I am the owner of a small and medium-sized foreign trade enterprise mainly engaged in the export of outdoor home goods. In the first half of 2026, I completed 7 batches of shipments to European and Southeast Asian markets in total. Among them, a 5-year long-term European client proposed to postpone the payment of more than 20 thousand Euros of remaining balance, which accounts for 15% of the total cargo value, for 6 months, due to severe overstock of local end retail inventory.

There is also no foreign exchange payment for one aid-type order shipped to an international non-profit organization. I heard from peers before that full foreign exchange receipt is currently mandatory for export tax refund processing. There is nearly RMB 800 thousand of pending tax refund recorded on the book waiting to be credited.

I am worried that the application will be directly rejected by the tax authority due to partial unreceived foreign exchange, and even the tax already credited will be required to be recovered. I spent days reviewing public policy documents but still failed to clarify the specific boundary, and just want to confirm whether full foreign exchange receipt is truly required for export tax refund, and if there is any compliant solution path.

First of all,it shall be clarified that under the current 2026 export tax refund rules, not all businesses require full foreign exchange receipt to process tax refund. The claim that "no tax refund can be processed without foreign exchange receipt" is a common misconception that has circulated in the industry for many years.

In the pre-document review stage, you shall first sort out and verify the full set of documents for the two types of special orders separately: for regular orders with overdue foreign exchange receipt, prepare the deferred payment agreement sealed by both parties and the market situation statement of the client's host country in advance, for aid-type orders with no foreign exchange receipt, prepare corresponding official cooperation documents and the verification screenshot of the supervision mode mark on the customs declaration form. Both types of materials must ensure complete consistency of information across four flows, and no logically conflicting statements shall be included.

In terms of core node connection, you can submit all documents of fully received orders to complete pre-declaration within the tax refund declaration period first, and submit a separate deemed foreign exchange receipt filing application to the competent tax authority for the two unreceived orders, without forcibly making up the balance payment with additional foreign exchange statements. The longest buffer period of 12 months can be applied for the deferred receipt filing, which will not affect the tax refund review progress of the current batch.

At the abnormal contingency plan level,in case of verification via letter inquiry, you just need to sort out all transaction statements, correspondence emails, and copies of bills of lading with the client in the past 3 years for future reference in advance,no additional non-necessary supporting materials are required. As long as all businesses are authentic and compliant, the whole tax refund process can be completed smoothly, and no recovery of already refunded tax will occur.

The supervision mode field on the customs declaration form is the core judgment basis for tax refund foreign exchange receipt verification. If the supervision mode of the customs declaration form for aid-type orders is filled in as "other donated goods", the system will automatically mark it as a compliant scenario with no foreign exchange receipt requirement, no additional foreign exchange receipt information entry is needed.

For deferred receipt orders under general trade terms, as long as the agreed latest payment date is marked in the remarks column of the customs declaration form, the subsequent review duration for deemed foreign exchange receipt filing will be greatly shortened, avoiding automatic interception and pushback by the system. If there is any omission in the field filling of the customs declaration form before, you can directly apply to the customs at the declaration location for secondary declaration to correct the field information, which will not affect the normal progress of the subsequent tax refund process.

You can re-organize the linkage rules between subsequent logistics and cargo rights for deferred payment orders. Before the full remaining balance is received, do not release the full cargo rights of the bill of lading to the client, to avoid the situation that the client refuses to pay the subsequent balance.

You can apply to the currently cooperating shipping company for an additional remark on the bill of lading of the corresponding batch that telex release is allowed only after the balance payment is received, and apply for an extension of 30 days of free storage period at the destination port, to reserve sufficient buffer time for subsequent payment verification processes. Even in extreme cases, you will not bear additional container detention fee and return cost, and fully secure the cargo rights without generating extra logistics losses.

For overdue receipt orders, you can match the optimization path of cross-border RMB settlement. When the client pays the subsequent balance, the funds go through the CIPS cross-border RMB channel directly, no additional Euro conversion is needed, which can not only avoid the loss caused by EUR-RMB exchange rate fluctuation within the subsequent 6 months, but also enjoy the policy dividend of an additional 1% tax refund rate under the cross-border RMB settlement scheme newly launched in 2026.

If the annual transaction volume of the order exceeds RMB 5 million, you can also apply for VAT deferral, to suspend the payment of value-added tax directly at the import procurement stage, further reducing the overall capital occupation cost.

Keep complete original records of all payment and receipt messages, and submit the deferred payment agreement to the opening bank for deferred receipt filing and registration at the same time, to avoid early warning of mismatched transaction background in subsequent SWIFT messages. If there are scattered small-value foreign exchange statements that cannot be matched to corresponding orders, you can complete compliant verification via the foreign exchange settlement and account balancing operation of the offshore account, and do not exchange foreign exchange to make up the statements through unofficial underground banks, which will easily trigger abnormal warning of the State Administration of Foreign Exchange's goods trade foreign exchange monitoring system, leading to suspension of the company's subsequent full payment and receipt business.

You can add clear clauses related to deferred payment in subsequent trade contracts with overseas clients, stipulating that if the client's overdue payment exceeds 90 days, 3% annualized capital occupation cost shall be paid accordingly, to protect your legitimate rights and interests.

For aid-type orders, sign a formal aid agreement separately with the cooperating non-profit organization, clearly stipulating that the batch of goods is free donation with no foreign exchange payment. In case of subsequent verification by the tax authority or State Administration of Foreign Exchange, the agreement can be directly used as compliance basis, and you do not need to bear any breach of contract liability, completely avoiding subsequent trade dispute risks.

If the competent tax authority subsequently proposes to verify the inspection records of the export goods of the corresponding batch, you can directly go to the on-site inspection window of the customs at the declaration location to apply for retrieval of the machine inspection records and seal verification report of the batch of goods.

All goods exported after 2023 have realized full-process electronic archiving, and the retrieval process can be completed within 1 working day at the fastest, no additional paper materials are required. As long as the declared product name, quantity and weight of the goods are completely consistent with the information on the customs declaration form, even if no manual unpacking inspection was conducted before, there will be no negative impact on the subsequent tax refund review.

Most outdoor home goods fall into the category of outdoor iron art and wooden furniture products. You shall sort out the MSDS non-hazardous identification report and UN compliant packaging certificate of the corresponding batch of goods in advance.

In case of subsequent letter inquiry verification, you can directly submit the documents to prove that the physical attributes of the goods are consistent with the declared information, and there is no false name declaration. The certification document for IPPC fumigation mark of wooden furniture shall also be archived separately to prove that the goods have completed compliant fumigation and quarantine before export, all packaging related compliance materials are complete, further supporting the authenticity of the export business.

Complete pre-declaration verification before processing export tax refund declaration, the system will automatically screen out abnormal orders that do not meet the foreign exchange receipt requirements. You can directly submit deemed foreign exchange receipt filing application for the marked abnormal orders, no need to withdraw all declaration materials.

In the document filing stage, ensure that the information of four types of materials including contract, bill of lading, logistics document, and foreign exchange receipt voucher are completely consistent, no inconsistency in date, cargo value, consignee information shall exist. As long as all filing documents are complete, even if cross-regional letter inquiry occurs subsequently, all verification can be completed within 3 working days, and no tax refund suspension for over 30 days will be caused.

You can re-optimize the trade structure for subsequent export orders, split large orders into small-batch phased shipment modes, match corresponding phased settlement rules, and reduce the risk of large-value balance overdue in a single batch. Prioritize signing subsequent new orders under FOB trade term, transferring all international logistics segment costs and transportation risks to overseas clients, further reducing your own operating costs.

At the same time, build a dynamic cost precise calculation model, incorporating the tax refund arrival cycle, exchange rate fluctuation, and logistics cost into the calculation dimensions, the overall profit margin can be increased by at least 3%.
