I'm a foreign trade seller specializing in furniture exports from the Pearl River Delta. Over the past two years, Brazil has imposed anti-dumping measures on Chinese-made furniture, so we can only access the Brazilian market through entrepot trade.
Previously, the small freight forwarder we hired recommended two small inland ports for transshipment. However, last month, a shipment was detained at the port for 12 days and almost deemed an illegal transshipment by customs, resulting in a fine of nearly 30,000 yuan for container detention fees and violation penalties.
Now, our new shipment is due to depart next week, and I urgently need to figure out which compliant entrepot trade ports in Brazil are available, which ones are suitable for medium-volume sellers like us (3-4 containers per month), and which ports meet compliant transshipment requirements while offering tariff preferences. Please sort out reliable options for me clearly.

A common misconception in the industry is that many intermediaries,in order to earn high profits from port change differences, recommend small, niche inland ports in Brazil that lack bonded transshipment qualifications, claiming they can avoid tariffs at lower costs. In reality, these ports do not have official bonded policies for entrepot trade and do not support bonded storage of transshipped goods. Upon arrival, goods must undergo import clearance, incurring high import duties and value-added tax.
The chain of negative consequences from choosing the wrong port is clear: First, transshipped goods cannot be stored bonded,so full port detention fees are charged from the first day of arrival, with cumulative daily fees potentially exceeding 15% of the cargo value. Second,if goods need to be transshipped to the destination port, they must go through export declaration again, resulting in double customs declaration and port fees. Most seriously, they may be deemed illegal transshipment for tax evasion by Brazilian customs, leading to direct cargo seizure and affecting the company's customs clearance credit for all subsequent Brazilian trade.
Currently, there are four compliant entrepot trade ports available in Brazil in 2026. Two main ports are core recommendations: Port of Santos and Port of Rio de Janeiro. Both are officially designated international bonded transshipment ports in Brazil, supporting bonded storage of transshipped goods with a maximum free storage period of 21 days, which can meet the operational needs of most transshipped goods. The remaining Port of Paranaguá is suitable for intra-South American transshipment, and Port of Recife is suitable for bulk cargo transshipment, choose based on cargo type.
If you have mistakenly entered a non-compliant port, the exclusive loss mitigation tips are: Contact a local licensed agent in Brazil immediately to submit a port change application. Do not open the container or alter the seal without permission. After paying the temporary storage fees as required, arrange for the cargo to be transferred out. This can minimize the risk of leaving an illegal record and reduce subsequent trade risks.

When declaring transshipped goods entering a Brazilian transshipment port, you need to prepare the full set of customs declaration documents for entrepot trade in advance, including third-party transit trade contracts, cargo ownership transfer certificates, and origin certificates from the transshipment country. When declaring, you must clearly mark the goods as "international bonded transshipment goods" and not as imported goods.
If the cargo value is ambiguous during declaration, it can easily trigger customs price assessment, leading to cargo detention and delayed transshipment. For transshipped goods that have been put on hold or have their declarations rejected, you need to supplement and submit the cargo ownership transfer records for entrepot trade within 3 working days to cooperate with customs in completing price assessment and verification.
Brazilian Customs updated its transshipment goods declaration system in 2025; all transshipment declarations must upload electronic versions of the full set of documents through the new system. Paper documents only need to be kept for future reference and do not need to be submitted on-site, avoiding deletion and re-declaration due to incorrect document submission methods.

The free storage periods and container detention fee standards of Brazil's four compliant transshipment ports vary significantly. The free storage period for transshipped goods at Port of Santos is 21 days, Port of Rio de Janeiro 18 days, Port of Recife 14 days, and Port of Paranaguá 16 days. If goods need to stay more than 10 days waiting for transshipment, prioritize Port of Santos to minimize port detention and container detention costs.
If you need to temporarily change ports due to the mother ship being overloaded and containers being dropped, you must submit a port change application 72 hours before the ship's estimated arrival. Changing ports beyond this time limit will incur full port arrival fees and occupy the original container's detention quota, resulting in additional costs.
The bill of lading for entrepot trade must be marked as "deliverable to order" to facilitate endorsement and transfer of the bill of lading. This allows cargo ownership transfer without changing the bill of lading, saving logistics operation costs and time, and avoiding delays in transshipment due to bill of lading issues.

All compliant transshipment ports in Brazil support the VAT deferral policy. Transshipped goods do not need to prepay import VAT upon entering the port; VAT is only payable when the goods are finally sold in the Brazilian market, which can significantly reduce the company's capital occupation costs. For goods transshipped to other South American countries, you can also use the tax difference policy between Brazil and the South American Common Market.
After reissuing the origin certificate at the transshipment port, you can enjoy lower import tariffs and reduce overall tax costs. It should be noted that the tax records of transshipped goods must be completely retained, including cargo ownership transfer certificates and fund receipt and payment records, to avoid being identified by Brazilian tax authorities as cross-border related transactions for profit transfer, which may trigger BEPS-related investigations and result in high tax fines.

For payment and receipt of foreign exchange in Brazilian entrepot trade, settlement can be done through compliant channels or directly via CIPS RMB cross-border payment, without going through third-party unknown transit accounts, which can reduce exchange losses and compliance risks.
When using RMB settlement, you need to clearly mark the transaction nature as "payment/receipt of foreign exchange for transshipped goods" in the foreign exchange payment/receipt declaration, upload the entrepot trade contract and a copy of the bill of lading, and you can complete compliant foreign exchange settlement without providing additional supporting materials. If using SWIFT settlement, ensure that the corresponding port and cargo information for the entrepot trade is clearly marked in the message to avoid foreign exchange settlement being put on hold due to incomplete message information, which may affect the company's capital turnover.

Entrepot trade involves the temporary storage of cargo ownership at the transshipment port. The trade contract must clearly specify the ownership of the cargo and the risk allocation during transshipment to avoid unclear responsibilities in case of cargo damage or seizure.
If using a bank guarantee to cover transshipment costs, the effective scope of the guarantee must be limited to port fees and taxes at the transshipment port; do not expand the guarantee scope to avoid unnecessary fund freezing. For entrepot trade involving anti-dumping avoidance, ensure that the transshipment process complies with Brazil's anti-dumping regulations and retain complete records of transshipment processing and cargo ownership transfer to avoid being identified as origin fraud and triggering legal risks.

After transshipped goods enter a Brazilian transshipment port, most will pass through machine inspection directly without needing to be unpacked for inspection. If manual inspection is encountered, ensure the container seal is intact and matches the seal number marked on the bill of lading to avoid customs suspicion due to seal discrepancies.
The outer packaging of transshipped goods must clearly mark the transshipment identifier, stating "Transshipped goods, final destination country: [corresponding country]" to facilitate on-site customs identification and speed up inspection and release. If sent for inspection and identification, prepare the cargo's MSDS and product manual in advance to cooperate with customs in completing the identification, which can shorten inspection time and avoid additional port detention fees.

For entrepot trade sellers with fixed monthly cargo volumes, you can choose the corresponding transshipment port based on the final destination country of the goods. If the final destination is the southern Brazilian market, prioritize Port of Paranaguá to shorten the subsequent inland transportation distance and reduce overall supply chain costs. If it is the northern Brazilian market, prioritize Port of Recife to save inland transportation time.
If transshipping to other South American countries, prioritize Port of Santos. As Brazil's largest container port, Port of Santos has more transshipment routes and sufficient container space, which can reduce the risk of transshipment container dropping, stabilize the overall supply chain efficiency, and reduce additional costs caused by sudden delays.

For export goods involved in entrepot trade, you need to meet the four-flow consistency requirement for export tax rebates, i.e., consistency between cargo flow, capital flow, invoice flow, and contract flow. The transit records of the transshipment port must be completely retained as materials for document filing to avoid failure in tax verification due to incomplete transshipment records, which may affect export tax rebates. The foreign exchange receipt for transshipped goods must be verified within the specified time after export.
Both transshipment income and final buyer income need to be fully declared to avoid cancellation of tax rebate eligibility due to delayed foreign exchange receipt verification. If tax verification is encountered, prepare the full set of entrepot trade documents in advance, including cargo stay certificates from the transshipment port and cargo ownership transfer records, to cooperate with the verification investigation and ensure the smooth completion of the tax rebate process.
