I am a foreign trade practitioner in the Pearl River Delta engaged in the export of civilian furniture. Recently, the US imposed high anti-dumping duties on furniture from our production area, so I plan to ship to the US via Indonesia re-export.
I asked three different agents a while ago, and the quotes varied by nearly double; some quoted 8,000, others 15,000, and some said they only quoted the basic operation fee, with additional extra fees upon arrival at the port. Last time I used Malaysia re-export, I was charged over 4,000 in extra demurrage charges and unknown operation fees.
The order profit was already thin, and this resulted in a direct loss of capital. I want to clarify exactly how Indonesia re-export trade is charged, whether there are transparent and clear charging standards, which fees are mandatory, and whether potential extra fees can be clarified in advance.

Traditional Indonesia re-export agents mostly use split pricing models, attracting customers with low prices initially, then adding fees layer by layer during local Indonesian customs clearance, warehousing, container pickup, container transshipment, and Certificate of Origin processing. Many practitioners only realize upon receiving the final bill that the total cost is 30%-50% higher than the initial quote. This not only disrupts the cost budget but may also delay the shipping schedule due to fee disputes, affecting delivery timeliness to overseas clients and even triggering order breach clauses.
The industry's standard transparent charging models are divided into item-based charging and full-package charging. Item-based charging is suitable for clients who have their own local warehousing and logistics resources in Indonesia, where the agent only handles the Certificate of Origin and customs clearance/certificate issuance, individual item fees range from 1,200 to 3,500 RMB. Full-package charging includes the entire set of services from China to Indonesia customs clearance, warehousing, container transshipment, certificate issuance, and documents for Indonesia to destination port clearance, the 2026 market quotation is 7,000 to 12,000 RMB per TEU,with prices for high cube containers slightly higher.
Comprehensive costs can be reduced by optimizing the route. Indonesia currently implements a VAT deferral policy for re-export goods. Re-export goods that meet the requirements do not need to prepay VAT,saving approximately 10% in capital occupation costs. Admission thresholds require that the title to the goods remains clear throughout the re-export process, and all document information must be consistent with the actual cargo information. The benefit ratio can be dynamically calculated based on monthly shipment volume. Customers with a monthly shipment volume exceeding 5 TEUs can also enjoy annual package discounts, reducing comprehensive costs by another 8% or so.
All charging items for formal operations will be listed in the service contract in advance. Potential extra fees, such as overdue storage fees, will also be clearly marked with generation conditions and charging ranges, avoiding sudden cost expenditures from the source.

Indonesia Customs has clear valuation rules for re-export goods. The declared price for re-export goods only needs to be declared according to the actual re-export cost, not according to the factory price of the goods. Some unscrupulous agents deliberately inflate the declared price to charge more declaration service fees; this is a common extra fee trick in the customs declaration link.
As long as the original purchase invoices and title transfer documents are kept for re-export goods, they can be declared according to the actual re-export operation cost without paying extra declaration fees. Regarding the Certificate of Origin verification for re-export goods, the Indonesian authorities have clear standards for the origin certification fees for furniture re-export goods; the single certification fee in 2026 does not exceed 1,200 RMB.
Any excess is a service fee added by the agent and can be requested to be disclosed in advance. If there is a valuation dispute, you can apply for re-adjudication directly with original documents without paying extra public relations fees. Compliant operations can pass the review normally.

The core of the charging in the Indonesia re-export logistics link concentrates on two parts: container transshipment and warehousing. The free storage period at major transshipment ports like Jakarta and Surabaya is generally 3 days. Demurrage and detention charges exceeding the free period are collected at 15-25 USD per TEU per day. Some unscrupulous agents deliberately delay the container transshipment time to generate more demurrage and detention fees to earn the difference.
The market open price for container transshipment operations is 120-180 USD per TEU, covering all operations of container pickup, devanning, re-stuffing, and seal replacement. If it is FCL re-export, only the seal and documents need to be changed, and the container does not need to be unpacked and reloaded, so the charging can be reduced by about 60%. You can agree on the container transshipment time limit with the agent in advance; demurrage and detention charges generated due to exceeding the agreed time limit shall be borne by the agent, locking the charging ceiling of the logistics link from the contract level to avoid extra expenditures.

In the tax charging link of Indonesia re-export trade, the most prone to hidden charges is the VAT prepayment link. Some agents require customers to prepay 10% re-export VAT and then charge a considerable VAT refund service fee. In fact, Indonesia has already implemented a VAT deferral policy for compliant re-export goods.
Goods that meet the requirements do not need to prepay any VAT, so naturally, there is no need for a refund, and there are no extra refund service fees. Compliant re-export only requires a one-time document stamp duty, the amount does not exceed 500,000 Indonesian Rupiah, equivalent to less than 25 RMB.
If it involves commissions for third-party payments, it only needs to be declared according to Indonesian tax rules, and no extra withholding tax needs to be paid. It can be handled through a compliant structure without paying extra tax planning fees.

Regarding the charging in the collection and payment link of re-export trade, many agents charge high settlement service fees. In fact, the current RMB cross-border payment CIPS has covered most settlement banks in Indonesia. The handling fee for compliant re-export trade RMB collection and payment does not exceed 0.1%, which is far lower than the handling fee for SWIFT USD settlement.
If settling through an offshore account, some agents will charge account management fees. In fact, as long as the re-export trade requirements of foreign exchange supervision are met, it can be completed directly through a local settlement account without the need to borrow an offshore account, and thus no account management fees need to be paid. As long as the contract, invoice, bill of lading, and customs declaration information are consistent in the collection and payment link, normal settlement can be carried out directly, and there are no extra compliance charging items.

The charging agreement for Indonesia re-export trade must be clearly written into the contract. Many agents only list basic charges in the quotation and will not write the liability division for potential extra charges into the contract. Subsequent disputes cannot be traced.
For potential overdue storage fees, container detention fees, and inspection additional fees, the charging standards and liability division must be clarified in the contract. If extra fees are generated due to agent operation delays, they must be borne by the agent. Regarding the validity of the Certificate of Origin, compensation clauses must also be agreed upon.
If the Certificate of Origin does not meet the requirements of the destination port and generates extra tariffs, the agent needs to bear the corresponding losses. These service guarantees do not require extra payment and should be directly included in the basic operation fees without paying a separate service guarantee fee.

The charging cost of Indonesia re-export trade is directly related to the overall supply chain architecture design. If doing Indonesia re-export for a long time stably, you can reduce long-term warehousing costs by booking fixed warehousing positions locally in Indonesia.
The average warehousing cost per TEU can be reduced by 15%-20%, which is much more cost-effective than scattered charging for single operations. If it is a scattered customer who occasionally ships one order, choosing item-based single charging is more suitable, and there is no need to pay long-term position occupation fees.
You can calculate the total cost of different charging models based on annual shipment volume. For customers with an annual shipment volume of more than 10 containers, choosing the annual full-package package has a comprehensive cost about 12% lower than single charging, and you can also lock the charging standard for the whole year to avoid price increases due to local cost rises in Indonesia.
