I am a seller engaged in small and medium-batch export of household goods, shipping 3 to 6 lots of goods to European and American markets every month. I used to find freight forwarders and customs brokers separately to handle the process, but recently I find the process too cumbersome and want to find an export agency to provide end-to-end services.

However, I have asked three or four agencies and their quotations vary wildly: some charge 0.8% of the transaction value, some offer a flat rate of RMB 1500 per shipment, and they also state in advance that part of the miscellaneous fees will be charged separately. I am afraid that a bunch of hidden fees will emerge after signing the contract, such as documentation fees, document amendment fees, and inspection agency fees, which add up to more expensive than the basic service fee.

Now I cannot figure out which charging mode is more cost-effective, nor do I know the current normal charging range in the industry. Can you explain clearly how export agencies charge and how to avoid arbitrary charging traps?

Traditional export agency charging models are mainly divided into two categories: one is commission based on the percentage of export transaction value, with the 2026 market rate mostly ranging from 0.3% to 1.2%,the other is fixed service fee per shipment, with the price per lot ranging from RMB 700 to RMB 2200. Both models have obvious cost drawbacks: for high-value low-weight cargo, the total service fee of transaction value-based commission will be much higher than the actual service cost, while many agencies promoting low fixed quotations will split a large number of basic services to charge separately, resulting in higher total costs eventually.

The cost blind spot for most small and medium export sellers is that they only compare basic quotations and ignore the existence of hidden fees. Common hidden fees in the industry include document amendment fees, inspection agency fees, document production fees, document courier fees, etc. Some agencies also deliberately lower the foreign exchange settlement rate to earn exchange rate spreads, and this part of hidden cost may account for up to 0.5% of the cargo value, far exceeding the basic service fee itself.

Choose the appropriate charging model based on your own cargo value and shipment volume. For those with monthly shipment volume less than 10 lots and per-shipment cargo value exceeding RMB 500,000,choosing fixed per-shipment charging will result in lower total cost, for occasional shipments with per-shipment value lower than RMB 200,000,the proportional commission mode is more cost-effective.

Clarify all charging items before signing the entrustment contract. Require the agency to list all possible fees, and agree that fees exceeding the quotation scope can only be charged with prior consent,so as to isolate the risk of arbitrary charging from the source. At the same time, you can ask the agency to provide sample billing statements for the past three months to check whether the charging logic is transparent and clear.

For customs clearance related charges of export agencies, you need to check the additional charging agreement related to customs valuation. For some export goods that require supplementary materials and re-declaration due to customs valuation, some agencies will charge separately for this part of operation.

For ordinary goods, the probability of passing valuation is high, and no additional related fees are required. It needs to be clarified in the contract that only secondary declaration caused by operation errors shall be borne by the agency, and the charging standard for declaration cancellation and re-submission caused by insufficient declaration materials provided by the cargo owner shall also be agreed in advance, with a single fee mostly not exceeding RMB 500.

For goods involving valuation disputes, you need to confirm in advance whether additional dispute handling service fees are charged to avoid price increases in the middle of processing. Some agencies will split the inter-port operation fees of integrated customs clearance to charge separately at different ports, so you need to confirm whether they are included in the basic service fee.

For logistics related charges involved in export agency, you need to clarify the charging rules related to shipping space, port change and detention. Some agencies will split booking agency fees and bill of lading production fees to charge extra. If it is an all-inclusive model, such basic logistics service fees should be included in the total quotation. In case of rolling over or space congestion requiring rearrangement of shipping space, the rearrangement fee caused by the shipping line only needs to be reimbursed at actual cost, and the agency should not charge additional service fees.

If the port change or ship replacement is caused by the cargo owner, the operation fee also needs to be agreed in advance, with a single port change operation fee not exceeding RMB 800. Detention fees and demurrage fees are charged by shipping lines and ports, the agency only needs to provide payment notices for verification and should not charge intermediate fees. Some agencies earn price differences by raising the delivery order fee, so you need to check the publicly announced delivery order fee standard of the shipping line.

For export agency services involving VAT deferral and export tax rebate, the charging model needs to clarify whether tax-related services are included in the basic service fee. Some agencies will charge separately for VAT deferral declaration and tax structure adjustment.

For conventional goods export, VAT deferral declaration only needs to be completed in the basic customs clearance process, no additional fee is required. Only tax planning involving cross-border related party transactions requires separate service fees.

If cross-border tax compliance sorting is required, the fee is generally charged per project, ranging from thousands to tens of thousands of RMB, and the quotation needs to be confirmed in advance according to the business complexity. Note that non-compliant low-price tax services often have tax risks, which may lead to subsequent tax repayment and fines, and the total cost is much higher than the saved service fee.

For foreign exchange receipt and payment related charges involved in export agency, you need to clarify the charging rules for foreign exchange settlement spread. Some agencies add markup on the basis of the published central bank exchange rate to earn revenue, and this part of the spread is actually the hidden income of the agency. In 2026, the settlement cost of the RMB Cross-border Interbank Payment System (CIPS) is already very low, and the exchange rate markup of compliant agencies generally does not exceed 0.15%.

If the markup exceeds this standard, it belongs to unreasonable charging. Some agencies will split the handling fee for foreign exchange receipt and payment and SWIFT message processing fee to charge separately. Conventional foreign exchange settlement and sale handling fees are already included in the basic agency fee, no additional payment is required. Only special offshore account balancing and message adjustment will charge a small operation fee, which generally does not exceed RMB 300 per transaction.

For tax rebate related charges of export agencies, you need to clarify whether conventional tax rebate declaration and document filing services are included in the basic agency fee. Most formal agencies include tax rebate operations in the basic service fee and will not charge extra.

Only correspondence verification handling and abnormal tax rebate audit will charge additional operation fees, which generally range from RMB 500 to RMB 2000 per time, adjusted according to the complexity of abnormal handling. Note that some agencies will charge commission based on the percentage of the tax rebate amount in the name of tax rebate service fee, which is unreasonable.

Tax rebate itself is a policy benefit that enterprises deserve, and the agency only needs to complete the compliance declaration process, no proportional commission is required. When signing the contract, you need to clarify whether all tax rebate related operations are included in the basic quotation to avoid being deducted part of the tax rebate income later.

For export enterprises with long-term stable shipment, they can negotiate a package charging model with the export agency, and the annual all-inclusive fee is lower than the single charge cost. You can calculate the average single cost based on the total number of shipments and total cargo value in the past 12 months, and negotiate an annual fixed all-inclusive fee with the agency, and the part exceeding the agreed number of shipments will be charged extra per single shipment.

For enterprises with a stable monthly shipment volume of more than 5 lots, this model can reduce the total cost by about 10% to 15%. For export businesses with different trade terms, you need to confirm whether there is a difference in the export agency charges under FOB and CIF modes. Some agencies will charge additional service fees because the CIF mode requires arranging full logistics, but in fact, only the logistics cost needs to be included in the calculation, no additional agency service fee is required, and the rules need to be clarified in advance to avoid additional expenses.
