Reliable sourcing and import agency services.
We are a small and medium-sized enterprise that has just launched import business. Last month, we completed our first agency import of a batch of daily chemical products. We almost had the goods detained by customs because we missed a Registration Form for Domestic Consignees, which also caused more than 5,000 RMB of port demurrage.
Now when preparing documents for the second batch of goods, I can never confirm that all documents are complete. I don't know, besides the basic contract, invoice, packing list and bill of lading, do we need to prepare other additional documents for goods of different categories?
When it comes to tax payment and foreign exchange settlement, do we need to supplement other materials? The customs updated the supervision requirements in 2026, will there be new document requirements? Could you help me sort out all the documents that need to be prepared to avoid problems again.

Documents for agency import can be divided into three categories according to the full chain links: basic general documents,supervision-specific documents, and supporting documents for subsequent links. We will break down the requirements one by one starting from the pre-document review link.
Basic general documents are core documents that must be prepared for all import categories, including trade contract, commercial invoice, packing list,ocean/air bill of lading, certificate of origin,Registration Form for Domestic Consignees. Missing any one of them will directly block the customs clearance process. Such documents need to be checked for information consistency in advance to avoid deviation of product name and quantity.
Supervision-specific documents are adjusted according to category supervision requirements: cosmetics require Import Cosmetics Filing Certificate, food requires Entry Inspection and Quarantine Certificate for Inward Goods, dangerous goods require MSDS and UN Packaging Verification Certificate. Under the new 2026 supervision requirements, electrical related products also need to provide additional electronic traceable copy of 3C Certification Certificate.
Among the supporting documents for subsequent links, those involving tax payment and foreign exchange settlement need to provide the Foreign Exchange Payment List Certificate and Import Foreign Exchange Settlement Declaration Form. Enterprises applying for VAT deferral also need to provide the Deferral Qualification Filing Receipt. It is recommended to complete the pre-review of the full set of documents 3 working days before shipment of all imported goods, supplement the missing documents in advance, and quickly supplement documents through the port joint coordination channel in case of abnormal situations,so as to finally ensure compliant customs clearance.

In case of customs valuation disputes, in addition to the basic documents, additional documents such as foreign exchange payment voucher, original manufacturer invoice, insurance premium and freight voucher, and pricing statement materials for related trade are required to prove the authenticity of the declared value. Under the integrated customs clearance operation mode of China customs, agency import business declared across ports also needs to provide the transit declaration form of the original port and the manifest information confirmation document.
For secondary declaration, the stub copy of the original declaration documents and a situation statement letter need to be supplemented. If the original declaration is deleted and re-submitted, the original copy of the customs declaration form, enterprise application statement and re-signed version of the agency power of attorney are required to ensure the logical closed loop of the whole declaration process, avoid system suspense caused by disconnected document connection, affect subsequent customs clearance efficiency, and even generate extra port demurrage cost.

For imported goods under sea freight FCL or LCL, it is necessary to confirm that the endorsement of the bill of lading for cargo rights is complete. A named bill of lading does not require additional endorsement, while an order bill of lading requires the shipper to make a blank endorsement or named endorsement, otherwise the normal cargo collection procedures cannot be completed. If the goods are for port change or transit, the port change notification of the original bill of lading and the manifest change certificate issued by the carrier are also required, otherwise the customs clearance cannot be completed due to inconsistency between manifest information and document information.
For the settlement of container detention charge and port demurrage, if the consignee bears the cost, an additional logistics cost confirmation note is required as the cargo collection voucher after subsequent customs clearance. Under the scenario of delivery of goods without presentation of original bill of lading, the original document corresponding to the bank letter of guarantee is also required to ensure the compliance of cargo right transfer and avoid subsequent disputes.

For agency imported goods that go through VAT deferral business, in addition to the basic documents, the filing document of VAT deferral qualification, copy of enterprise tax registration certificate, declaration statement of deferred tax payment and input tax deduction statement of corresponding goods are also required. For imported goods under cross-border related transactions, contemporaneous documentation of related transaction pricing is required to prove that the pricing conforms to the arm's length principle and avoid transfer pricing adjustment by the tax authority.
For import business where the non-resident enterprise acts as the shipper, the tax registration information of the non-resident enterprise and the withholding voucher of withholding income tax are also required as supporting documents for subsequent tax payment, to ensure the compliance of the whole tax process and leave no hidden risks.

For agency import business paid by letter of credit, the terms of the letter of credit need to be checked carefully to ensure that the marks, product names, quantities and amounts of all documents are completely consistent with the requirements of the letter of credit, so as to avoid dishonor by the bank due to discrepancies. In the scenario of delivery of goods against letter of guarantee without presentation of original bill of lading, the original letter of guarantee issued by the bank is required.
The validity period of the letter of guarantee needs to cover the time when the original bill of lading arrives, and the scope of responsibility of the letter of guarantee needs to be clearly specified to avoid subsequent disputes over cargo rights. For imported goods involving intellectual property rights, the authorization document for use issued by the intellectual property right holder is also required, to avoid the goods being detained by customs as infringing goods, causing unnecessary legal risks and extra costs.

During the on-site customs inspection link, in addition to providing the copy of customs declaration form and photocopies of the full set of documents in advance, the verification document for seals also needs to be prepared. The seal number marked on the bill of lading must be completely consistent with the actual seal number of the container, so as to avoid detention of goods for inspection due to inconsistent seals.
If unpacking inspection is required, prepare the detailed list of goods in advance, corresponding to the quantity and product name of goods on each pallet, to facilitate on-site customs verification, and shorten the inspection time. If inspection and identification are required, the product manual, ingredient list and brand authorization documents need to be prepared in advance to speed up the inspection and identification process, help the goods complete inspection and release as soon as possible, and reduce extra costs caused by port demurrage.

For dangerous goods import business, in addition to MSDS documents, the UN dangerous goods packaging performance verification certificate and usage verification certificate are also required, both of which are indispensable. Since 2026, the customs requires that the packaging certificates of all imported dangerous goods must be provided with an electronic traceable code, and the goods that cannot provide the traceable code will be directly returned.
For ordinary goods with wooden packaging, the fumigation certificate with IPPC mark is also required. Wooden packaging without fumigation or compliant mark will be ordered to be destroyed by customs, generating extra costs. For goods with special moisture-proof and thermal insulation packaging, the packaging performance test report is required to prove that the packaging meets the long-distance transportation requirements, so as to avoid that the goods cannot be cleared due to packaging disqualification leading to cargo damage.
