We are a factory specializing in small mechanical and electrical parts production. We just opened up the Taiwan market in the past six months and have shipped three batches of goods via general trade. Previously, we normally received export tax refunds for shipments to Europe and America.
However, we heard from peers privately that sometimes export tax refunds cannot be obtained for Taiwan-bound shipments. Last week, we shipped a batch of goods worth USD 120,000 via the regular Mini Three Links route, with all documents complete. We are now very anxious, fearing that if we cannot get the tax refund, we will directly lose nearly USD 100,000 in profits.
Our finance department has never handled the declaration process for Taiwan-bound exports before, so we are worried about making mistakes in filling out forms. Now we just want to clarify whether export tax refunds are available for mainland exports to Taiwan, whether we can normally claim the refund in our situation, and what pitfalls we need to avoid.

Under the current regulatory rules in 2026,goods exported from mainland China to Taiwan can fully and normally apply for export tax refunds as long as they meet the corresponding requirements, and there are no regional policy restrictions. Many people mistakenly believe that Taiwan-bound exports are domestic trade and cannot qualify for tax refunds, which is essentially because they fail to meet the core document requirements for tax refund declaration.
Three core details should be noted during the pre-document review stage: First, the country of destination on the customs declaration form must be accurately filled in as the Taiwan,Penghu,Kinmen, and Matsu Customs Territory, not as "Domestic China". Second, the payer on the foreign exchange receipt must match the corresponding consignee in Taiwan, and third-party accounts cannot be used for random collection. Third, the product name and quantity on the VAT input invoice must be 100% consistent with the data on the customs declaration form. As long as these three items are completely logically consistent, more than 90% of the tax refund access requirements will be met.
During the core node connection stage,it should be noted that the original tax refund copy of the customs declaration form must be obtained within 30 days after customs declaration is completed, and you should not wait until the next month's declaration period is approaching to reprint it. For goods transported via Mini Three Links, you should obtain the formal filing receipt of cross-border transport manifest data from the freight forwarder in advance to avoid missing information when the tax authority verifies the logistics track. If exporting via cross-border e-commerce modes 9610/9710,you should synchronize the transaction data from the Taiwan e-commerce platform to the cross-border e-commerce public service platform in advance to complete data traceability.
In terms of contingency plans,if a tax audit inquiry is encountered, complete logistics track certificates, purchase and sales contracts, and title transfer certificates should be prepared immediately. Do not assemble materials temporarily, which may lead to failure of verification. For enterprises applying for Taiwan-bound export tax refunds for the first time, the first tax refund arrival cycle will be 3-7 working days slower than that of ordinary foreign trade business, which is a normal review process and no additional special materials are required. As long as the four flows (goods flow, capital flow, invoice flow, contract flow) are consistent throughout the process, you can legitimately obtain the full amount of tax refund.

The core verification rules in the customs declaration filing stage need to be focused on. Incorrect filling of the country of destination is the most common cause of failure in Taiwan-bound export tax refunds. Many enterprises default to classifying Taiwan as a domestic region when filing, and only find out after submitting that they selected "China" in the country of destination field. Such customs declaration data will be directly marked as domestic circulating goods by the tax system, and the tax refund process cannot be triggered.
If an error has been made, you must submit an application for cancellation and re-filing to the port customs within 72 hours after the goods leave the country, and supplement and upload the formal cross-border transport manifest information. Only after the customs approves and you obtain the new correct tax refund copy of the customs declaration form can you proceed with the normal tax refund declaration process. The customs declaration valuation rules for Taiwan-bound exports are completely consistent with those for ordinary outbound goods. As long as the declared value deviates from the market fair value of similar goods in the same period by no more than 10%, no valuation inquiry will be triggered, and no additional price explanation materials are required.

The logistics track retention for Taiwan-bound exports must cover all end-to-end nodes, including the driver-signed receipt for pick-up from the factory warehouse, the equipment interchange receipt at the mainland port, the manifest receipt for the cross-border segment, and the pick-up receipt at the Taiwan port. All paper certificates must be retained for at least 5 years for future reference.
When choosing the Mini Three Links route, priority should be given to regular direct shipping companies that have completed filing in the customs manifest system. Do not choose small fleets without filing for consolidated cargo, as the logistics data of such channels cannot be synchronized to the tax verification system, which will directly lead to the rejection of the tax refund declaration.
If the vessel name and voyage number change due to shipping company container rolling, you must obtain the updated manifest modification certificate immediately, and synchronously modify the corresponding vessel name and voyage number information on the customs declaration form to avoid verification triggered by inconsistent document data. The normal free detention period for the Mini Three Links route can generally be applied for 7 days, which is sufficient for the Taiwan consignee to complete customs clearance and pick-up without incurring additional port detention costs.

The four-flow matching verification during the tax refund declaration stage must be checked item by item. All subject information, transaction amounts, and product names in the goods flow, capital flow, invoice flow, and contract flow must be completely corresponding without any deviations. For enterprises applying for Taiwan-bound export tax refunds for the first time, the tax authority will automatically trigger the on-site verification process for the first transaction. The verification personnel will go to the enterprise's actual business site to verify the corresponding production equipment and inventory status. Do not rent a site temporarily to cope with the verification, otherwise, the tax refund qualification will be directly suspended.
If a cross-regional tax audit inquiry is encountered, the invoice flow verification of upstream suppliers must be replied within 15 working days. As long as all businesses are true and valid, the pass rate of replies can reach more than 98%. The tax refund declaration time limit for Taiwan-bound exports is consistent with that of ordinary outbound goods. All declarations must be completed by the VAT declaration period in April of the year following the customs clearance of the goods. If not declared within the time limit, only tax exemption treatment can be applied, and no tax refund can be claimed.

The foreign exchange collection compliance requirements for Taiwan-bound exports are fully implemented in accordance with the rules for ordinary outbound trade. Public foreign exchange collection under normal trade can be directly completed through the CIPS RMB Cross-Border Payment System or the conventional US dollar cross-border collection channel. After the foreign exchange is collected, the corresponding foreign exchange receipt number must be filled in the tax refund declaration system to complete the data matching between the foreign exchange bureau and the tax authority. Do not collect payments from Taiwan customers through private accounts or third-party underground channels, as such foreign exchange collection records cannot be traced in the foreign exchange system, which will directly lead to the rejection of the tax refund application.
If a Taiwan customer delays payment, you can apply to the competent tax authority for delayed foreign exchange collection filing within 90 days after export customs clearance. The maximum collection buffer period of 270 days after customs clearance can be applied for, which will not affect the tax refund qualification. After the foreign exchange is collected, you must report the corresponding export data in the Goods Trade Foreign Exchange Monitoring System in a timely manner to avoid the problem of exceeding the total verification difference.

The on-site customs inspection standards for Taiwan-bound exports are completely unified with those for all ordinary outbound goods, and no special inspection ratio is set. If the goods are selected for inspection, you only need to prepare the corresponding packing list, invoice, and product description documents in advance to cooperate with the customs officer for verification. As long as the product name, quantity, and weight of the actual goods are completely consistent with the declared data, the inspection and release can usually be completed within 4 hours.
For the inspection of mechanical and electrical parts, the model label of each category should be pasted in a prominent position on the corresponding outer package in advance, which facilitates the customs officer to check quickly, reduces the workload of unpacking, and avoids incurring additional unpacking fees. After the inspection is completed, the inspection record sheet signed by the customs should be kept together with the whole set of documents, which can be directly used as supporting material for the actual departure of the goods when encountering tax verification in the future, without the need to supplement other additional supporting documents.

When signing a Taiwan-bound export trade contract, the corresponding title transfer node, payment time limit, and division of rights and responsibilities between the two parties must be clearly marked. All clauses should be expressed clearly and without ambiguity, and no vague oral agreements should be made. A separate clause on tax refund cooperation should be added to the contract, clarifying that the Taiwan consignee has the obligation to cooperate in providing materials such as receipt certificates and signed documents required for subsequent tax verification, so as to avoid the tax refund process being stuck due to the other party's unwillingness to cooperate in providing materials when encountering a tax audit inquiry in the future.
For large orders with an amount exceeding USD 100,000, you can require the Taiwan customer to issue a corresponding bank letter of credit, which can not only avoid bad debt risks, but also the foreign exchange receipt under the letter of credit can be directly used as valid supporting material for tax refund declaration, further reducing the probability of verification. Do not sign any yin-yang clauses in the contract that are inconsistent with the actual transaction value, otherwise, your legitimate rights and interests cannot be protected in the event of subsequent trade disputes.

The packaging of mechanical and electrical parts exported to Taiwan must comply with the unified standards for cross-strait cross-border transportation. Clear English and Chinese product names, models, and origin labels must be printed on the outer package in advance. Do not have unclear or missing labels, so as to avoid the goods being detained at the Taiwan port due to label problems, which will affect the overall logistics efficiency.
For mechanical and electrical parts with lithium batteries, you must prepare the standardized MSDS identification report and UN38.3 test report in advance. All packaging must meet the corresponding dangerous goods transportation packaging requirements, and dangerous goods declaration must be completed at the mainland port in advance to avoid the goods being unable to leave the country normally due to non-compliant packaging.
After packaging is completed, the package number corresponding to the customs declaration form should be marked on the outer box, which corresponds to the packing list data one by one. When encountering customs unpacking inspection in the future, the corresponding category of goods can be quickly located, which greatly shortens the inspection time and reduces unnecessary logistics cost losses.
