you as a low-risk whitelist customer, and the discount interest rate can be further reduced by 0.2 percentage points on the basis of the original preferential rate. Note that long-term bookkeeping of unreported receipt and payment difference of transit trade transactions is not allowed, once a tax alert is triggered, your discount application will be rejected directly.

The transit trade receipt and payment path you submit to the bank shall go through CIPS or onshore/offshore accounts that meet regulatory requirements throughout the whole process, and no funds shall pass through third-party private accounts. The postscript in the SWIFT message shall clearly indicate the corresponding contract number of the transit trade transaction, and the receipt and payment flow of each transaction shall correspond to the documents one by one.

If your transaction is settled in cross-border RMB, you can directly apply for the latest transit trade receipt and payment facilitation pilot qualification, which exempts more than 90% of manual verification links. The discount process can be completed in as fast as 2 working days, which will not delay your payment time to upstream suppliers. Note that you shall not touch the red line of receipt and payment related to sanctioned countries, and all transaction counterparties shall complete compliance screening in advance.

The letter of credit you hold as the discount voucher shall not contain soft clauses that make performance impossible, such as clauses requiring submission of goods inspection certificate issued solely by the issuing party. Such clauses will be directly judged by the bank as having excessive payment performance risk, and the discount interest rate will rise sharply directly. You can additionally sign a formal document of title transfer agreement with both transaction parties, clearly stipulating that before the discount payment is fully disbursed, the document of title belongs to the discounting bank.

Submitting this agreement to the bank can further reduce the payment performance risk rating and obtain more preferential interest rates. Note that the dispute resolution clauses of all trade contracts shall stipulate domestic arbitration, so as to avoid non-recoverability in case of subsequent cross-border disputes, and further improve the bank's risk assessment level for your transaction.

If your transit goods are subject to on-site customs inspection at the transit port, you shall immediately obtain the corresponding inspection notice and qualified inspection certificate. These documents submitted as supplementary materials to the discounting bank can prove the real existence of goods, further reducing the bank's risk control concerns. All documents related to inspection shall be affixed with the official seal of the customs at the transit port, informal handwritten vouchers are not allowed.

The seal number after container unpacking inspection shall be completely consistent with the seal number marked on the bill of lading, no situation of seal replacement without updating the documents is allowed. Do not conceal the record of goods being inspected, once the subsequent bank verification finds inconsistent information, the discount contract will be terminated immediately and you will be required to make full early repayment.

The MSDS document you submit to the bank shall completely match the actual attributes of the goods. For transit trade goods of electronic components, the correct hazard classification grade shall be clearly marked. If the goods are general cargo, do not mistakenly classify them as Class 9 dangerous goods, otherwise the bank will judge that the goods have transportation damage risk, leading to increased uncertainty of payment performance and directly pushing up your discount interest rate.

If you have the corresponding UN dangerous goods packaging certificate, you can submit it to the bank together to prove that the safety of the goods in the transportation link is high enough, so as to further lower the risk premium. All packaging related certificates shall be issued by third-party institutions with official qualifications, and you shall not compile non-standard MSDS documents by yourself.

Transit trade does not require export tax rebate handling, but the corresponding document filing materials shall meet the requirement of four-way flow consistency, that the contract flow, goods flow, capital flow and document flow are all corresponding, and no situation of capital returning to unrelated third-party accounts is allowed. You can organize the document filing list of transit trade of the past 12 months and submit it to the discounting bank together, to prove that you have no abnormal record of verification letter inquiries for long-term operation of this type of business.

The bank will directly allocate exclusive preferential discount interest rate for existing customers to you. The audit cycle for new customers originally takes 7 working days, which can be shortened to less than 3 working days if you have complete filing records. Note that the issuance date of all invoices shall not be earlier than the signing date of the contract, so as to avoid logical contradiction.

You can package the transit trade orders for the next 6 months to form a unified financing pool, and sign a blanket discount framework agreement with the bank. It is no need to submit full sets of documents for separate review for a single document, and the overall discount interest rate under the framework agreement can be 0.4-0.6 percentage points lower than that of separate single application, so the comprehensive financing cost can be further reduced.

You can adjust the agreed trade terms, uniformly change CIF terms to FOB terms, clearly divide the transfer node of document of title, avoid the situation that you bear the risks during transportation, and further lower the bank's risk assessment level for your transaction. Conduct accurate cost calculation for the whole year's discount demand, and submit the application during the period when the bank's cross-border financing quota is ample, you can obtain additional interest rate reduction preferences.
