I am a small cross-border commodity trading enterprise engaged in tripartite cooperation, and recently plan to transfer hardware supplies from Southeast Asia to bonded zone storage and then sell them to European customers, taking the bonded zone entrepot trade path to reduce costs. Having no experience in bonded zone business before, I heard from peers that some entrepot trades require certificates while others do not. Our shipment includes a small part of hardware tools with lithium batteries, and it is unclear whether additional certificates need to be obtained.
The latest ship schedule has been set, and the ship will arrive next week. If certificates are missed, I fear ship detention and berth delay, which will not only generate a large amount of berth demurrage, but also require liquidated damages to compensate customers. I am currently in urgent need of clarifying whether certificates are required for bonded zone entrepot trade, what requirements different categories must meet respectively, and whether there are any exemption scenarios.

The most common misunderstandings in the industry are that goods under bonded zone entrepot trade do not enter the domestic market circulation and do not need to obtain any regulatory certificates throughout the whole process,or that all entrepot goods must obtain a full set of certificates like general trade. Both of these extreme judgments are prone to regulatory risks. Many small and medium-sized trading enterprises, due to finding pre-audit troublesome, take chances and directly arrive at the port, and finally take remedial measures when problems arise, which instead results in higher costs.
If the entrepot goods are subject to China's restricted categories but fail to obtain required certificates, the goods will be directly detained by customs after arrival. A detention period ranging from a minimum of 3 days to a maximum of half a month will generate high container demurrage and storage fees, delay the ship schedule and lead to default claims from overseas customers. More seriously, customs will determine it as non-compliant operation and record it in the enterprise credit directory, and all subsequent import and export businesses will be subject to key inspection, affecting long-term operation.
The core standard for judging whether certificates are needed is whether the goods are subject to China's prohibited or restricted import and export categories. For ordinary non-restricted category goods under bonded zone entrepot trade, regulatory certificates can be directly exempted, and no certificates need to be obtained in advance. If they belong to restricted import and export categories, only corresponding special regulatory certificates for entrepot trade need to be obtained, and it is not necessary to obtain a full set of import and export certificates like general trade.
Before the goods arrive,it is recommended to submit the detailed cargo list for pre-audit 7 working days in advance, lock the certificate requirements and then arrange transportation. If certificates need to be supplemented, you can go through the bonded zone fast channel, which will not delay the ship schedule. If certificates are found to be missed after arrival, you can apply to transfer to other linked ports in the same region immediately, arrange document expedited processing first, minimize the detention period and reduce losses.

According to the 2026 latest customs regulatory requirements for bonded zone entrepot trade, for non-restricted category goods under entrepot trade, only the "entrepot trade" category needs to be marked on the declaration form during customs declaration, and it is not necessary to upload the electronic ledger of regulatory certificates. If it is restricted category goods, corresponding regulatory certificates need to be obtained in advance, and the electronic ledger must be uploaded to complete customs clearance release. For mixed cargo, split declaration is required, mark the individual restricted products separately, and submit corresponding certificates. As long as one product in the whole shipment belongs to restricted categories, corresponding certificates need to be obtained, and the whole shipment cannot be exempted.
If there are previous declaration errors or omissions, you can apply to delete and resubmit the declaration before the goods are released. After supplementing corresponding certificates, it will not affect subsequent customs clearance, nor leave non-compliant records. When declaring, accurately fill in the HS code of the goods. If the code classification is incorrect, it will be automatically hit by the system for review, extending the customs clearance time.

Whether certificates are required for bonded zone entrepot trade will affect the advance declaration of logistics manifests. For ordinary goods that do not require certificates, manifest information can be declared to the shipping company 72 hours in advance, and direct transfer to bonded zone storage can be arranged directly, without additional terminal fees.
For goods that require certificates, the manifest needs to be declared after the certificates are obtained. You can apply to the shipping company to extend the 7-day free demurrage period to avoid unnecessary berth demurrage. For mixed cargo, communicate with the terminal in advance about the arrangements for container unpacking and sorting.
If the certificates are still being processed, you can apply to transfer the goods to the temporary supervision warehouse of the bonded zone, where the storage fee is about 60% lower than the terminal. When entrepot goods are transferred out of the zone, mark the entrepot trade identifier on the bill of lading to facilitate customs clearance at the destination port and avoid problems in the domestic customs clearance process.

The certificate requirements for bonded zone entrepot trade will directly affect the arrangement of tax structure. For ordinary entrepot goods that do not require certificates, they can directly enjoy the tax exemption policy of bonded zones, do not need to pay import value-added tax and customs duties, and do not need to make additional tax declarations.
For restricted category entrepot goods that require certificates, as long as they do not enter the domestic market throughout the whole process, they can still enjoy the bonded policy after completing the certificate processing, and will not incur additional tax costs. For some entrepot goods that need to enter the country for simple sorting and packaging, as long as the operation is completed within the bonded zone and they do not enter domestic circulation, they still retain the entrepot attribute.
Certificate processing only needs to meet regulatory requirements and will not increase tax costs. By combining the goods categories and entrepot paths, we can make rational use of bonded zone policies to optimize tax costs and avoid paying unnecessary taxes.

The certificate processing status of bonded zone entrepot trade will be synchronized to the foreign exchange payment and receipt supervision system. For ordinary entrepot goods that do not require certificates, only the customs declaration form and sales contract are needed to complete settlement during payment and receipt, and no additional certificate materials are required.
For goods that require certificates, scans of regulatory certificates need to be uploaded during payment and receipt to allow the bank to complete settlement, avoiding being judged as non-compliant foreign exchange payment and receipt. When using RMB for entrepot trade settlement, it is processed through the CIPS system, and certificate information can be synchronized directly, without repeated submission of materials.
The settlement efficiency is about 30% higher than that of US dollar settlement, and it can also avoid the risk of exchange rate fluctuation. Ensure that the goods information and certificate information are consistent to avoid settlement rejection caused by inconsistent information.

In bonded zone entrepot trade, if goods cannot be delivered on time due to certificate processing issues, corresponding exemption clauses need to be agreed in the trade contract in advance to avoid bearing unnecessary liability for breach of contract. If the contract stipulates that delayed delivery due to customs regulatory requirements is force majeure, the liability for breach of contract can be exempted.
During the transfer of cargo ownership, certificate information should be taken as part of the cargo ownership documents, and transferred to downstream buyers together with the endorsement of the bill of lading, to avoid problems caused by missing certificates during the buyer's customs clearance and triggering trade disputes. For hazardous goods entrepot trade, after processing corresponding certificates, keep copies of the certificates as compliance proof for subsequent disputes to protect their own rights and interests.

After the bonded zone entrepot goods arrive, regardless of whether certificates are required, customs will conduct random inspections according to a fixed proportion. For ordinary goods that do not require certificates, only the cargo details and declaration form need to be provided during inspection to prove that the goods category is not restricted, and they can be released quickly. For goods that require certificates, the original certificates or official electronic vouchers need to be shown during inspection, and they can be released after checking the information is consistent.
If the goods are mixed, the inspection will focus on checking the individual products declared as restricted. Prepare corresponding certificates in advance and mark the storage location clearly to facilitate customs container unpacking inspection, which can shorten the inspection time and avoid additional container unpacking fees. After verifying that the seal information is correct, the inspection and release can be completed without delaying the subsequent transfer arrangements.
