I am from a small and medium-sized foreign trade enterprise in the Pearl River Delta that exports hardware accessories. Recently, we received an order: the goods are produced and stored in a domestic warehouse, the upstream supplier is in China, and the buyer is a Southeast Asian customer who requires us to send the goods directly from China to Singapore and then to the European buyer. We have always done general trade exports before and have never operated entrepot trade.
We are not sure whether entrepot trade can be exported from China, whether it will be regarded as illegal declaration, whether it will affect our foreign exchange collection and tax refund qualifications if we make a mistake, and we are also afraid that the goods will be stuck here resulting in port detention fees. We want to figure out whether this situation can be exported, what compliant processes are needed, and what risk points need to be avoided.

There are two common scenarios for entrepot trade. Whether it can be exported from China depends on the cargo title transfer path and the place of origin, not all entrepot trade requires export procedures, nor can all entrepot trade not be exported from China. The first scenario is goods directly shipped from China to a transit country and then to the destination country—this scenario allows normal export procedures. The second scenario is goods first stored in a domestic bonded warehouse and then shipped to a transit country, which also meets compliance requirements. If the goods never leave China and only title transfer occurs,no export procedures are needed, illegal declaration will trigger regulatory warnings instead.
The core of pre-document review is to confirm the authenticity of the title transfer agreement. Domestic purchase invoices, upstream and downstream purchase and sales contracts, and pickup documents from the transit country need to be retained to avoid being identified by regulatory authorities as inconsistent three flows, which affects business compliance.
Core node connection is divided into three steps: first, complete entrepot trade business registration with customs before goods shipment, second, truthfully declare the origin, destination, and transit path of the goods as required by customs, third, confirm that the foreign exchange collection and payment path meets foreign exchange supervision requirements. Reserve 1-2 working days of review buffer time during operation to avoid misdeclaration or omissions due to rushing the shipping schedule.
For abnormal plans,if customs questions the nature of entrepot trade, immediately provide the transit country buyer's receipt and bill of lading endorsement documents to prove the actual transit of goods, not fake entrepot trade. The final compliance requirement is to retain all documents for at least 5 years to respond to subsequent inspections. It should be noted that all entrepot export declarations must truthfully mark transit country information, concealing the transit path is not allowed to avoid being identified as false declaration and triggering penalties.

For entrepot trade export declaration from China, the price review link requires providing complete upstream and downstream transaction contracts. If there is a price increase and resale in the transit country, provide purchase and sales documents from the transit country to prove the authenticity of the declared price. If customs questions the price and relevant documents are not provided in time, it will lead to price review disputes, resulting in document amendment or even cancellation and re-declaration, causing additional amendment fees and shipping schedule delays.
Entrepot trade export declaration needs to select the corresponding code in the "Trade Mode" column of the customs declaration form. After the customs updated the declaration code for entrepot trade in 2026, the corresponding code must be selected accurately; incorrect selection will lead to the customs declaration form being returned and entering the account suspension process, affecting subsequent customs clearance.
Under the integrated customs clearance mode, entrepot trade export declaration can be handled at any port nationwide, without going to the actual origin of the goods for on-site processing. Pre-verify the declaration information through the Single Window in advance to eliminate logical errors and improve customs clearance efficiency.

For entrepot trade shipment from China, direct transit or transshipment port deconsolidation and repacking can be selected according to the cargo delivery date requirements. If the goods are transshipped in full containers, a first leg bill of lading directly to the transshipment port can be chosen, and the transshipment port agent completes the bill of lading endorsement transfer without deconsolidation and repacking, saving deconsolidation fees and storage fees.
Confirm the free storage period and free container period of the transshipment port with the shipping company in advance; some transshipment ports have a free storage period for entrepot goods that is 3-5 days shorter than that for general trade goods. If extension is not applied in advance, high container detention fees and port detention fees will be incurred.
If the buyer temporarily requests to change the transshipment port, apply to the shipping company for port change in advance, confirm the port change fee and space situation to avoid the goods being detained after arrival at the port and unable to transship. For title control, the bill of lading for entrepot goods export needs to be made out to blank endorsement to facilitate subsequent title transfer to the final buyer.

For entrepot trade export from China, if the domestic supplier has paid value-added tax, whether it meets the tax refund requirements can be judged according to the final flow of the goods. If the goods actually leave the country and are exported to the transit country, normal export tax refund can be applied for; if the goods only undergo title transfer in China without leaving the country, tax refund cannot be applied for. The VAT deferral policy can be used to optimize tax costs.
If the goods are finally sold to EU countries after transshipment, EU VAT deferral can be handled when exporting from China to delay the VAT payment time and obtain the time value of funds. For entrepot trade involving cross-border related transactions, the arm's length principle must be followed to reasonably determine the transaction price to avoid being identified as base erosion and profit shifting, leading to tax adjustments. For non-resident enterprises as transshipment parties, non-resident enterprise withholding income tax must be paid in accordance with regulations, and tax planning should be done in advance to isolate tax risks.

For foreign exchange collection and payment after entrepot trade export from China, settlement can be done through the CIPS RMB cross-border payment system or foreign currency settlement via SWIFT. According to the foreign exchange supervision requirements for entrepot trade in 2026, the foreign exchange collection and payment path must match the cargo flow path, and the collection time must be completed within 180 days after export; special cases can apply for extension.
Entrepot trade collection requires providing export customs declaration forms, purchase and sales contracts, bills of lading and other documents; banks will verify the authenticity of the transaction background, and incomplete documents may lead to settlement suspension and inability to settle normally. If offshore accounts are used for entrepot trade payment and collection, the annual declaration of offshore accounts must be completed on time to avoid account freezing affecting capital flow. The exchange rate for foreign exchange purchase and settlement can be optimized by matching the collection time to reduce exchange rate difference losses.

For entrepot trade export from China, the title transfer node must be clearly defined in the purchase and sales contract, and the specific conditions for completing title transfer at the transshipment port must be clarified to avoid title disputes. If using letter of credit settlement, carefully check the letter of credit terms and identify hidden clauses regarding the transit path; some buyers will set "prohibited transshipment" hidden clauses, and if the export declaration marks transshipment, it will lead to letter of credit dishonor.
Require the buyer to issue a letter of credit that meets the requirements of entrepot trade, clearly stating the clause allowing transshipment. If the buyer defaults and does not pick up the goods, the goods can be disposed of according to the title documents to reduce losses. Keep the original copies of all transaction documents as legal basis for subsequent dispute resolution.

For entrepot trade export from China, during the customs on-site inspection link, prepare a full set of transaction documents in advance, including upstream and downstream contracts, title transfer agreements, and bill of lading copies for customs inspection and verification. When the goods pass through the customs machine inspection, ensure that the declared product name is consistent with the actual goods and the packaging labels are clear to avoid machine inspection alarms leading to container unpacking inspection.
If unpacking inspection is required, cooperate with customs to check the quantity and specifications of the goods; if seal abnormalities are found, explain the situation to customs in time and apply for re-sealing. If customs requires inspection and identification, provide samples as required, follow up the identification process, and obtain the test report in time to avoid long-term cargo detention leading to shipping schedule delays.

For entrepot trade export from China, applying for export tax refund requires meeting the four flows consistency requirement: consistency of goods flow, capital flow, invoice flow, and contract flow to comply with tax refund compliance requirements. Prepare document filing in advance, archive export customs declaration forms, bills of lading, purchase and sales contracts, and collection documents in accordance with regulations to respond to tax inquiries. If the tax authority issues an inquiry letter, reply and provide relevant documents in time to avoid tax refund suspension due to delayed response.
The declaration time for entrepot trade export tax refund is the same as that for general trade; it must be completed within the VAT declaration period starting from the next month after the goods are exported. Cross-month declaration will not affect tax refund qualifications, but the tax authority should be informed in advance. For capital flow, avoid capital reflux, otherwise it will be identified as fake export and the tax refund qualification will be canceled.

For entrepot trade export from China, the overall structure can be optimized in combination with supply chain costs. If the transit country has tariff and exchange rate dividends, the preferential terms of the free trade agreement of the transit country can be reasonably used to reduce the import tariff cost of the final destination country. Choose domestic ordinary warehouses or bonded warehouses to store goods according to inventory conditions; if the order delivery date is uncertain, storing in domestic bonded warehouses can delay export declaration and reduce capital occupation costs.
Adjust the operation process according to different trade terms; if using FOB domestic port terms, the buyer is responsible for transshipment logistics, and the responsible party for export declaration must be clearly defined in advance to avoid declaration gaps. Compare the cost difference between entrepot export and general trade export through a cost calculation model, and select the optimal operation plan to improve the overall profit margin.
