I am the principal of an enterprise focusing on chemical entrepot trade in the Yangtze River Delta region. Recently, a batch of industrial additives we purchased from Southeast Asia will enter the Chinese mainland for simple repackaging after transiting through Malaysia, and then be shipped to Europe. We have no prior experience in handling such entrepot business with short-cycle domestic warehousing and processing, so we do not know how to confirm the import identity of the goods.
We worry that improper operation will lead to customs detention of goods, suspended foreign exchange receipt and payment accounts, and even affect subsequent export tax refund declaration. We would like to learn about the standard process for import confirmation of entrepot trade, core documents to prepare, and compliance risks to avoid.

Import confirmation of entrepot trade must first complete cross-verification of pre-submitted documents. A full set of documents including original bill of lading, certificate of origin, certificate of non-processing at the transit port, trade contract and commercial invoice issued by the transit country shall be collected in advance, focusing on verifying the consistency of three core information: goods description,HS code, gross weight and net weight. If short-cycle domestic processing is involved, the processing scheme shall be submitted to the local competent customs for filing in advance,to clarify the goods ownership logic before and after processing.
Core operation nodes must strictly comply with regulatory requirements. Complete the pre-declaration of manifest 72 hours before the goods arrive at the port, mark the regulatory attribute of "transit processing under entrepot trade",proactively present the continuous goods ownership transfer vouchers to the customs during customs clearance to avoid being identified as general trade import and incurring extra tax costs.
Pre-plans for abnormal scenarios shall be formulated in advance. In case of customs valuation query, submit the foreign exchange payment vouchers for the full trade chain and transit port warehousing receipts within 3 working days to prove the authenticity of the transaction. After completing import confirmation, synchronously upload all documents to the cross-border trade regulatory platform for future reference.
The final compliant implementation shall meet the three-flow-in-one requirement. The goods flow track, capital receipt and payment path, and document issuance time shall form a complete closed loop, with no timeline conflict or path break allowed,so as to guarantee no compliance obstacles in subsequent links including entrepot outbound and foreign exchange verification and cancellation.

During the customs valuation stage of import confirmation for entrepot trade, complete transaction chain pricing vouchers shall be sorted out in advance, to avoid triggering valuation alert due to the declared price deviating from the average price of same-category goods in the same period. If the goods involve processing in the transit country, the value-added ratio of processing shall be clarified.
According to the latest 2026 customs regulatory rules, for entrepot goods with transit processing value-added ratio exceeding 30%, the certificate of origin shall be re-issued by the transit country, otherwise the corresponding tariff preferential policies cannot be enjoyed. If inconsistency occurs between declared information and manifest information, submit manifest modification application immediately. No unauthorized deletion and re-declaration of documents is allowed, to avoid being included in the customs dishonest enterprise list and affecting subsequent customs clearance efficiency.

The verification of goods ownership at the import confirmation stage of entrepot trade shall take the endorsement information of ocean bill of lading as the core basis. The continuity of bill of lading endorsement must be guaranteed throughout the process. Blank endorsement or inconsistency between the endorsed subject and the trade contract subject is not allowed. Complete container dynamic query records, warehousing inbound and outbound documents for the transit port segment shall be kept.
If container swapping operation is involved, keep photos, videos of the full container swapping process and the new seal number, to avoid being unable to prove that the goods have not been swapped during subsequent customs inspection. You can apply for 48-hour free storage period in advance before the goods arrive at the port, to reserve sufficient time for document verification and avoid extra container detention fee and port demurrage cost.

In the import confirmation link of entrepot trade, tax compliance shall focus on the confirmation of value-added tax (VAT) payment obligation at the goods ownership transfer node. If the goods only go through simple operations such as warehousing and repackaging after entering the territory without substantive change, no import link VAT is required, and the VAT deferral policy can be applied.
It shall be noted that according to the latest 2026 BEPS Action Guidelines, the pricing of entrepot trade must comply with the arm's length principle. The floating ratio of related party transaction pricing shall not exceed 15% of the average profit of same-category goods, otherwise the tax authority will launch special tax adjustment, leading to the risk of supplementary tax payment and late payment penalty.

During the foreign exchange receipt and payment link of entrepot trade import confirmation, you shall complete the business filing for entrepot trade on the Digital Foreign Exchange Management Platform of the State Administration of Foreign Exchange in advance, and mark the path and time nodes of capital receipt and payment. A full set of import confirmation documents shall be submitted as supporting materials simultaneously in the payment link, and the postscript of SWIFT message shall be clearly marked as "payment under entrepot trade", to avoid being identified as abnormal transaction by the bank and resulting in account freezing.
If you use CIPS cross-border RMB payment channel, make sure the payer and payee are completely consistent with the subjects specified in the trade contract. No third-party agency payment or collection is allowed, otherwise subsequent foreign exchange receipt and payment verification and cancellation will be affected.

At the import confirmation stage of entrepot trade, the goods ownership transfer clauses in the trade contract shall be reviewed in advance, and clarify the ownership of goods at three nodes: transit port, entry port and exit port, to avoid goods ownership disputes. If settlement by letter of credit (L/C) is adopted, check the soft clauses in the L/C in advance, and reject unreasonable clauses such as "acceptance can only be made after receiving extra notice from the importer".
You may require the issuing party to issue a bank guarantee as payment security. The coverage of force majeure clauses shall be clearly specified in the contract, and scenarios such as transit port congestion and customs inspection delay shall be included in the scope of exemption, to avoid breach of contract compensation liability.
