I am a practitioner engaged in entrepot trade of fresh produce in Southeast Asia, and I have just received an order from Vietnam to Malaysia transited via Shanghai Yangshan Port. I have been engaged in direct voyage trade before and have no experience in entrepot trade declaration. Last week, I heard from peers that wrong declaration of customs code will be recorded as violation by customs, and will also generate port detention fees of thousands of yuan per day.
This shipment has a tight delivery schedule, fresh produce is perishable, once stuck in customs, the whole batch of goods will be scrapped, leading to losses of hundreds of thousands of yuan. I checked the latest 2026 customs supervision code list, and there are different versions of entrepot trade codes, some say use 1210, some say use 1233, I can not figure out which one is correct, and I am not sure whether the code will change under different transit scenarios, so I specially come to ask for the accurate customs declaration code for entrepot trade, and how to choose it for different scenarios.

The most common misunderstanding in the industry is to confuse the customs declaration codes of entrepot trade, transit goods and bonded transit. Many practitioners directly apply code 1210 (goods entering and leaving bonded logistics centers) or 9900 (transit goods) for declaration, and do not distinguish actual transaction scenarios for convenience.
The chain reaction of such wrong declaration will gradually ferment. First,it will trigger risk control warning of the customs system and require on-site inspection,time-sensitive goods will directly miss the shipping schedule, resulting in high container detention fees and port detention fees, and fresh goods may even suffer total loss. Second, wrong declaration will be marked as illegal declaration, which affects the customs credit rating of the enterprise, the inspection proportion of subsequent import and export business will be increased, which will raise the overall customs clearance cost in the long run,and even lead to abnormal foreign exchange verification and cancellation.
Under the 2026 customs supervision system, the correct customs declaration code for general entrepot trade is 1233,the corresponding supervision mode is named "entrepot goods",which is uniformly used for declaration of entrepot trade transited via domestic ports and not entering the domestic consumer market.
For risk isolation measures in different scenarios,if entrepot goods need to be stored in bonded supervision areas,it is necessary to file entrepot trade contracts and ownership transfer certificates with customs in advance to confirm transaction attributes. For goods only stored without transaction, the corresponding bonded supervision code can be used, and for goods that have completed entrepot transactions,1233 is still required for declaration.
If you have already declared wrong code, the exclusive loss reduction tip is: directly initiate declaration deletion and re-declaration before customs release, provide complete entrepot trade materials to explain the actual scenario, and generally will not be recorded as violation. If the release has been completed, you should take the initiative to explain the situation to customs and apply for declaration modification,to avoid leaving compliance stains that affect subsequent business.

The core of confirming the customs declaration code for entrepot trade is to distinguish the actual supervision mode and cargo circulation path. Customs will make minor adjustments to the applicable scope of supervision codes every year. The standard supervision code for entrepot goods in 2026 is 1233, which only applies to entrepot trade where cargo ownership is transferred and transited via Chinese ports to a third country. If cargo ownership is not transferred and goods are only transited via Chinese ports, they belong to transit goods, the corresponding code is 9900, do not confuse them.
For the price review link, entrepot trade is generally priced according to the entrepot price difference. When declaring, you need to provide two trade contracts before and after transit at the same time to prove the process of ownership transfer and avoid price review disputes. In case of outstanding accounts or order push, you need to supplement bill of lading endorsement documents and foreign exchange receipt and payment vouchers to cooperate with customs verification, then you can complete the customs clearance process quickly.

The selection of entrepot trade declaration code will directly affect the subsequent promotion of logistics processes. Wrong use of code will lead to the failure of normal handling of customs transit procedures, affect transit ship arrangement, and even lead to cargo interception at the terminal. If goods are transferred directly in full containers, after declaring with the correct entrepot code, you can apply for handling customs transit procedures in advance, saving at least 2 days of terminal waiting time and avoiding missing the transit shipping schedule.
If goods need to be unpacked for transit, you need to confirm the supervision requirements corresponding to the declaration code with the terminal in advance, and reserve stacking space in advance to avoid cabin overload and container dumping in peak season. Declaring entrepot trade correctly with 1233 can also apply for special free storage period for entrepot goods, which is 3 to 5 days longer than that of ordinary goods, saving a lot of terminal costs.

Different customs declaration codes apply to different tax treatment rules. Declaring entrepot trade with 1233 meets the requirements of cross-border tax planning, and can enjoy VAT deferral policy, no need to pay value-added tax in advance at the import link, which will not occupy working capital. If you wrongly use bonded logistics code for declaration, you will not be able to enjoy the corresponding tax difference optimization policy, and may also trigger related transaction verification by tax authorities.
For the profit of entrepot trade, after declaring with the correct code, you can make compliant tax arrangements for offshore structures, avoid BEPS related risks, and can also provide clear and compliant evidence when you do not need to pay withholding income tax for non-resident enterprises. When declaring, pay attention to keeping the customs declaration code consistent with the trade mode filed with tax authorities, to avoid system comparison anomalies leading to verification.

Mismatch between customs declaration code and trade mode will directly affect the compliance of cross-border foreign exchange receipt and payment. Wrong use of code will lead to interception of bank foreign exchange receipt and payment, resulting in abnormal settlement and account balancing.
Declaring entrepot trade with 1233 meets the classification requirements of foreign exchange regulatory authorities for entrepot trade. When receiving and paying foreign exchange, it can directly correspond to the trade mode code, quickly complete SWIFT message matching, and will not trigger compliance warnings.
For entrepot trade settled in RMB, the CIPS system will also identify the 1233 trade code correspondingly, speed up settlement efficiency, no additional supplementary materials are required. If wrong use of other codes leads to abnormal foreign exchange receipt and payment, you need to re-submit trade attribute declaration to the foreign exchange administration, the process takes at least 7 working days, which will seriously affect capital turnover efficiency.

The trade nature corresponding to the declaration code on the customs declaration form will become the legal basis in subsequent trade disputes. If the code is declared wrongly, the legal effect of ownership transfer will not be recognized, leading to refusal of L/C payment.
When declaring entrepot trade, the code should be consistent with the trade terms on the L/C. If the L/C clearly marks it as entrepot trade, it must be declared with 1233, to avoid the issuing bank refusing to pay on the grounds of inconsistent documents.
For the issuance of guarantees for entrepot trade, the trade code on the customs declaration form is one of the core bases for banks to issue guarantees. Wrong code will lead to banks failing to issue eligible delivery guarantees, affecting cargo transit and extraction.

When entrepot trade is declared with wrong code, it will trigger system abnormal alarm during machine inspection, and will be directly judged as key inspection object, requiring container unpacking and inspection, which delays a lot of time. If you declare correctly with 1233, entrepot trade goods are generally judged as low risk, and will be arranged for machine inspection and quick release first. As long as the seal is intact without abnormality, there will be basically no unpacking inspection.
During on-site inspection, if you are asked about the nature of goods, you can directly provide the customs declaration form marked with correct code and entrepot trade contract, then you can complete the inspection process quickly without additional inspection and identification. If the code is wrong, even if the goods themselves have no problems, the inspection cycle will be extended, affecting the shipping schedule.

Entrepot trade goods are loaded and unloaded twice, so the packaging requirements are higher than those of direct voyage goods. Wrong declaration of customs code will lead to higher packaging compliance verification standards.
Once the packaging does not meet the requirements, you will be required to repack, resulting in additional costs. If it is dangerous goods entrepot trade, after declaring with 1233, the customs verification standard for packaging is implemented according to the requirements of transit goods.
As long as it meets the UN dangerous goods packaging specifications and provides valid MSDS report, it can pass the verification quickly. Wrong use of other codes will be verified according to the standards of imported dangerous goods, the requirements are stricter, and it is easy to be returned due to unqualified packaging details.

Entrepot trade does not belong to the scope of export tax refund, no need to make tax refund declaration. After declaring with 1233, the system will automatically mark this shipment not included in export tax refund verification, and will not trigger the warning of inconsistent four flows.
If you wrongly use export customs declaration code for declaration, it will trigger tax refund inquiry from tax authorities, requiring provision of foreign exchange receipt and cancellation materials, export filing documents, which occupies a lot of manpower and time, and even affects the progress of other normal tax refund business. If you have already declared with wrong code, you should process declaration modification in time, and explain the situation to tax authorities simultaneously, to avoid being judged as abnormal tax refund declaration and affecting the tax credit rating of the enterprise.

For enterprises engaged in entrepot trade for a long time, uniformly using the correct customs declaration code for declaration is helpful to sort out the proportion of entrepot trade in the supply chain, and facilitate overall cost actuarial calculation and structure optimization. Correct code declaration data will be included in customs entrepot trade statistics, enterprises can adjust the selection of transit ports according to customs clearance data, optimize supply chain paths, and reduce overall logistics costs.
For trade term conversion, entrepot trade generally applies FOB transit port terms. Correct code declaration can clearly match the supervision requirements of trade terms, avoid the problem of mismatch between trade terms and supervision classification, and help enterprises build a more efficient and stable entrepot trade supply chain system.
