Do export goods have to pay full value-added tax (VAT) first before applying for export tax refund after customs clearance?

I am the person in charge of a small and medium-sized factory exporting household daily necessities, with an annual export volume of approximately 8 million RMB. Our senior accountant just resigned recently, and the newly recruited accountant has no clue about the latest 2026 tax refund rules.
We just placed an EU order for 12 containers which will be declared for shipment soon, but we’ve received completely different opinions from different channels: some say all export goods must pay the full 13% VAT first before proceeding with the tax refund process, while others say eligible goods can be directly exempted from tax without paying first. I’m worried that if I mess this up, either a large amount of working capital will be unnecessarily tied up, or tax risk control will be triggered and the tax refund channel will be locked. I want to fully understand whether export goods must really pay tax first before applying for a refund.

First,it should be made clear that under the 2026 current rules, there is no one-size-fits-all requirement of "pay tax first then apply for refund" for export goods. The connection logic between tax payment and refund varies completely depending on the qualifications of enterprises and categories of goods.
In the pre-document review stage, three core pieces of information must be confirmed: whether the enterprise is a general VAT taxpayer, whether the customs HS code corresponding to the export goods has a zero tax refund rate, and whether it belongs to the categories explicitly stipulated by the state that are not eligible for tax refund or exemption. For ordinary goods exported by general taxpayers with a non-zero tax refund rate, the input VAT special invoice obtained during the procurement process is the core deduction certificate. There is no need to pay additional output VAT to the customs or tax authority in advance. You can apply for tax refund after collecting all documents upon declaration, and there is no pre-payment link.
In terms of core node connection, the pay-first-then-refund mechanism applies only to two scenarios: one is goods exported by small-scale taxpayers that are treated as domestic sales, and the other is specially controlled categories with zero tax refund rate, which require paying VAT in accordance with regulations before proceeding with subsequent processes. If you incorrectly apply the pay-first process to ordinary refundable goods,it will unnecessarily tie up working capital for at least 3 months.
For abnormal response plans, once the system pops up a tax payment prompt, first retrieve the tax refund rate verification table corresponding to the goods and submit it to the tax administrator for verification. Do not click to pay directly,to avoid prolonging the subsequent tax refund appeal process. After completing all operations, file the documents with consistent four flows (goods flow, capital flow, invoice flow, contract flow) to achieve full-link compliance.

The levy-exemption nature field on the customs declaration form is the first core basis for judging the logic of tax payment and refund. In 2026, the customs clearance system has realized automatic linkage matching between levy-exemption nature and corresponding tax refund rates. When you pre-enter the customs declaration form, the system will automatically bring up the corresponding tax levy identification. As long as you do not select the declaration option that triggers treatment as domestic sales, there is no need to pay export duties or VAT during the declaration process.
If the system pops up a tax payment prompt during pre-entry, first check whether the HS code is misclassified. Many enterprises mistakenly classify ordinary household goods with a 13% tax refund rate into controlled categories with zero tax refund rate, which will trigger an automatic tax payment pop-up. Even if you delete the declaration and re-submit, it will take at least 7 working days, directly delaying the shipping schedule and incurring additional container detention fees. After completing the declaration, download the electronic information of the customs declaration form and synchronize it to the tax refund declaration system immediately to avoid declaration failure caused by information delay.

The probability of triggering verification before tax refund declaration has no direct connection with whether you pay tax in advance. On the contrary, if you declare and pay tax voluntarily in advance without corresponding input special invoices, it is easy to trigger the "abnormal tax payment and refund comparison" warning. For your 12-container order, first check all input invoices from upstream suppliers for tax refund on the VAT integrated service platform, and confirm that the invoice information is synchronized to the tax authority’s system before conducting pre-declaration verification. If the system shows no doubts, you can submit the official declaration after completing foreign exchange collection.
Ensure that the goods flow, capital flow, invoice flow, and contract flow are fully matched. There is no need to submit any additional tax payment certificates. The normal tax refund review cycle has been shortened to an average of 7 working days, and there will be no account suspension. If there are any outstanding undeclared data, clear the historical data first before declaring new batches to avoid batch doubts being rejected.

Eligible export enterprises can apply for the pilot qualification of export tax refund VAT deferral newly launched in 2026, which eliminates the need to advance the taxes corresponding to input items. You can directly conduct input deferred deduction from the procurement link, and the subsequent tax refund arrival cycle can be shortened by another 40%, greatly reducing working capital occupation.
The access threshold for this pilot qualification only requires that the enterprise has no major tax violations in the past 2 years and has a tax credit rating of Grade B or above. Production-type enterprises with an annual export volume of over 5 million RMB all meet the basic application conditions.
Note that the applicable categories of the deferral qualification do not include goods with zero tax refund rates. Before declaration, submit the list of all goods to be exported to the competent tax authority for filing and verification in advance. Do not apply the deferral policy beyond the scope to avoid unnecessary tax compliance risks.

The time node of export foreign exchange collection directly affects the completion of the tax refund process. In 2026, the foreign exchange monitoring system and tax refund system have realized automatic data sharing, and enterprises do not need to manually submit foreign exchange collection certificates. As long as you complete full foreign exchange collection for the corresponding order before the VAT declaration period in April of the year after customs declaration and export, the system will automatically match the foreign exchange collection data to complete verification.
If some orders are settled by post T/T and exceed the foreign exchange collection period in April of the next year, you can apply to the tax authority in advance for foreign exchange collection extension filing, without paying any additional taxes. Note that the payer of foreign exchange collection must be consistent with the name of the overseas purchaser in the foreign trade contract. Do not use a third-party account to pay the goods, otherwise it will directly trigger an abnormal foreign exchange collection warning and cause blockages in the tax refund process.

If export goods are selected for on-site inspection, as long as the actual attributes of the goods are completely consistent with the declared HS code and product name, the goods will be released normally after inspection, which will not affect the subsequent tax refund process at all, nor will it require paying any additional taxes. Cooperate with customs officers to provide corresponding product manuals and test reports during on-site inspection.
Do not conceal the actual composition of the goods to avoid being judged as incorrect classification due to classification disputes, which will directly trigger the requirement of treatment as domestic sales and require paying the corresponding VAT in accordance with regulations. If it is found during inspection that the levy-exemption identifier brought up by the system is incorrect, you can submit tax refund rate supporting materials to the on-duty customs officer on-site to apply for manual correction. There is no need to go through the regular process of deleting and re-submitting the declaration, and the identifier adjustment can be completed and the goods released normally as soon as the same day.

Adjusting trade terms can further optimize the capital flow arrangement for tax payment and refund. If your current 12-container EU order is under FOB terms, you can negotiate the invoicing time with suppliers in advance, obtain the input special invoice 10 days before customs declaration for tax refund check, and submit the tax refund application in the second declaration period after customs declaration.
You can receive the tax refund as soon as 3 days. If it is under CIF terms, note that international logistics fees, insurance premiums and other miscellaneous fees should be invoiced separately from the goods value. The miscellaneous fees part does not need to be included in the VAT tax base to avoid paying unnecessary taxes.
You can declare goods with different tax refund rates separately to avoid goods with high tax refund rates being misclassified into categories with low tax refund rates, resulting in unnecessary tax difference losses. The overall working capital occupation efficiency can be improved by more than 30%.
