I am a foreign trade trader engaged in building materials export. Recently, I plan to carry out re-export business to avoid US and EU trade barriers against China, and intend to choose Dubai as the re-export port.

I have been inquiring for half a month: some people say that Dubai re-export can bring more than 15% profit, while others say there is no profit at all after deducting tax and logistics fees. I now have three containers of goods ready to ship, but I am not sure how much the profit margin is, nor do I know how to operate to maximize profits.

I have never done re-export business before, and I am afraid of stepping into pitfalls and losing my capital. I would like to ask, under the current market conditions in 2026, how much profit can be normally obtained from Dubai re-export trade, what aspects will erode extra profits, and is there any way to amplify compliant profits?

In the traditional Dubai re-export trade model, most practitioners only calculate sea freight and port miscellaneous fees, ignoring Dubai local warehousing fees, customs clearance agency fees,VAT prepaid costs and exchange losses. These hidden costs usually erode 6%-12% of the total profit. Coupled with compliance fines caused by non-compliant third-party payments, the final actual profit is often more than half lower than expected.

Combined with the latest policies of Jebel Ali Free Zone in Dubai in 2026,you can be exempted from pre-payment of value-added tax through the VAT deferral policy, use the zero-tariff policy of the free zone to save transit tariff costs, match RMB cross-border settlement to lock in exchange rate differences, and use tax differences in different markets to further amplify the profit margin.

In terms of access threshold,it only requires the goods to be actually transshipped and reloaded in Dubai, with complete transit documents and cargo ownership records retained, and no additional qualification requirements. Current dynamic calculation results show that under normal compliant operations, the profit range of Dubai re-export for ordinary goods is 8%-18%. For high-value building materials, after superimposing tax and exchange rate difference optimization, the profit can be increased by another 3%-5%.

It should be noted that if a non-officially designated warehouse is selected in the transit reloading link, random price increases are prone to occur. It is recommended to lock in the all-in price in advance, and reserve a 1%-2% floating budget to cope with temporary adjustment of port miscellaneous fees, which can ensure that the deviation between actual profit and expected calculation is no more than 2%,and stably lock in returns.

Dubai Customs' valuation standards for re-exported goods follow the WTO Valuation Agreement. If the declared value of re-exported goods is lower than the average price range of similar goods, the valuation process will be triggered. Once it is determined as low declaration, fines will be imposed, and transit timeliness will be delayed, resulting in additional container detention fees and warehousing fees, which erode profits.

For re-exported goods, you need to sort out complete documents such as original factory invoices, contracts, and foreign exchange payment vouchers in advance to ensure that the declared value is consistent with the actual transaction value, so as to avoid additional costs caused by valuation adjustment. In case of valuation disputes, you can provide complete transit cargo ownership process records to prove the purpose of the goods, complete the consultation quickly, and avoid more hidden costs caused by long-term cargo detention. Dubai Customs launched a new valuation system in 2026, and the inspection rate for building materials and textile goods re-exported from China has increased by 8%, so it is more necessary to prepare documents in advance to avoid unnecessary profit losses.

The free storage period for re-exported goods at Dubai Jebel Ali Port is 7 days. The overstaying fee after the free storage period is about 120 USD per container per day. If the port is overloaded and containers are rolled, the transit timeliness will be delayed, and overstaying and container detention fees can easily erode 3%-5% of the profit.

In operation, you can apply for an additional 3 days of free storage period for re-exported goods with the shipping company in advance, and lock the space of the reloading warehouse in advance to avoid additional costs caused by the inability to reload goods in time after arrival. In addition, you can choose the LCL reloading scheme in the free zone for re-export reloading.

For small batches of goods, the warehousing cost can be shared, which can reduce logistics costs by 1%-2% and indirectly increase profits. The bill of lading endorsement transfer process needs to be confirmed in advance to avoid amendment fees and timeliness delays caused by endorsement errors.

Dubai Free Zone implements a zero-tariff policy for re-exported goods, but tariffs are only required if goods enter the local Dubai market. Compliantly operated transit goods do not need to pay tariffs, only a small amount of free zone management fees.

Using the VAT deferral policy can avoid pre-paying 5% VAT which occupies capital costs. Calculated based on an annualized capital cost of 4%, for a shipment with a 30-day transit period, 0.33% of the capital cost can be saved, and considerable extra income can be accumulated after long-term operation.

For goods re-exported to third countries, you can also use the tax agreement between Dubai and the third country to avoid double taxation, further save tax costs and amplify profits. VAT deferral is only applicable to goods transshipped in the free zone, and compliance filing needs to be completed in advance.

Compliant operation of foreign exchange receipt and payment for re-export trade directly affects profits. If third-party offshore accounts are used for foreign exchange receipt and payment, the handling fee is usually between 0.3% and 0.5%.

If there is exchange rate fluctuation and foreign exchange settlement is not carried out in time, a single fluctuation may erode more than 2% of the profit. In 2026, CIPS RMB cross-border payment has covered most re-export businesses in Dubai. Direct use of RMB settlement can save cross-border handling fees, and also lock in the exchange rate to avoid exchange losses.

For foreign exchange receipt and payment in re-export trade, you can complete transaction filing with the settlement bank in advance and provide complete transit documents, which can speed up foreign exchange settlement and avoid capital occupation caused by account suspension. Do not exchange foreign exchange through abnormal channels. Once verified, you will face account freezing and additional compliance costs.

Cargo ownership transfer terms of re-export trade need to be clearly agreed. If the cargo ownership is ambiguous, it is easy to trigger the risk of the buyer refusing to pay for goods. Once a dispute occurs, warehousing fees and container detention fees will continue to accumulate, directly swallowing all profits.

The re-export contract needs to clearly stipulate transit port reloading requirements, cargo ownership transfer nodes and payment time. For businesses paid by letter of credit, you need to check soft clauses in advance to avoid the bank refusing to pay due to non-compliant transit documents.

If a guarantee needs to be issued, clarify the effective conditions and scope of responsibility of the guarantee to avoid unnecessary joint liability. At the same time, keep all paper and electronic records of the transit process, which can be used as evidence in case of disputes to reduce losses.

Dubai Customs' inspection of re-exported goods mainly focuses on seal verification and random cargo inspection. If the seal is damaged or the goods are inconsistent with the declaration, unpacking inspection will be required.

The unpacking fee and repackaging fee are about 200-300 USD per container, and the transit timeliness will be delayed by 3-5 days, increasing container detention fees. In operation, it is required to keep the original factory seal complete, and replace with a new seal after reloading to ensure that the cargo information is consistent with the declaration information, which can greatly reduce the probability of inspection abnormalities.

In case of inspection, cooperate with the customs to provide documents in advance and explain the re-export purpose of the goods, which can speed up the inspection progress and reduce unnecessary extra expenses. The inspection focus in 2026 is branded goods, so you need to prepare brand authorization documents in advance to avoid cargo detention.

Domestic exporters engaged in Dubai re-export trade need to ensure the compliance of export tax rebates. Once the four flows (cargo flow, capital flow, invoice flow, document flow) are inconsistent, leading to the failure of tax correspondence verification, they will be unable to obtain tax rebates or even need to pay back taxes, directly swallowing all profits and even causing losses.

In operation, it is necessary to ensure the consistency of cargo flow, capital flow, invoice flow and document flow, and sort out the full set of transit documents in advance, including Dubai reloading certificate, bill of lading, and transit warehousing records, for tax verification. Foreign exchange receipt needs to be written off as required, and document filing should be complete to avoid being unable to obtain tax rebates due to missing documents. Carry out verification in advance in the pre-declaration stage and adjust abnormal information, which can ensure the smooth completion of tax rebates and lock in the profit increment brought by export tax rebates.

The profit of re-export trade is affected by the choice of trade terms and inventory linkage strategy. If FOB terms are adopted, the cost of the transit port is borne by the buyer, which can lock in one's own profit. If CIF terms are adopted, one needs to bear various hidden costs of the transit port independently, leading to large profit fluctuations.

You can adjust the trade terms according to the value of the goods and the buyer's requirements to transfer uncontrollable costs and stabilize your own profits. For customers with long-term re-export needs, you can rent long-term mini warehouses in Dubai Free Zone to store packaging materials in batches, reduce the packaging and warehousing costs of single reloading, and long-term operation can reduce the annual average cost by 2%-3% and increase the annual average profit.
