I engage in foreign trade of light industrial products in the Yangtze River Delta. In the past six months, I have completed three batches of entrepot trade: one batch of goods shipped from Vietnam to Qatar, with transshipment and bill of lading switching via Hong Kong.

We purchased domestic warehousing and customs clearance supporting services, and also temporarily leased a third-party transit warehouse, obtaining several VAT special invoices. When filing tax returns recently, the tax administrator reminded us that the input tax handling for our entrepot trade was non-compliant, requiring us to conduct self-inspection and adjustment within a time limit.

I am completely confused about which input taxes can be deducted and which must be transferred, worried that incorrect handling will leave a tax audit stain, and have to pay additional tax and fines. I would like to ask, under the latest 2026 rules, how should input tax for entrepot trade be handled, and what operations are required to meet compliance requirements?

Two common misunderstandings in the industry: First,it is believed that since goods in entrepot trade do not enter the domestic customs link, all input taxes cannot be deducted. Second,it is believed that as long as a special VAT invoice is obtained,it can be directly deducted in full. Both operations will trigger risks.

The chain negative impacts of incorrect operations are clearly predictable: If the deductible input tax is not deducted,it will directly increase the enterprise's tax cost and reduce the overall profit of entrepot trade,If non-compliant input tax is deducted, the tax authority will require transfer, not only paying additional tax,but also generating late payment interest of 0.05% per day. Meanwhile, the enterprise's tax credit rating will be deducted, and it will be included in the key tax monitoring list, leading to stricter inspection of all subsequent cross-border business, and in serious cases, affecting the enterprise's export refund filing qualification.

The core means of risk isolation is to classify input taxes according to business nature: Input taxes directly related to entrepot trade are eligible for deduction. For example, the input taxes of domestic warehousing, supporting services, and transit site rental mentioned in your case can be normally deducted as long as the income from entrepot trade falls within the scope of domestic VAT taxable revenue. Only when the entrepot trade is recognized as tax-exempt income, input taxes corresponding to the exempt income need to be transferred out.

For your current self-inspection needs, exclusive loss-saving tips: First, classify and organize all input tax documents in accordance with the four-flow consistency principle, adjust and declare according to the nature of corresponding income. Active self-inspection and adjustment will not trigger fines, only need to make up or refund the corresponding tax difference,Subsequently, establish a monthly input tax classification ledger to avoid mismatching of input taxes and income nature, and control risks from the source.

The core judgment standard for input tax handling in entrepot trade is whether the income from entrepot trade belongs to the scope of VAT taxable revenue. According to the latest 2026 VAT rules, as long as the transaction of entrepot trade occurs within the territory, and the enterprise as a domestic taxpayer obtains income from entrepot trade, it falls within the taxable scope, and the corresponding input tax can be normally deducted.

If the enterprise enjoys the tax exemption policy for entrepot trade, the corresponding input tax must be transferred out and cannot be deducted. It should be noted that whether goods enter the country does not affect the judgment of input tax deduction.

Many incorrect operations confuse the relationship between goods entering the country and tax obligation, leading to input tax mismatching. It is necessary to sort out the nature of income in advance according to the enterprise's own business model, and classify input taxes correspondingly to avoid additional costs caused by late adjustment.

Input tax handling for entrepot trade needs to match the compliance of customs declaration data. Many enterprises make incorrect customs declaration methods for entrepot trade, leading to input tax cannot be normally deducted. For entrepot trade transiting through domestic ports, it is necessary to declare entry and re-export according to regulations, and retain the corresponding transit customs declaration form.

The operating unit on the customs declaration form must be consistent with the invoice recipient of the input tax invoice, so that the business flow can be recognized by the tax authority. For offshore entrepot trade that does not pass through domestic ports, it is necessary to retain a complete set of documents such as transfer of title, transit bills of lading, and transaction contracts to prove the authenticity of the business, so that the input tax of domestic purchased services can be normally deducted. Inconsistency between declaration data and business documents will directly lead to input tax being required to be transferred out and cannot be deducted.

Input tax deduction for entrepot trade needs to match the compliance of payment and receipt of foreign exchange. Input tax deduction requires the consistency of four flows, among which the consistency of capital flow is the core review point.

The payment and receipt of foreign exchange for entrepot trade need to correspond to specific business batches. Each capital payment corresponding to input tax must match the purchased services, and cannot have mixed funds of multiple batches of business, nor can there be capital backflow.

If cross-border RMB settlement for entrepot trade payment is made via CIPS, the corresponding entrepot trade batch number must be clearly marked in the SWIFT message for the tax authority to verify the correspondence between capital flow and business. If the capital flow is non-compliant, even if the business is real, the corresponding input tax will be considered non-compliant and cannot be deducted.

Input tax handling for entrepot trade will affect the enterprise's export refund qualification. Many enterprises conduct both general trade export and entrepot trade at the same time.

If input taxes are not accounted for separately, it will lead to inquiries on export refund business. Input taxes for entrepot trade and general trade must be accounted for separately and recorded in corresponding accounts, and cannot be mixed.

If input taxes corresponding to entrepot trade are deducted non-compliant, when the tax authority sends inquiry letters, it will jointly inspect the enterprise's export refund business, leading to delayed export refund processing and affecting the enterprise's capital flow. In daily operations, it is necessary to file input taxes for entrepot trade monthly, and organize corresponding business documents including contracts, invoices, payment vouchers, bills of lading, and customs declaration forms, so that they can be provided in time when inspected, avoiding impact on other businesses.

Input tax handling for entrepot trade needs to clearly stipulate invoice terms in contracts, to avoid input tax cannot be deducted due to invoice issues. When signing transit service and warehousing service contracts with domestic suppliers, it is necessary to clearly stipulate the supplier's obligation to issue special VAT invoices, and the invoice content must be consistent with the actual transaction content, and cannot have inconsistencies in goods name, amount, etc. If input taxes cannot be deducted due to incorrect invoices issued by the supplier, corresponding compensation clauses should be stipulated in the contract to reduce the enterprise's loss.

Meanwhile, original documents of title transfer must be retained as proof of business authenticity to assist the tax authority in verifying the authenticity of input tax business.

Input tax handling for entrepot trade can be combined with supply chain structure optimization to reduce overall costs. For enterprises that conduct long-term entrepot trade, they can adjust the layout of transit links according to the rules of input tax deduction, and reasonably allocate service procurement in domestic transit links, making full use of the deductible input tax quota to reduce overall tax costs.

If the volume of entrepot trade is large, the transit service segment can be accounted for separately, clearly distinguishing input taxes of different businesses, avoiding risks caused by input tax mismatching. At the same time, transit plans that meet the enterprise's tax planning needs can be selected based on policy differences of different transit ports, balancing risks and costs, and improving the overall profit of entrepot trade.
