We are a small and medium-sized foreign trade enterprise that has just started cross-border export business, with about 8 to 12 export orders of different categories every month. We used to handle tax refunds on our own, but we made two mistakes recently, which delayed the arrival of tax refunds, so we want to find a professional agency to handle this.

What puzzles us most now is the charging issue. We have inquired several agencies before, and their quotations vary greatly. Some charge by the proportion of the tax refund amount, some charge per order, and some charge a basic service fee plus additional fees.

We are worried about hidden consumption, and we do not know which billing method is more cost-effective. We want to figure out how export tax refund agencies charge in 2026, how much the fee difference is for different business scales, and what charging pitfalls we should avoid.

There are two common charging modes for traditional export tax refund agencies, both with obvious drawbacks: one is fixed charging per order. For enterprises with small and medium batches and multiple orders, the monthly service fee will be much higher than that of billing by the proportion of tax refund amount, which pushes up the cost extra. The other is to attract customers with low basic fees, and then add hidden charges in the links of tax inquiry correspondence and document sorting, resulting in the final total cost far exceeding the budget.

The optimized mainstream charging mode in 2026 is tiered proportional billing based on tax refund amount, with no additional hidden charges. The higher the tax refund amount, the lower the tiered charging ratio, which is suitable for export enterprises of different scales.

This mode has a very low access threshold, which is applicable to both small and medium-sized sellers with only a few orders per month and enterprises with an annual export volume of tens of millions. It will conduct dynamic return ratio calculation based on the enterprise's average monthly tax refund amount, order volume, and document completeness: if the documents are complete and orders are stable, the charging ratio is generally between 0.5% and 1.2%,which is far lower than the industry average range of 1% to 2%.

If the order volume is small but the single tax refund amount is high, the fixed annual fee mode can also be selected. All charging items will be publicized in advance, and all service contents will be clarified when signing the agreement, which isolates the risk of hidden charges from the source, helps enterprises lock in service costs in advance, and does not occupy the enterprise's cash flow additionally.

The difference in export tax refund agency fees is mostly related to the pre-processing requirements of the customs declaration link. If the enterprise's own customs declaration data and commodity code classification often make mistakes, and the agency needs to modify the form, delete the form and re-declare, some agencies will charge additional form modification service fees, which are generally not included in the initial quotation.

If the enterprise can complete the classification review in advance and ensure that the customs declaration information is consistent with the actual exported goods, this part of additional expenditure can be avoided. Some agencies with low charges do not include the cost of customs declaration error correction by default, and will increase the price once problems occur. Therefore, when signing the agreement, it is necessary to clarify whether the pre-audit service of customs declaration documents is included, and clearly mark all possible additional fees in advance to avoid subsequent disputes.

Export tax refund agency fees are linked to the operational complexity of export logistics. For LCL cargo, multi-container combined orders or goods that need port change and transshipment, the tax refund agency needs to adjust the corresponding data matching, and some agencies will charge additional data sorting fees. For standard orders with full container direct shipping, there is generally no additional charge.

If the enterprise has frequent port change requirements, it is best to inform the agency in advance and confirm whether the adjustment of tax refund data after port change is included in the basic charge, so as to avoid additional expenditure. At the same time, if the agency needs to reissue logistics documents for many times during handover, some agencies will also charge document service fees, and confirmation in advance can avoid charging disputes.

The cost of export tax refund agency can be optimized through tax planning. For some products with high tax refund rates, the overall tax burden can be adjusted through VAT deferral and other methods, and the corresponding agency fees can also be calculated based on the optimized tax refund amount, helping enterprises reduce service costs.

For large cross-border B2B export orders, the fees can be included in the enterprise's cost deduction through reasonable tax structure adjustment, further reducing actual expenditure. It should be noted that the deduction rules for agency fees vary in different regions' tax policies. It is necessary to confirm the local policy requirements in advance, sort out the fee deduction process clearly in advance, and minimize the comprehensive cost of the enterprise.

Export tax refund agency fees are bound with foreign exchange collection compliance requirements. If the enterprise needs the agency to assist in handling foreign exchange settlement, account balancing and verification of CIPS cross-border RMB receipt and payment, some agencies will additionally charge foreign exchange receipt and payment compliance service fees.

If the enterprise has completed compliant foreign exchange collection on its own and only needs the agency to make tax refund declaration, this part of the fee is not required. When quoting, it is necessary to clarify the service scope included in the fee, and whether it includes compliance work such as foreign exchange collection verification and data verification, so as to avoid charging additional compliance-related fees after attracting customers with low quotations.

All charging standards of export tax refund agencies need to be clearly written into the service agreement, including basic service fees, charging standards for additional services, refund rules and other contents, so as to avoid disputes caused by oral agreements. If the agency proposes additional fees that are not paid through the corporate account, it must be rejected.

This operation is non-compliant in itself, and there may be multiple price increases in the future. The agreement should clarify the responsibility that the agency needs to bear and the refund rules if the tax refund fails due to the agency's operational errors, so as to protect the rights and interests of the enterprise.

If the exported goods are inspected and the agency is required to assist in on-site inspection and issue relevant document explanations, some agencies will charge additional on-site assistance fees.

If the inspection is caused by the enterprise's wrong declaration information, this part of the fee is generally borne by the enterprise; if it is caused by the agency's wrong declaration, the fee is borne by the agency. Clarifying the charging rules for inspection assistance in the agreement in advance can avoid subsequent disputes and also estimate the possible additional costs in advance.

For exported dangerous goods or goods of special categories, the tax refund agency needs to additionally sort out documents such as MSDS and dangerous goods classification appraisal reports, and some agencies will charge special category document sorting service fees.

There is generally no such fee for exported goods of ordinary categories, and the quotation for special categories is generally about 0.2% to 0.5% higher than that of ordinary categories. Informing the goods category in advance can get an accurate quotation and avoid subsequent price increases.

Export tax refund agency fees generally include basic work such as document filing, pre-declaration verification and tax inquiry correspondence coordination, but some low-quotation agencies will list tax inquiry correspondence handling and document filing sorting as separate charging items, so it is necessary to ask clearly whether the fee covers the whole process of tax refund related work.

If the enterprise has previous tax refund pending accounts or abnormal tax inquiry correspondence, and needs the agency to assist in handling, some agencies will charge exception handling service fees, which are generally charged per time. Confirming the price in advance can avoid budget overrun.

The charging cost of export tax refund agency can be included in the cost accounting of the entire supply chain. For enterprises with stable annual export volume, they can negotiate an annual package fee with the agency.

The average per-order fee will be lower than that of tiered billing, and it can also lock in the annual service cost to avoid budget impact caused by price fluctuations. If the enterprise's order volume fluctuates greatly, tiered billing based on tax refund amount is more cost-effective.

The cost in peak and off seasons matches the business scale, and there will be no situation of paying high fixed fees in the off-season. Enterprises can choose the most suitable billing mode according to their annual export data to optimize the overall supply chain cost.
