I am a manufacturing and trading enterprise engaged in outdoor furniture exports. In 2026, we newly expanded batch B2B orders in the EU region. This month, we have 12 EUR customs declaration forms with different shipment dates to declare for tax rebates.

Previously, the finance department simply used the exchange rate at the beginning of the month for accounting and declaration, but last week, during the pre-declaration in the Electronic Tax Service, 3 exchange rate comparison abnormal warnings popped up directly. Now the whole company is in a panic, fearing that incorrect exchange rate selection will trigger tax inspection inquiries, and even the over one million RMB tax rebate that should have been received will be delayed or cause problems.

After reviewing several scattered policy documents, we still couldn't clarify the unified standards. We just want to clearly know how the exchange rate for export tax rebates is determined and if there are clear, implementable hard rules that can be followed to avoid all mistakes.

You first need to verify the export dates of all export customs declarations to be declared. Prioritize extracting the officially marked export dates from the electronic customs declaration data exported from the Single Window. Do not use the bill of lading date or shipment date as a reference on your own. Many enterprises easily make mistakes at this step, leading to discrepancies in multi-system data matching later.

Under the current rules implemented in 2026,The exchange rate applicable for export tax rebates can be the midpoint rate of RMB exchange rate on the 1st day of the month of the export date or on the export date itself. After an enterprise selects one accounting method,it cannot be arbitrarily changed within a natural tax year, and different nodes' exchange rates cannot be mixed and selected across different months. The declaration system will automatically compare the converted RMB amount you filled in with the standard value of the foreign currency amount transmitted by the customs multiplied by the exchange rate of the same period. If the deviation exceeds 0.1%,a warning will be triggered.

If you have already received pre-declaration exchange rate abnormal warnings, you can first calculate the RMB value by multiplying the foreign currency amount of the corresponding customs declaration by the exchange rate you selected, and compare the difference with the standard reference value pre-filled by the system. If the deviation is within a reasonable range, you can submit a formal declaration with an explanation. If the deviation is too large, simply adjust the exchange rate conversion value of the corresponding account, and no additional special materials need to be submitted.

For these 12 EUR customs declarations,if you previously selected the exchange rate on the 1st day of the month, unify the conversion according to this rule for all and do not mix with the on-the-day exchange rate. Keep the official public page screenshots of the exchange rate for each declaration period. When filing documents, bind them together with the corresponding customs declarations and collection certificates. In case of inspection inquiries later, you can directly submit the evidence, and there will be no non-compliance issues at all.

The customs valuation process will verify the total declared value of goods on the export customs declaration. If the total RMB value you filled in deviates significantly from the total foreign currency value multiplied by the exchange rate of the same period, it will directly trigger a valuation inquiry. In 2026, the national port-wide customs integration system has opened up the shared exchange rate database between customs and tax authorities.

If the deviation between the declared RMB value of the customs declaration and the tax rebate declaration exceeds a reasonable range, it will directly trigger a cross-departmental joint warning, and multiple supporting materials will be required to resolve the abnormality later. When declaring customs declarations subsequently, uniformly use the same exchange rate conversion value as the tax rebate calculation for the total value. Align the data on both sides completely; no additional adjustment of exchange rate differences is needed to avoid data logic conflicts from the source.

The selection rule of export tax rebate exchange rates is directly related to the calculation of the refundable VAT amount of an enterprise. If the exchange rate you selected deviates significantly from the reference value transmitted by the customs, it will directly cause a discrepancy between the bookkeeping export revenue and the revenue calculated by the tax system, requiring tax adjustment during final settlement.

Foreign trade enterprises should note that the amount on the VAT special invoice for purchased goods is issued in RMB. As long as the exchange rate selection for converting export revenue is kept consistent throughout the year, it will not affect the verification of input tax deduction.

In the case of related-party transaction pricing, minor price differences caused by exchange rate fluctuations do not require special transfer pricing adjustments. Maintaining consistent accounting standards complies with BEPS (Base Erosion and Profit Shifting) related compliance requirements.

When conducting cross-border collection and foreign exchange settlement operations, minor deviations between the bank's settlement exchange rate and the midpoint rate selected for tax rebate calculation are normal. As long as the collected amount differs from the foreign currency amount of the customs declaration by within a reasonable range of 5%, it will not affect subsequent collection verification. In 2026, the cross-border payment data of the Cross-border Interbank Payment System (CIPS) has been partially integrated with the tax rebate system of the tax authority.

Keep the bank receipt for each collection. The foreign currency receipt amount on the receipt matches the customs declaration amount. Even if the settlement exchange rate differs from the tax rebate calculation exchange rate, there will be no compliance conflicts, and there is no need to forcibly adjust the settlement time to match the tax rebate exchange rate.

In the consistency verification of the four streams (goods flow, fund flow, information flow, and document flow), the exchange rate conversion standard for export revenue is one of the key verification items. If the document filing materials submitted contain the use of two different exchange rate conversion standards for different customs declarations within the same tax year, it will be directly determined as non-compliant accounting standards and trigger an inspection inquiry process.

For the 3 pre-declaration warnings you have already received, you can first export the reference exchange rate values provided by the system, adjust all export revenue details in the corresponding accounts to be completely consistent with the selected standard, re-submit the pre-declaration for verification, and then proceed to the formal declaration process. No cross-month reversal is required, and the warning status will be lifted within 3 working days after the operation is completed.

You can incorporate the selection rule of export tax rebate exchange rates into the overall foreign trade cost actuarial model. Select the accounting standard for the entire year directly at the beginning of the year.

Use the same set of exchange rate rules for all subsequent order quotations, customs declarations, accounting, and tax rebate declarations without separate adjustments for individual orders. Selecting the exchange rate on the 1st day of the month has lower operational complexity and higher financial accounting efficiency.

Selecting the exchange rate on the export date results in smaller differences between the bookkeeping export revenue and actual settlement. You can select the appropriate standard according to the configuration of your enterprise's financial personnel and use it throughout the year after confirming it at the beginning of each year.

If the export contract signed with the overseas buyer stipulates a foreign currency settlement pricing rule, the profit or loss caused by exchange rate fluctuations is a normal commercial fluctuation and does not require additional clauses binding the tax rebate calculation exchange rate in the contract.

As long as the foreign currency settlement amount specified in the contract completely matches the amount on the customs declaration and collection certificate, there will be no compliance risks at the contract level. In the event of cross-year return shipments in the future, the exchange rate selected during the return declaration should be consistent with the exchange rate used for tax rebate calculation in the current year, and no additional legal disputes or tax compliance issues will arise.

The customs on-site inspection will only verify whether the actual product name, quantity, and specifications of the goods are consistent with the declared content in the customs declaration, and will not directly verify the exchange rate conversion content. As long as the declared value on the customs declaration is the real value obtained through compliant exchange rate conversion, even if it is completely aligned with the RMB value in the tax rebate declaration, no additional valuation inquiries will be triggered.

If the customs raises a value objection during the inspection, you can directly submit the corresponding export contract, exchange rate conversion explanation, and collection receipt to complete the verification. No additional complex supporting materials are required, and the entire disposal process can be closed within 3 hours.
