I am a small and medium-sized trading enterprise. This year, we started expanding our business and accepted many agency export orders, acting as export agents for several domestic manufacturing factories. We used to only do direct export and were completely unfamiliar with the tax refund rules for agency export.

Last month, we tried to declare agency export tax refund for the first time, but were rejected by the tax bureau, which stated that our documents were incomplete, the division of rights and obligations was unclear, and also reminded us that we might not meet the latest four-consistency requirements. Now this tax refund of over RMB 100,000 has been pending for almost two months.

We already had cash flow constraints, and this has further affected our capital turnover. We are very anxious. I want to figure out exactly how trading enterprises acting as export agents should operate to complete tax refunds smoothly, what conditions need to be met, and what common pitfalls to avoid?

The first is the pre-declaration document review stage. First, confirm the compliance of the agency export agreement and clearly stipulate the tax refund applicant: if you,as the agent, are responsible for collection and customs declaration, the supplying factory can apply for tax refund on its own,or you can settle with the factory after receiving the tax refund. The division of rights and obligations must be clearly stated in the agreement. At the same time, check whether the operator and consignor filled in on the export customs declaration form meet regulatory requirements, and whether the name, quantity and value of the exported goods fully match the supply invoice, and proactively check for information mismatch issues.

Secondly is the connection of core nodes. After completing export customs declaration and the goods have left the territory, promptly urge the supplier to issue a VAT special invoice for the corresponding amount, complete the collection information filing in accordance with the latest 2026 regulatory requirements, and ensure the four-consistency. During the declaration period, log in to the electronic tax bureau to complete the pre-declaration of tax refund first, and after the pre-declaration is verified as passed, submit the formal declaration. At the same time, organize all documents to complete document filing, and retain documents such as the agency agreement, customs declaration form, transport documents, and collection vouchers for future verification.

If encountering abnormal situations such as declaration rejection or tax investigation, you must supplement the corresponding materials based on the feedback immediately, not tamper with transaction information, cooperate with the tax authority to complete the verification of transaction authenticity, and do not delay leading to overdue.

The core of final compliance implementation is to ensure that the transaction itself is true and valid, all document information matches, and complete declaration and collection within the specified period, then you can smoothly receive the tax refund. Before operation,it is recommended to sort out the entire transaction chain and check for problems in advance,so as to avoid delaying the tax refund cycle and affecting capital turnover due to minor issues.

In the agency export tax refund process, incorrect customs declaration information is the most common reason for declaration rejection. Need to check whether the code information of the operator and consignor is accurate. If the tax refund applicant is the manufacturing factory, the consignor should fill in the factory's information, and the operator should fill in the information of the trading enterprise acting as export agent.

If the code information is incorrect, it will directly lead to the tax refund system being unable to match the invoice information, resulting in declaration failure. Many enterprises doing agency export for the first time will step into this pit. For direct export, only their own information needs to be filled in, but for agency export, information of two subjects needs to be filled in, and mismatch will lead to verification failure.

If there is incorrect information filling, need to apply for canceling and re-filing the declaration in time, complete the modification within 15 days after the goods leave the territory, which will not affect the tax refund qualification. Under the integrated customs clearance mode, customs declaration information of all ports across the country will be synchronized to the electronic tax bureau. If there is information delay in cross-region customs declaration, need to contact the port customs in time to retrieve the information and push it to the competent tax authority, so as to avoid declaration timeout due to information missing.

In agency export tax refund, the division of tax rights and obligations needs to be clarified. If the agent collects agency service fees, it needs to pay VAT on the service fee part. It is necessary to agree in advance whether the tax refund belongs to the principal or the agent, and the corresponding tax treatment methods are completely different. Under the latest 2026 retained tax credit refund policy, if the agent itself has retained tax credits, it can arrange the tax refund pace in a coordinated manner to reasonably reduce its own tax burden.

If involving cross-border VAT deferral, need to distinguish the tax requirements of the destination country of the exported goods, avoid double taxation, and at the same time, can use tax differences to optimize overall benefits. Need to calculate the benefit ratio based on the actual situation of each transaction, and choose the optimal tax refund method in combination with the tax situation of its own enterprise. Do not copy the operation mode of other enterprises, so as to avoid unnecessary tax costs.

One of the core requirements of agency export tax refund is collection compliance. In 2026, SAF (State Administration of Foreign Exchange) has further refined the authenticity verification of cross-border collections. Need to ensure that the source of collection funds matches the exported goods, and there must be no situation where third-party collection occurs without explanation.

If using RMB cross-border settlement, need to complete payment through the Cross-Border Interbank Payment System (CIPS), and upload the settlement message information in time. The tax authority will simultaneously verify the collection data, and only when the information matches can it pass the verification.

If encountering exchange rate fluctuations, can use hedging operations to lock in benefits, avoid losses in the tax refund amount due to exchange rate fluctuations. At the same time, keep records of collection ledgers, and each collection corresponds to the export customs declaration form to facilitate verification. Do not confuse collection information of multiple orders to avoid increasing the difficulty of verification.

In the compliance verification of export tax refund, the most common problem is capital backflow. Under the agency export mode, if the tax refund is transferred to the principal, need to retain complete transfer records corresponding to each export order, and there must be no cash transactions or transfers without remarks.

The four-consistency verification requires that the contract flow, goods flow, invoice flow, and capital flow fully correspond. Need to keep records of each transaction's ledger. For cross-month declaration, need to pay attention to the deadline of the declaration period.

If the pre-declaration is not verified as passed, do not forcibly submit the formal declaration, and need to first check the problem and adjust the materials. For the reply to tax investigation, need to submit all materials within the specified period, and must not be overdue. Overdue will directly lead to the tax refund being denied, and also leave an abnormal record, affecting subsequent tax refund declarations.

The rights and obligations of agency export tax refund need to be clearly stipulated in the agency agreement, to avoid subsequent disputes over the ownership of tax refund. If the principal cannot provide invoices meeting the requirements, need to agree on liability for breach of contract in the agreement in advance, to avoid the agent bearing unnecessary compliance risks.

The agreement needs to clearly stipulate the guarantee clause for transaction authenticity, requiring the principal to ensure the authenticity of goods and invoices. If there is false invoicing, the principal shall bear all responsibilities. At the same time, reserve exception handling clauses, if the tax refund cannot be completed due to policy adjustments or verification reasons, agree on corresponding solutions, avoid unnecessary legal disputes, and protect its own legitimate rights and interests.

Agency export tax refund can combine with the overall supply chain structure to optimize the tax refund pace, reduce capital occupancy costs. If there are a large number of agency export orders for a long time, can arrange the declaration time in a coordinated manner according to the delivery cycle of the orders, balance the monthly tax refund amount, stabilize cash flow, and avoid the situation of large capital occupancy in a certain month.

Can adjust the tax refund operation path according to different trade terms. Under FOB terms, the buyer is responsible for transportation, and under CIF terms, the seller is responsible for transportation. The filing requirements for transport documents are slightly different, need to adjust the direction of document preparation in advance, reduce the probability of declaration rejection, and improve tax refund efficiency.

If the exported goods are subject to on-site customs inspection, need to cooperate with the customs to complete the verification of goods, ensure that the name, quantity, and specifications of the goods are consistent with the declaration information on the customs declaration form. If information inconsistency is found during inspection, it will directly affect the tax refund qualification, and even be identified as false declaration, directly leading to tax refund failure. After the inspection is completed, retain all documents related to the inspection.

If the goods need to be sent for inspection, retain the inspection report and identification documents, which need to be provided during subsequent tax verification to prove the authenticity of the transaction. If the seal is damaged, need to apply for resealing in time and update the seal information, so as to avoid the seal information inconsistency leading to failure in information verification during the tax refund process and triggering unnecessary verification procedures.
