I am a small and medium-sized foreign trade business owner engaged in hardware product export. I have been supplying products to US customers for recent years. Since last year, the US has imposed high anti-dumping duties on hardware made in China, which has swallowed most of my profits.

I heard from peers that Taiwan entrepot trade can help avoid such duties compliantly. Recently I have contacted 3 to 4 Taiwan entrepot service providers, and their quotations differ by almost 100%. Some claim they can issue a full set of certificates of origin, while others say they only provide manifest transfer services.

I am afraid of making wrong choices and causing problems. Some of my peers chose wrong service providers before, resulting in cargo detention and loss of long-term cooperative customers. Many trade rules have been updated in 2026, so I want to ask which Taiwan entrepot trade service provider is reliable, and how to select trustworthy providers to avoid pitfalls.

The most common misunderstanding in the current industry is only focusing on price while ignoring the traceability qualification of certificates of origin. The so-called Taiwan entrepot trade provided by many low-price service providers is actually fake operation, without real local container swapping and warehousing processes in Taiwan. They only transfer the manifest, and the certificate of origin is applied for fraudulently, which does not meet the requirements of rules of origin.

Once such fake entrepot operation is traced and verified by the customs of the export destination, you will not only be required to pay the full amount of anti-dumping duties, but also face direct cargo detention and port。resulting in tens of thousands of yuan of detention and demurrage fees. In severe cases, the goods will be directly confiscated by the customs, and you will leave bad customs clearance records, which will affect all subsequent exports of the same category of products of your enterprise, and even make you lose core overseas customers.

The core measure for physical risk isolation is,first of all, select service providers with self-owned warehousing and container swapping capabilities in Taiwan. Keep traceable operation records for container swapping and warehousing of each batch of goods, including container swapping photos, warehouse receipt stubs, and payment records of local port miscellaneous fees in Taiwan.

Secondly, require service providers to provide pre-verification service for certificate of origin, check the compliance with rules of origin before issuing the certificate, and eliminate problems such as code mismatch and inconsistent cargo value. Finally, sign a risk underwriting agreement, under which the service provider shall bear corresponding losses if the destination customs fails to pass the verification,so as to reduce the probability of falling into pitfalls from the root.

For the customs declaration link of Taiwan entrepot trade, it is necessary to verify the code matching degree of the Taiwan certificate of origin provided by the service provider, and check whether it meets the price review requirements of the destination customs, so as to avoid price review disputes caused by code mismatch.

If the information on the certificate of origin is inconsistent with the information on the manifest, you shall delete the declaration and re-submit it in time, adjust the corresponding information, ensure the logical closed loop of the whole set of documents, and meet the requirements of integrated customs clearance. You shall also confirm whether the declaration information at Taiwan ports matches the information at the mainland port of departure, so as to avoid customs warning caused by unequal cargo value.

Taiwan's entrepot trade mainly relies on two ports: Keelung and Kaohsiung. It is necessary to confirm the shipping space reservation capability of the service provider to avoid space shortage and container dumping in peak seasons. At the same time, clarify the free storage period and the charging standard of detention fees to avoid extra costs caused by delayed container swapping.

For entrepot operation, third-party bill of lading endorsement and transfer is required. Confirm the standardization of the service provider's operation, take photos and keep evidence throughout the container swapping process, so that the cargo right is always controllable. You can also adjust the transit scheme according to the cargo volume. The operation paths of FCL and LCL are different, so you need to match the corresponding logistics scheme.

Taiwan entrepot trade can use the tax difference between the two sides of the Taiwan Strait for compliance optimization. Eligible enterprises can apply for VAT deferment, so there is no need to pay import VAT in Taiwan, reducing the overall operation cost.

Pay attention to avoid unreasonable pricing of cross-border related transactions, meet the relevant requirements of BEPS, and complete compliance declaration of withholding tax for non-resident enterprises to avoid tax risks. The overall tax structure shall be designed in advance to match the actual business situation.

For Taiwan entrepot trade, you need to sign a clear cargo right transfer agreement with the service provider, clarify the division of responsibilities in each link, and add corresponding responsibility clauses in the contract for the verification of the destination customs to avoid no one taking responsibility after problems occur. If you settle by letter of credit, check the soft clauses in advance, confirm that the issuing body of the certificate of origin meets the requirements of the letter of credit, and issue a bank guarantee if necessary to ensure the safety of cargo right and capital.
