As a financial staff of a foreign trade enterprise, the three export tax refunds I declared this month have all been rejected by the tax authority, for reasons that the logical verification of input documents failed, and one of the rejections was caused by unmatched information of foreign exchange collection receipt. The receivable tax refund recorded on the book has not been processed yet, which not only occupies the company's working capital, but also causes concerns about subsequent tax audits.
I have checked some scattered materials before, but none of them are systematic enough. I do not know how to adjust the accounts correctly, and I am worried that improper handling will bring more tax risks. I would like to ask what is the correct accounting treatment for unsuccessful export tax refund, and what key points need to be noted?

The core abnormal manifestations of failed tax refund include unreconciled "receivable export tax refund" book balance, rejected tax declaration or verification inquiry alert. You need to trace back reversely to lock the root cause first: first, verify the logical chain of documents such as input VAT special invoices, customs declaration forms and foreign exchange collection receipts, second, check the matching degree between declaration data and actual business,to confirm whether the rejection is caused by missing documents, inconsistent information or wrong data filling.
For the unreconciled recorded refundable tax, accounts shall be adjusted according to rules: the amount originally recorded in the "receivable export tax refund" account shall be transferred to corresponding accounts based on the abnormal cause. If the tax refund failure is caused by missing documents, the amount shall be transferred to the "Taxes Payable - VAT Payable (Input VAT Transfer Out)" account, and the corresponding cost shall be adjusted to the "Main Business Cost" account,if the reason is unmatched foreign exchange collection information, supplementary compliant foreign exchange collection certificates shall be provided first before subsequent adjustment,to ensure every accounting adjustment is supported by valid vouchers.
For the rejected declaration, you shall complete document correction or data revision and resubmit the pre-declaration within 15 working days. The system will automatically verify the revised content to avoid secondary rejection. In the long run,it is recommended to establish a pre-verification mechanism for export tax refund,to complete triple checks on document logic and foreign exchange collection matching before declaration, resolve abnormal problems in advance, and avoid subsequent compliance risks.
When adjusting accounts, you shall clearly mark the tax refund rejection cause, corrective measures and corresponding document numbers in the voucher remarks,to facilitate quick verification in subsequent tax audits and avoid additional tax risks caused by non-standard accounting adjustments.

The accounting treatment after unsuccessful export tax refund shall focus on sorting out the document chain in accordance with tax verification inquiry requirements. Check the consistency of export date, commodity HS code and quantity on the customs declaration form with the input invoice, and the matching degree of the amount and date on the foreign exchange collection receipt with the customs declaration form.
If there is any discrepancy, a discrepancy statement issued by the State Administration of Foreign Exchange shall be provided, to ensure the consistency of four flows: capital flow, goods flow, invoice flow and data flow. During accounting adjustment, the amount originally recorded in receivable export tax refund shall be transferred to input VAT transfer out or main business cost according to the requirements of the tax authority's rejection notice, and the document filing catalogue shall be updated simultaneously to avoid missing documents in subsequent audits.

The accounting treatment for unsuccessful export tax refund shall optimize cost accounting in combination with cross-border tax rules. If the tax refund difference is caused by foreign exchange collection rate fluctuation, the exchange rate difference shall be recorded in financial expenses, and the detailed account of payable VAT shall be adjusted simultaneously to ensure it is consistent with the exchange rate in the export tax refund declaration system.
For businesses involving VAT deferral policy, the ownership of domestic and overseas goods shall be distinguished to avoid mixed accounting leading to tax refund failure. A separate VAT deferral detailed account shall be set up in accounting treatment to accurately aggregate deferred tax amount and reduce compliance risks.

Unsuccessful export tax refund is often related to logical verification of customs declaration documents. It is required to check whether the declaration elements on the customs declaration form are accurate, and whether the commodity HS code is consistent with the actual goods.
If the tax refund is rejected due to customs declaration errors, procedures for deleting and re-submitting the declaration shall be completed, and the corrected customs declaration form shall be obtained before adjusting accounts. During accounting treatment, the export revenue and cost calculated based on the wrong customs declaration form shall be adjusted to the correct amount, to ensure consistency between accounting data and the data in the customs system, and avoid subsequent problems caused by data discrepancies.

Unsuccessful export tax refund may be related to the compliance of foreign exchange receipt and payment. It is required to check the SWIFT message information of the foreign exchange collection receipt, confirm whether the payer is an overseas customer.
If third-party payment exists, the agency receipt and payment agreement shall be provided to ensure the compliance of foreign exchange receipt and payment. During accounting treatment, the corresponding relationship between the third-party payment amount and the receivable export tax refund shall be clearly marked, to avoid tax refund rejection caused by non-compliant foreign exchange receipt and payment, and adjust the detailed account of accounts receivable at the same time to accurately record transactions between overseas customers and third-party payers.

If unsuccessful export tax refund is caused by abnormal goods inspection, you shall cooperate with customs inspection work, obtain the inspection notice and test report, and confirm whether the actual goods are consistent with the customs declaration form. If the tax refund is rejected due to wrong goods classification, re-appraisal of commodity classification is required, and the correct classification certificate shall be obtained before adjusting accounts.
During accounting treatment, the expenses incurred in inspection shall be recorded in sales expenses, and the amount of export revenue shall be adjusted at the same time to ensure it is consistent with the actual situation of the goods, avoiding tax risks caused by wrong classification.

The accounting treatment for unsuccessful export tax refund shall optimize business processes in combination with supply chain structure. If the tax refund is rejected due to wrong selection of trade terms, the trade terms (such as changing from FOB to CIF) shall be adjusted to ensure that the trade term on the customs declaration form is consistent with the actual business.
During accounting treatment, the CIF freight and insurance premium originally recorded in export revenue shall be adjusted to other payables or sales expenses, to calculate export revenue accurately, avoid abnormal tax refund data caused by wrong trade terms, and optimize the document circulation process of the supply chain at the same time to reduce the occurrence of subsequent tax refund problems.
