I have just started to get involved in entrepot trade business recently. My company operates cross-border small home appliances, purchasing goods directly from Southeast Asia and selling them to Europe, without goods entering domestic warehouses throughout the process, which is a typical entrepot trade model.
I am very familiar with the accounting treatment for domestic trade, but I have no clear idea about the accounting entries for entrepot trade, especially those involving foreign exchange receipt and payment, related party resale pricing, and the latest cross-border tax requirements in 2026. I am worried that incorrect entries will affect foreign exchange verification and export tax refund, and also fear non-compliance with customs supervision regulations.
I consulted peers before but received different opinions, some said the procurement and sales links should be distinguished, others said it can be directly recorded as transit business. I am very confused now, and want to clearly understand how to conduct standard accounting for entrepot trade, and confirm whether there are clear entry templates and compliance details that need to be noted.

The pre-procedure documents for entrepot trade accounting shall be reviewed with priority: proforma invoice in the procurement link, endorsed bill of lading (transfer of goods ownership from Southeast Asian supplier to European customer),foreign exchange payment voucher, proforma invoice and copy of bill of lading (no inbound customs declaration form required) in the sales link. It is necessary to ensure that the time point of goods ownership transfer specified in the documents is consistent with the bookkeeping time of entries,to avoid abnormal suspended accounts caused by time difference.
In terms of core node connection, entrepot trade entries need to distinguish two core links: the procurement side entry is "Debit: Entrepot Trade Purchases,Credit: Bank Deposits/Accounts Payable (Southeast Asia)",and the sales side entry is "Debit: Bank Deposits/Accounts Receivable (Europe),Credit: Entrepot Trade Revenue". Meanwhile, the differential profit of entrepot trade shall be accrued, corresponding to the difference between "Main Business Cost - Entrepot Trade" and "Entrepot Trade Revenue, which shall match the exchange difference adjustment of foreign exchange receipt and payment.
For exception response,if there is missing document (such as incomplete bill of lading endorsement),the goods ownership certificate shall be supplemented first before bookkeeping,to avoid tax investigation risk caused by unsupported entries. If the exchange difference fluctuates sharply,a separate account "Exchange Gain or Loss - Entrepot Trade" shall be set for accounting to ensure data accuracy.
The final compliance implementation shall meet the 2026 cross-border supervision requirements,**ensure that the "four flows" of entrepot trade (contract flow, goods flow, capital flow and invoice flow) are completely matched**. No domestic customs declaration form is required, and wrong entries for general trade shall be avoided. Meanwhile, the document filing period for entrepot trade shall be extended to 10 years after the end of the business,in line with the latest regulations on import and export document management.

There is no inbound customs declaration form in the customs declaration link of entrepot trade. In accounting treatment, misuse of the "import duty" and "value-added tax" accounts applicable for general trade shall be avoided. Only the endorsed bill of lading and proforma invoice need to be kept as accounting basis, no domestic customs declaration form is required for retention and reference.
If customs raises price verification doubts on the related party transaction pricing of entrepot trade, documents such as related party pricing agreement and third-party market fair value report shall be prepared in advance to ensure the pricing logic of customs declaration data is consistent with that of accounting treatment, so as to avoid customs clearance delay or customs declaration deletion and re-submission caused by inconsistent tax and price, which will affect the capital return cycle of entrepot business.

The transfer of goods ownership in entrepot trade is completed through bill of lading endorsement. The accounting treatment for procurement and sales shall be confirmed respectively corresponding to the endorsement nodes of the bill of lading, that is, the time when the Southeast Asian supplier endorses the bill of lading to the company, and then the company endorses it to the European customer.
In case of logistics exceptions such as container roll-off and port change, the port change notice issued by the shipping company and the new copy of bill of lading shall be kept as the basis for accounting adjustment, so as to avoid mismatch between entries and the time of goods ownership transfer caused by logistics changes, which will lead to subsequent disputes over foreign exchange receipt and payment.

In the new 2026 cross-border tax regulations, entrepot trade is classified as offshore service transaction that is exempt from domestic value-added tax. In accounting treatment, the tax attributes of domestic and overseas transactions shall be clearly distinguished to avoid incorrect accrual of value-added tax.
For related party resale pricing, the requirements of BEPS rules shall be met to ensure that the profit level of entrepot trade is consistent with the fair value of third-party transactions, so as to avoid anti-tax avoidance investigation by tax authorities. Meanwhile, the pricing basis shall be filed and kept as supporting document for accounting treatment.

The foreign exchange receipt and payment of entrepot trade shall be completed through offshore accounts or domestic verified accounts. In accounting treatment, the inflow and outflow of foreign exchange shall be recorded respectively corresponding to the receipt and payment time of SWIFT messages, to avoid abnormal foreign exchange settlement and account reconciliation caused by stranded funds.
If cross-border RMB payment is involved, the operation specifications of the CIPS system shall be complied with, to ensure that the message information of foreign exchange receipt and payment is consistent with the amount and time of accounting entries, so as to avoid verification risks from the State Administration of Foreign Exchange caused by incorrect messages.

Entrepot trade is not within the scope of domestic export tax refund, so wrong entries for export tax refund shall be avoided in accounting. The document filing requirements for entrepot trade shall be clarified, including endorsed bill of lading, proforma invoice, foreign exchange receipt and payment vouchers, etc., and the retention period shall be extended to 10 years after the end of the business.
For accounting treatment involving cross-border related party transactions, supporting documents for the consistency of four flows shall be prepared, to avoid the situation that supporting documents cannot be provided during tax verification, which affects subsequent business development.
