We are a small and medium-sized factory newly engaged in cross-border B2B business, which previously only received domestic orders. This year we developed two stable clients in Southeast Asia, and for the first time we need to send a full container of 1200 pieces of hardware products.

We are completely unfamiliar with the entire export process. We have heard from peers that using irregular agents caused problems: goods were detained at the port for half a month, costing tens of thousands of dollars in demurrage and detention fees, and almost lost clients.

Now we want to find a regular export shipment agency to handle exports, but we don’t know exactly how the whole process works, what we need to prepare in advance, and whether there are any hidden pitfalls. We want to clarify the specific operation logic and precautions.

First,**preliminary document information review** will be completed. After receiving the cargo details, sales contract, and basic qualification documents,we will check one by one whether the product code classification is accurate, whether the brand authorization is complete, and whether the shipper’s qualification is within the customs validity period. We will eliminate preliminary issues such as incorrect classification and expired qualifications to avoid rectification after shipment.

Second,we will sort out the connection of core nodes: after confirming the container space, the advance customs declaration will be submitted 72 hours in advance. We will verify that the data on the customs declaration form fully matches the manifest information. Upon the container entering the port, customs clearance release will be completed at the earliest time. We will also coordinate with the logistics side to track the container’s entry into the port and loading status. Documents such as the customs release order and bill of lading will be sorted and provided to both the sender and receiver simultaneously. Each node will have a dedicated person responsible for updating the status,to avoid disconnection or missed items.

We will prepare plans for possible abnormalities in advance: in case of customs inspection,we will arrange a dedicated person to cooperate on site, and organize a full set of documents for customs inspection in advance to shorten the inspection waiting time. In case of carrier container rejection,we will immediately coordinate nearby container space to adjust the shipment plan to avoid delay in the sailing schedule.

Finally,we will complete compliance implementation: after the goods are shipped,we will organize the full set of filing documents required for export tax rebate at the same time, assist in completing exchange settlement verification and tax rebate declaration. All processes will be traceable, fully compliant with the latest customs and tax compliance requirements in 2026,leaving no compliance risks.

Incorrect product code classification is the most common issue in export customs declaration. Many shippers will choose low-tax-rate codes to save costs when declaring on their own, or accidentally make classification errors without noticing. In 2026, the intelligent customs image inspection system has a classification difference recognition rate of over 98%. Once an abnormal classification is detected, goods will be detained for inspection directly.

The minor consequence is re-submission of the declaration delaying the sailing schedule, and the severe consequence is being identified as false declaration affecting the enterprise’s credit. During operation, we will re-verify the product code based on the composition, purpose, and function of the goods in advance, check and adjust according to the latest customs code notes, and submit the declaration only after confirming correct classification. Meanwhile, we will retain the classification instruction document for future reference to avoid classification disputes affecting customs clearance.

Before full container export shipment, we need to confirm the carrier’s container release plan in advance. During peak seasons with overbooked containers, many small and medium-sized cargo owners are easily rejected. Export shipment agencies with long-term cooperation will maintain long-term contract container spaces with multiple carriers, locking container spaces in advance.

Even in case of temporary rejection, we can prioritize adjusting to recent container spaces on the same route. Meanwhile, we will confirm the free storage period and detention fee standards in advance, strive for longer free container time than the market to reduce possible additional logistics costs.

If transshipment to another port is needed, we can quickly coordinate with the carrier to modify the bill of lading, avoiding high unreasonable transshipment fees. We will also confirm the consignee of the bill of lading according to trade terms to ensure clear cargo ownership.

For goods exported to mature regions such as the EU and Southeast Asia, we can reasonably use the VAT deferral policy to reduce capital occupation costs. Based on the latest tax policies of the destination country, we will confirm whether the goods meet the access conditions for VAT deferral, sort out the required supporting documents, and complete the compliant application.

This avoids pre-payment of VAT during customs clearance, easing the enterprise’s cash flow pressure. For goods exported in cross-border related-party transactions, we will also sort out the pricing logic in advance to comply with the latest BEPS requirements, avoiding tax adjustment risks. Meanwhile, for collections from non-resident clients, we will sort out the withholding tax relief policies to save unnecessary tax expenditures.

In 2026, the coverage of the Cross-Border Interbank Payment System (CIPS) will be further expanded. Export collections can be settled directly in RMB, avoiding exchange rate fluctuation risks. We will assist in completing compliant foreign exchange receipt and payment operations, selecting either SWIFT or CIPS channels as needed, matching the corresponding foreign exchange declaration requirements to ensure the foreign exchange receipt and payment process complies with the latest regulatory requirements of the State Administration of Foreign Exchange (SAFE), avoiding issues like foreign exchange settlement pending in accounts.

For collections from offshore accounts, we will also sort out compliance requirements and complete the corresponding declaration process to avoid account being frozen due to risk control. Meanwhile, we can select an appropriate foreign exchange settlement time based on exchange rate trends to optimize settlement proceeds.

Export tax rebate needs to meet the verification requirements of consistency in four streams. After the goods are shipped, we need to organize the full set of filing documents in advance, including sales contracts, packing lists, customs declarations, bills of lading, and exchange receipt vouchers. We will check the data consistency of all documents in advance to ensure that the invoice amount, customs declaration amount, and exchange receipt amount are fully matched, avoiding tax inquiry caused by data discrepancies.

In case of tax inquiry, we will assist in organizing the corresponding response materials, follow up the inquiry process, accelerate the response progress, complete the tax rebate as soon as possible, avoiding issues like long-pending tax rebates. Meanwhile, we will complete the pre-declaration verification in advance to exclude declaration errors.

After the customs issues the inspection notice, we need to interpret the inspection requirements immediately, clarifying whether it is machine inspection or manual container stuffing inspection. We will arrange a dedicated person to arrive at the inspection site in advance, verify the authenticity of the container seal, confirm that the seal number is consistent with the customs declaration information, avoiding the risk of cargo substitution.

If container stuffing inspection is needed, we will coordinate the stuffing team in advance to organize the goods according to customs requirements, facilitating customs inspection and shortening inspection time. In case of requirements for laboratory testing, we will follow up the testing process, obtain the test report in a timely manner, and follow up the final inspection results. We will coordinate immediately in case of abnormalities to avoid additional costs caused by goods being detained at the port for a long time.

Before export shipment, we need to check the letter of credit (LC) terms and exclude soft clause risks. For example, clauses requiring the shipper to provide inspection certificates issued by the client’s designated institutions, or clauses stipulating payment only after the issuing bank receives the client’s notice, will be reminded of risks in advance, and we will assist in modifying the terms.

Meanwhile, we will sort out the cargo ownership transfer nodes according to trade terms, confirm the ownership attributes of the bill of lading, and for scenarios requiring letters of guarantee (LG), we will also sort out the rights and obligations of the LG terms to avoid disputes caused by unclear rights and obligations. Meanwhile, for goods with brands exported, we will also check the intellectual property (IP) customs filing information to confirm authorization compliance, avoiding goods being detained.
