I am a finance staff member at a foreign trade service company. This year, we have taken on several agency export businesses. Previously, I only handled accounting for self-operated exports, and now I have no clue how to record agency export revenue.
For example, when a client entrusts us with their goods, we collect foreign exchange on their behalf, handle customs declaration and tax refund procedures, and finally transfer the payment to the principal after deducting agency fees. How should I separately record the agency service fees and the collected-and-disbursed payments?
Will the latest 2026 cross-border payment and collection policies affect accounting treatment? Recently, I heard tax letter investigations have become stricter. What should I note when filing documents for agency exports? I’m really worried about accidentally falling into compliance pitfalls.

First, clarify the revenue boundary for agency exports: Agency export revenue refers solely to collected agency fees,collected-and-disbursed payments, freight and other such amounts are not included in the company’s operating revenue. This is the core premise of accounting treatment.
The revenue recognition point is based on the export date stated on the customs declaration form. The full amount of agency fees is recognized as main business revenue, and VAT output tax is accrued at a 6% tax rate. Collected-and-disbursed payments or foreign exchange should be accounted for through the "Other Payables" account: record the amount as a liability when receiving foreign exchange, and offset the account when transferring funds to the principal. Exchange gains or losses incurred during this period are recorded in financial expenses.
For tax compliance: If 2026 cross-border agency services meet the conditions for full consumption outside China, they can apply for a zero VAT rate, which requires advance filing with the competent tax authority. The principal shall handle export tax refunds on its own,and the agent must issue the "Certificate of Goods Exported by Agency" and submit it to the principal before the declaration period in April of the year following the export date.
Prepare abnormal response plans in advance: In case of inconsistencies in customs declaration information, delayed foreign exchange collection, etc。immediately verify the agency agreement and business documents, contact customs or foreign exchange administration for corrections, and avoid abnormal tax letter investigations. In 2026,filing documents must be retained for 10 years and support electronic archiving. Required documents include agency agreements, customs declaration forms, foreign exchange collection vouchers, agency fee invoices, etc. The process can be simplified by uploading electronic versions through the Single Window.

The consignor/consignee on the customs declaration form must be strictly filled in as the principal, and the operating unit as the agent. This is the core identifier of agency export business and a key inspection item in tax letter investigations.
After the 2026 customs clearance integration reform, agency export businesses with cross-regional customs declaration can directly complete declarations through the Single Window, but the remark column of the customs declaration form must be marked with "Agency Export", and a scanned copy of the agency agreement must be uploaded to the system for retention. In case of declaration cancellation and re-submission, retain the original agency agreement, customs declaration modification instructions and the principal’s authorization document to avoid being unable to explain the business background.

The endorsement of the bill of lading for agency exports must strictly follow title transfer rules, and must be endorsed to the principal or its designated consignee to avoid title disputes. In 2026, the free storage period at some ports will be extended to 14 days, but detention fees caused by the principal’s reasons must be separately recorded in accounts and cannot be included in agency fee accounting.
Direct shipping routes have stronger consistency between logistics tracks and documents, reducing inspection risks; for transit routes, retain the title transfer certificate of the transit port to ensure logistics information fully matches customs declaration forms and foreign exchange collection vouchers.

Agency fees for agency exports fall under the category of modern services, with the VAT rate remaining at 6% in 2026. If the principal and agent are affiliated enterprises, ensure agency fee pricing complies with market fair value to avoid being identified by tax authorities as having unreasonable affiliated transaction pricing.
For agency businesses with overseas principals, withhold 10% withholding income tax. If a tax treaty exists between the two countries, taxes can be reduced or exempted according to the treaty rate. At the same time, retain the cross-border service filing form as the basis for tax declaration.

In 2026, the coverage of CIPS RMB cross-border payments will be further expanded. Foreign exchange collection for agency exports can be settled directly through CIPS without relying on SWIFT messages.
When handling accounting, ensure the foreign exchange collection currency matches the currency on the customs declaration form; otherwise, adjust exchange gains or losses according to the period-end exchange rate. Foreign exchange collected for agency exports must be transferred to the principal’s account within 30 days and cannot be retained.
In case of delayed foreign exchange collection, promptly report to the foreign exchange administration for explanation. Receipts and payments through offshore accounts must strictly follow 2026 foreign exchange management regulations, with all transactions retaining electronic vouchers and being filed.

The agency export agreement must clarify the rights and obligations of both parties, including clauses on title ownership, cost sharing, tax refund responsibilities, etc. After the 2026 revision of the Foreign Trade Law, the agency agreement must be included as a required filing document. If the principal uses a letter of credit for payment, review the letter of credit’s soft clauses to avoid inability to collect foreign exchange; if advancing funds for the principal is necessary, require the principal to issue a bank guarantee, record the advanced amount in the "Other Receivables" account, and accrue fund occupation fees simultaneously.

If agency-exported goods are inspected by customs, arrange a dedicated staff member to be present throughout the process to verify that the quantity and name of goods match the information on the customs declaration form. In 2026, the pass rate of customs machine inspections will increase, but if inspection fails, modify the customs declaration form promptly and retain the inspection notice.
If inspection and identification are required, provide the agency agreement and the principal’s qualification certificate to the testing institution to speed up the identification process. Expenses incurred from inspections shall be recorded in sales expenses, with payment vouchers retained as filing materials.

If agency-exported goods are dangerous goods, strictly select UN packaging in accordance with the latest 2026 dangerous goods classification standards, and prepare compliant MSDS documents. Wooden packaging must undergo fumigation treatment, with the fumigation certificate retained; otherwise, customs clearance will not be permitted.
For general goods, select moisture-proof and reinforcement solutions based on their characteristics, and retain the packaging inspection report. All packaging-related expenses shall be recorded in logistics costs and cannot be included in agency fee accounting to avoid abnormal tax audits.

Tax refunds for agency exports shall be handled by the principal on its own, and the agent only needs to issue the "Certificate of Goods Exported by Agency". After the 2026 upgrade of the export tax refund system, electronic data can be directly transmitted between tax systems without submitting paper documents.
During tax letter investigations, cooperate in providing materials such as agency agreements, foreign exchange collection vouchers, and customs declaration forms to ensure four-way consistency (contract flow, goods flow, payment flow, invoice flow). If cross-month declaration is required, complete the issuance of the certificate before the declaration period in April of the year following the export date; otherwise, the principal cannot handle the tax refund.

Agency export businesses can optimize cost structures by combining trade terms. In 2026, international freight rates fluctuate significantly. Choosing FOB terms transfers freight risk to the principal, with only agency fees accounted for in books.
If CIF terms are selected, freight and insurance premiums shall be accounted for as collected-and-disbursed payments and cannot be included in operating revenue. At the same time, establish a cost actuarial model to allocate agency fees, customs declaration fees, inspection fees, etc., to each business to ensure profit levels. Select settlement currencies based on 2026 exchange rate trends to reduce exchange losses.
