I am a salesperson at a foreign trade company, mainly responsible for the transshipment trade of electronic components. Goods are shipped from Southeast Asian OEM factories and transshipped to the EU market.

Last year, our cooperating freight forwarder recommended Singapore Port, but starting from the second half of 2025, Singapore Port's free storage period was shortened from 14 days to 7 days, and port detention fees increased by 30%. Coupled with tight space, three of our shipments were delayed by more than a week, resulting in additional container detention fees.

Now we are looking for several compliant, cost-controllable, and space-stable transshipment ports that can also handle EU anti-dumping policies. Each shipment is about 20 standard containers with a value of around 500,000 euros, and we hope to reduce the overall logistics cost by about 15%.

Mainstream transshipment trade ports in 2026 can be divided into three major regions, each suitable for different scenarios: Port Klang (West Port) and Laem Chabang Port in the Asia-Pacific region,Rotterdam Port and Hamburg Port in Europe, and Jebel Ali Port and Hamad Port in the Middle East.

Port Klang (West Port) is the most cost-effective transshipment port in Southeast Asia. In 2026,China and Malaysia upgraded the transshipment trade facilitation agreement, extending the free storage period to 12 days. The operation fee is 40% lower than that of Singapore Port, and there are 12 weekly direct routes to the EU with a space stability rate of 95%. It is suitable for general goods transshipped from Southeast Asia to Europe. Enterprises do not need to submit the original certificate of origin, only an electronic copy is required for declaration.

Laem Chabang Port is close to Thailand's Eastern Industrial Zone. In 2026,it added an exclusive inspection channel for transshipment goods, increasing the machine inspection pass rate to 92% and shortening the average inspection time from 24 hours to 8 hours. The free storage period is 10 days, and port detention fees are only 60% of Singapore Port's. It meets the transshipment needs of high-value goods such as electronic components, and has opened an electronic certification channel with the China Council for the Promotion of International Trade (CCPIT) for online verification of certificates of origin.

Rotterdam Port in Europe is the largest transit port in the EU. It supports the VAT deferment policy, allowing transshipment goods to delay VAT payment until the goods are sold in the Netherlands. It is suitable for goods that need to be distributed within the EU,but the operation fee is slightly higher than that of Asia-Pacific ports, and it requires the proof of cargo ownership to be submitted 3 days before the ship arrives at the port. Jebel Ali Port in the Middle East is suitable for goods transshipped from Africa and the Middle East to Europe and the US markets,as it can avoid trade barriers in some regions and enjoy a 15-year corporate income tax exemption policy.

When choosing a transshipment port,it is necessary to comprehensively consider the type of goods, trade region, and compliance requirements. Priority should be given to ports with transshipment facilitation policies, stable space, and controllable operation costs. At the same time, reserve alternative plans to deal with emergencies.

The selection of transshipment ports must first comply with the customs' transshipment trade filing requirements. In 2026, the transshipment declaration rules of major global transit ports have been newly adjusted. Port Klang West Port currently supports "fast filing for transshipment trade"; enterprises only need to submit the transshipment contract and a copy of the bill of lading to complete the filing, with an review time of no more than 2 hours, which is 70% shorter than other ports. Laem Chabang Port requires the certificate of origin of transshipment goods to be certified by the chamber of commerce of the exporting country, but in 2026, Thailand Customs and CCPIT opened an electronic certification channel, allowing direct online verification without mailing paper documents.

If choosing a European port, Rotterdam Port requires the proof of cargo ownership to be submitted 3 days before the ship arrives at the port; otherwise, port detention fees will be incurred. Different ports have different valuation standards for transshipment trade: Port Klang's valuation benchmark refers to the FOB price of the goods, while Singapore Port refers to the CIF price, which will affect subsequent tax costs.

The selection of transshipment ports should also consider the space stability and transportation cost of the route. In 2026, the two major shipping companies Maersk and MSC adjusted their global transit routes. Port Klang West Port has 15 weekly direct routes to Rotterdam and Hamburg, with a stable space utilization rate of about 85%, and there will be no large-scale container skipping. Laem Chabang Port has direct routes to Shanghai and Shenzhen in China, and the total voyage to Europe is 2 days shorter than that of Port Klang, which is suitable for orders that need to arrive quickly.

If goods need to be transshipped from Southeast Asia to North America, Jebel Ali Port is the best choice, as it is located east of the Suez Canal, and the voyage of the transatlantic route is 3 days shorter than that of Singapore Port. In 2026, it added an exclusive transit berth for North American routes, extending the free storage period to 10 days. The free storage period and container detention fee policies of transshipment ports are also important: Port Klang West Port's free storage period is 12 days, and the container detention fee is $15 per container per day, while Singapore Port's free storage period is only 7 days, and the container detention fee is $30 per container per day, showing a significant gap.

The selection of transshipment ports directly affects tax costs. In 2026, the OECD's BEPS Action Plan has stricter requirements for the pricing of transshipment trade. Malaysia, where Port Klang is located, is a low-tax region with a corporate income tax of only 24%, and profits from transshipment trade can enjoy tax exemption policies as long as the goods are not sold in Malaysia. The Netherlands, where Rotterdam Port is located, supports the VAT deferment policy; transshipment goods do not need to pay VAT when transiting in the Netherlands until they are sold in the EU, which can save a lot of working capital for enterprises.

If choosing Jebel Ali Port in the Middle East, enterprises can enjoy a 15-year corporate income tax exemption policy, which is suitable for enterprises that plan to lay out transshipment trade in the Middle East for a long time. The collection and payment of foreign exchange for transshipment trade need to match the settlement policy of the port: Port Klang supports RMB settlement, while Rotterdam Port mainly supports Euro settlement, so enterprises need to choose the appropriate port according to their own foreign exchange collection currency.

The selection of transshipment ports must also comply with the compliance requirements of cross-border collection and payment of foreign exchange. In 2026, the People's Bank of China upgraded the CIPS system to support cross-border RMB settlement for transshipment trade. Local banks at Port Klang have accessed the CIPS system, so enterprises can directly conduct collection and payment through CIPS without using offshore accounts, reducing compliance risks. Laem Chabang Port requires that the collection and payment of foreign exchange for transshipment trade must be carried out in the same bank account, and the time interval should not exceed 90 days; otherwise, it will be listed as a suspicious transaction.

The EU, where Rotterdam Port is located, requires that the contract for transshipment trade must comply with EU trade compliance requirements, and enterprises need to submit proof of the final destination of the transshipment goods; otherwise, customs clearance cannot be completed. The endorsement of the bill of lading for transshipment trade is also important: Port Klang supports electronic bill of lading endorsement, while Rotterdam Port requires paper bill of lading endorsement, so enterprises need to choose the appropriate port according to their own operation habits.

The selection of transshipment ports also involves cargo ownership control and legal risks. In 2026, the International Chamber of Commerce revised the Incoterms 2026. The FOB term for transshipment trade requires the transfer of cargo ownership when the goods are loaded on board, so enterprises need to choose ports that support fast bill of lading transfer.

Port Klang West Port supports fast transfer of electronic bills of lading; enterprises can directly endorse the bill of lading to the final buyer during cargo transshipment without mailing paper bills of lading, shortening the time for ownership transfer. Laem Chabang Port requires that the bill of lading endorsement must be completed before the ship arrives at the port; otherwise, transshipment procedures cannot be handled.

If choosing a European port, Rotterdam Port requires that the proof of cargo ownership must be certified by a notary public; otherwise, the goods will be detained. Enterprises also need to pay attention to the soft clauses in the letter of credit: banks at Port Klang can assist in reviewing the soft clauses of the letter of credit to avoid situations where payment cannot be made.

The selection of transshipment ports also needs to consider the difficulty and cost of on-site inspection. In 2026, the machine inspection equipment of major global transit ports has been upgraded. The machine inspection equipment at Port Klang West Port can complete the inspection of a container within 10 minutes with an accuracy rate of 95%, without manual unpacking.

Laem Chabang Port has a special inspection channel for transshipment goods; inspectors have received professional training and are very familiar with the inspection process of transshipment goods, with an average inspection time of no more than 8 hours. Rotterdam Port's inspection is relatively strict; all transshipment goods need to be manually unpacked for inspection, which takes up to 24 hours and will incur additional unpacking fees and container detention fees.

Jebel Ali Port's inspection is relatively loose; only 10% of transshipment goods will be spot-checked, which is suitable for goods that need fast customs clearance. Enterprises need to choose the appropriate port according to the type of goods: high-value electronic components are suitable for Port Klang or Laem Chabang Port, while general goods can choose Jebel Ali Port.

The selection of transshipment ports also needs to consider the physical safety of the goods. In 2026, the International Maritime Organization revised the International Maritime Dangerous Goods Code (IMDG Code), and the packaging of transshipment goods must comply with the latest UN standards.

Port Klang West Port has a humid climate with an average humidity of 85%; electronic components need to use vacuum packaging and moisture-proof desiccants, otherwise oxidation will occur. Laem Chabang Port has a relatively dry climate with an average humidity of only 60%, so no additional moisture-proof packaging is needed, but attention must be paid to the reinforcement of goods because the routes of Laem Chabang Port are relatively bumpy.

Rotterdam Port has a relatively cold climate with an average temperature of only 10°C; goods need to use thermal insulation packaging to avoid condensation. Jebel Ali Port has a hot climate with an average temperature of 40°C; goods need to use heat insulation packaging to avoid spoilage. Enterprises need to choose the appropriate packaging scheme according to the climate conditions of the port to ensure the safety of goods during transshipment.

The selection of transshipment ports also needs to be combined with the overall supply chain structure. In 2026, the volatility of the global supply chain has increased, so enterprises need to choose multiple transit ports to diversify risks.

For example, enterprises can choose Port Klang West Port and Laem Chabang Port at the same time; when space is tight at one port, they can switch to the other. In addition, enterprises can choose the appropriate port according to the trade region: goods transshipped from Southeast Asia to Europe choose Port Klang West Port, goods transshipped from China to Europe choose Laem Chabang Port, and goods transshipped from the Middle East to Europe and the US choose Jebel Ali Port.

At the same time, enterprises need to establish alternative plans for transshipment ports to avoid supply chain disruptions caused by port congestion or policy changes. Supply chain planning in 2026 pays more attention to flexibility and resilience; enterprises need to adjust the selection of transshipment ports in a timely manner according to market changes to ensure the stable operation of the supply chain.
