I am a small and medium-sized seller running a cross-border independent station. Recently, I have more than ten batches of small and medium-sized goods weighing 20 to 30 kilograms each to send to customers in Europe, the United States and Southeast Asia every month. I used to hire freight forwarders to handle customs declaration, and now I want to use FedEx directly to reduce costs of intermediate links. There is one question I cannot figure out: can FedEx act as an agent for export customs declaration?

If yes, is it applicable to our small goods valued from hundreds to thousands of US dollars? Will we need to go to customs to submit materials in person? Will there be situations where no one handles cargo detention issues? If FedEx's customs declaration is non-compliant, will it affect our subsequent export tax refund and foreign exchange settlement? I am eager to confirm the shipping channel now, so I hope to get a clear and reliable answer.

Many small and medium-sized export sellers take it for granted that official international express providers can definitely provide export customs declaration agency services meeting their own needs, which is the most common misunderstanding in the industry. FedEx's core business is international express carriage. It only provides simplified declaration services for goods exceeding the express tax exemption quota, and does not provide formal agency customs declaration meeting export tax refund and foreign exchange settlement requirements for all goods, nor will it actively assist shippers to complete document pre-examination and compliance verification.

This misunderstanding will trigger a series of negative chain reactions: if the shipper does not confirm customs declaration qualifications in advance and directly hand over goods to FedEx for shipping, when formal customs declaration for tax refund is required, they will find that eligible customs declaration forms cannot be provided, leading to failure in handling export tax refund and unnecessary loss of tax payable. If goods declaration information does not meet customs requirements,it will also trigger alerts of the customs system, resulting in cargo detention. This will not only incur high demurrage charges, but also prevent overseas customers from receiving goods on time, leading to order cancellation or even claims. In severe cases, bad customs clearance records will be kept, affecting the customs clearance efficiency of all subsequent export businesses.

The core measure for risk isolation is very simple, clarify customs declaration requirements before shipping: for small goods with value below the tax exemption quota and no tax refund requirement, you can hand them over to FedEx for simplified batch declaration,if formal customs declaration is required for foreign exchange settlement and tax refund, you must cooperate with a professional customs declaration agency in advance. The agency will complete document review first, then coordinate with FedEx to connect carriage and customs clearance procedures.

If declaration abnormality has already occurred, the exclusive loss-stopping tip is: complete the switch of customs declaration entity within 48 hours. A professional agent will apply to customs for deleting the original declaration and re-declaring,and supplement compliant documents. In most cases, cargo detention can be lifted quickly to avoid retention of bad credit records.

The declaration entity of import and export goods must have customs declaration qualification. As an express enterprise, FedEx itself does not have agency customs declaration qualification, and the declaration services it provides are mostly completed through cooperative customs brokers. If there is a price review dispute caused by inconsistency between declaration information and actual goods, FedEx usually will not assist in evidence submission and negotiation, requiring the shipper to handle it independently, which is easy to delay the processing timeline.

For abnormalities such as failed order push and pending accounts after declaration, you need to confirm the qualification of the customs broker in advance, and request the stub copy of the customs declaration form to facilitate subsequent abnormality handling. If integrated customs clearance declaration is involved, you need to confirm whether the customs broker has customs clearance qualifications for national ports, to avoid failure of cross-regional declaration.

After FedEx accepts goods, 1 to 2 working days will be reserved for the customs declaration process. If you choose to entrust customs declaration independently, you need to make an appointment with FedEx for manifest information transmission in advance, to avoid delayed manifest information leading to failure in customs declaration submission and extending the overall customs clearance and transportation timeline.

If goods need to be re-routed or change the destination port, goods that have completed customs declaration need to go through the procedure of deleting the original declaration and re-declaring first before adjusting the transportation plan, which will incur declaration modification fees and additional operation costs. For batch small goods export, if you choose FedEx channel, you can integrate manifest information in advance and entrust unified customs declaration, which can reduce overall logistics and customs declaration operation costs, and avoid the situation where declaration abnormality of a single goods affects the shipment of the whole batch.

If export goods require VAT deferral, the simplified declaration provided by FedEx cannot meet the deferral requirements. You must entrust a qualified customs declaration agent to complete formal declaration, so as to enjoy the benefit of reduced capital occupation brought by VAT deferral.

For small-batch cross-border B2C export goods with value below the threshold, you can choose FedEx's simplified declaration, no import VAT is required to be paid to the destination country, which can reduce the overall tax cost. However, if the value exceeds the threshold, you need to confirm in advance whether the declaration method matches the tax requirements of the destination country, to avoid additional fines and late fees.

For goods exported via FedEx, if normal foreign exchange settlement is required, a formal export customs declaration form must be provided. FedEx's simplified batch declaration will not issue separate customs declaration forms, which cannot meet the compliance requirements for foreign exchange settlement. If export goods are settled in RMB, the customs declaration form needs to be marked with RMB as the currency.

FedEx's batch declaration usually will not make separate adjustments, which will affect the subsequent verification of RMB cross-border settlement through the CIPS system, and easily cause obstruction in foreign exchange settlement. For goods that require separate customs declaration for foreign exchange settlement, you must clarify the requirements in advance, arrange separate declaration, and obtain the formal customs declaration form before completing the foreign exchange settlement operation smoothly.

If export goods involve intellectual property rights, you must complete the intellectual property customs protection filing in advance. FedEx will not verify the filing information during the declaration process.

If the goods are identified as infringing by customs, the goods will be detained directly, and subsequent legal objections need to be handled by the shipper independently. If the trade terms stipulate that the shipper is responsible for customs declaration and clearance, before choosing FedEx for declaration, you need to clarify the division of customs declaration responsibilities in the contract.

If losses caused by cargo detention due to declaration errors, the responsible party needs to be clarified, to avoid disputes that cannot be held accountable later. For goods involving cargo ownership transfer, you need to confirm whether the consignor and consignee information on the customs declaration form is consistent with the contract, to avoid cargo ownership disputes.

FedEx express goods usually go through the customs X-ray inspection channel. If the X-ray image is abnormal and requires unpacking inspection, FedEx usually will forward the inspection notice to the shipper, but will not assist in on-site cooperation and explanation work.

If the goods need to be sent for inspection and identification, you need to prepare product manuals, component test reports and other materials in advance. Insufficient materials will prolong the inspection processing time, resulting in delayed shipment of goods.

In case of abnormal seals, you need to check the seal number and waybill information as soon as possible to confirm whether the goods have been unpacked and inspected by customs, to avoid loss or wrong delivery of goods. If the authenticity of the seal is doubtful, you need to contact on-site customs staff for verification in time.

For goods requiring export tax refund, the information on the customs declaration form must be consistent with the contract, invoice and foreign exchange receipt information. FedEx's batch declaration cannot issue separate customs declaration forms corresponding to each batch of goods, which cannot meet the four-stream consistency verification requirements for export tax refund, leading to tax refund failure.

If you have already used FedEx's batch declaration, separate customs declaration cannot be supplemented, so tax refund cannot be handled, which will cause loss of tax payable for enterprises. For goods requiring tax refund, you must request separate formal customs declaration in advance, keep documents such as customs declaration forms and waybills for filing, so as to successfully pass the tax correspondence check and complete the tax refund.

For sellers with multiple batches of small and medium-sized exports per month, long-term use of FedEx's agency declaration will cost 15%-20% higher than integrating and entrusting a professional customs declaration agency in advance. You can adjust the supply chain structure, integrate goods to the same destination for shipment, arrange unified customs declaration, and then use FedEx for last-mile delivery, which can not only reduce customs declaration and logistics costs, but also ensure compliance.

If the trade terms need to be converted from FOB to DDP, the declaration entity needs to be adjusted in the customs declaration process, and a customs agency with corresponding qualifications needs to be matched in advance, so as to meet the requirements of trade terms, avoid cost accounting deviations and affect overall profits.
