I am a sales representative of a foreign trade enterprise exporting hardware products. We recently received a large order from the US, which requires metal container re-export trade due to anti-dumping duties, transiting through a third country before being delivered to the buyer.
We have no prior experience in re-export operations. Quotations from several service providers differ by nearly twice—some only quote agency fees without mentioning port miscellaneous charges and handling fees.
I am worried about a large number of hidden charges later; if the budget is exceeded, my boss will blame me. I also want to know how much the charges differ for different transit ports and container types, which links are prone to additional charges, how the overall charges are calculated, and whether I can clarify the full charge structure to make a budget quotation for the customer.

Traditional metal container re-export trade charges usually adopt an "all-inclusive flat rate" model, with obvious drawbacks: either the quotation is inflated with a pre-reserved risk margin to earn excess profits,or low-price customer acquisition, then additional hidden charges are levied in links such as container devanning,re-stuffing,warehousing and document supplementation at transit ports, resulting in an actual total cost 15%-30% higher than the normal quotation.
The current mainstream optimization approach is to split charges based on actual incurred items, reduce transit country tax costs combined with transit country VAT deferral policies, and lock long-term agreement prices for re-stuffing and warehousing to hedge against the risk of rising port miscellaneous charges during peak seasons. The overall cost is 8%-12% lower than the traditional all-inclusive model.
Admission Requirements: Need to provide complete proof of cargo title,pre-audit materials for certificate of origin, valid trade contracts between the buyer and seller,if there is no special requirement for third-party consolidation, this split charge model can be applied.
The core charge structure is divided into three parts: first, agency service fee, charged per shipment, ranging from CNY 1,200 to CNY 2,000 per shipment, second, transit port operation fees, including re-stuffing,warehousing and document fees, conventional charges for Southeast Asian transit ports are USD 350 to USD 450 per 20-foot general purpose (20GP) container, third, ocean freight for the sea segment and destination port miscellaneous charges, collected based on actual quotations from shipping lines without additional markups.
We will make dynamic revenue calculations based on the transit port, container type and cargo volume you choose in advance, provide detailed charge ranges for all items before signing a closed-end agreement, and cover the portion exceeding the agreed range to help you lock in the total cost and avoid pitfalls of hidden charges. Meanwhile,we will synchronize scenarios that may incur additional charges and make advance plans to avoid unnecessary expenditures.

In metal container re-export trade, the price verification stage is the core node prone to additional costs. If the declared cargo value is unreasonable during re-export declaration, customs will raise a price verification query. Once re-classification and price verification are required, port congestion surcharges, container detention charges and secondary declaration fees will be incurred, with additional costs possibly exceeding 20% of the original quotation.
In operation, it is necessary to sort out the re-export cargo flow in advance, match the transaction price of the trade contract, provide complete foreign exchange payment vouchers to prove the cargo value, and complete the pre-classification audit in advance to eliminate the risk of price verification disputes upfront. For general goods such as metal containers, as long as the declared cargo value meets the price range requirements of the transit country's customs, no additional price verification-related fees will be incurred, and the charge will only include conventional customs declaration fees, with a stable and transparent charge standard.

In metal container re-export trade, logistics charges account for more than 60% of the total cost, and the agreed prices of free detention periods and free time for containers vary greatly among different transit ports. For example, some Southeast Asian ports can offer a 7-day free detention period to long-term cooperative service providers, while small and medium-sized customers can only obtain 3 days if applying on their own; the daily demurrage for the excess period is about USD 15 to USD 25 per container, which will generate hundreds of dollars in additional expenditure within a week.
The charge for re-stuffing operations is also linked to the service provider's yard agreement; re-stuffing charges at long-term cooperative yards are 10%-15% lower than those found temporarily. In operation, we will select a matching transit port based on your shipment schedule, lock in the free detention and free time periods in advance, and obtain the agreed re-stuffing price to control logistics charges within the agreed range.

Tax costs in metal container re-export trade are a charge item easily ignored by many customers. If the transit country's VAT deferral policy is not reasonably utilized, advance import VAT payment to the transit country is required. This capital occupation cost plus the pre-payment handling fee will increase the overall charge.
Through compliant tax structure arrangement, VAT deferral can be applied for, eliminating the need for advance VAT payment during transit country customs clearance and directly completing re-export re-stuffing operations, thus saving capital occupation costs and avoiding cumbersome follow-up tax refund verification processes, reducing related handling fees. For re-export goods such as metal containers, as long as they meet the transit country's re-export trade regulatory requirements, VAT deferral can be applied without additional tax costs.

Additional hidden charges may also arise in the foreign exchange receipt and payment links of re-export trade. Some non-compliant operations require the use of third-party offshore accounts for fund receipt and payment, incurring account handling fees of 1%-3%, and may face foreign exchange compliance risks such as account freezing and resulting in posting losses.
Currently, foreign exchange receipts and payments can be directly completed via the Cross-Border Interbank Payment System (CIPS) RMB cross-border payment, with a handling fee far lower than offshore account operations, at about 0.1%-0.3%, and fully compliant without additional compliance costs. Operation only requires providing complete trade documents to complete foreign exchange receipts and payments directly without additional handling fees or compliance risks.

If the title transfer clause is unclear in the metal container re-export trade contract, disputes may arise leading to additional storage fees and attorney fee losses. Many small agents blur the title transfer node, not including the bond fee for title transfer in the charge, and charge additionally when a bond needs to be issued later.
In operation, it is necessary to clearly define the title transfer node in the contract in advance, specify that the charge includes the issuance fee of the LOI (Letter of Intent) bond, clarify the responsibility boundaries of all parties, avoid disputes caused by unclear terms, and thus avoid additional costs. As long as the clauses are agreed in advance, related legal document fees can be included in the agency service fee without additional expenditure.

During the transit process of metal container re-export, improper handling if encountering customs inspection will generate additional charges such as devanning fees, inspection fees and port congestion surcharges. For metal containers, pre-completing seal verification and ensuring cargo packaging meets the requirements of the transit country's customs will usually only arrange machine inspection without incurring devanning fees.
If manual inspection is encountered, on-site officers can be connected in advance and relevant documents provided as required, without additional operation fees; conventional inspection charges are collected according to the customs' publicized standards without markups. As long as document pre-audit and cargo inspection are completed in advance, most inspections can be completed quickly without excessive additional charges.

The charge for metal container re-export trade can be further reduced through overall supply chain structure optimization. If there is a fixed volume of metal container re-export demand in the long term, long-term framework agreements can be signed with transit country yards and shipping lines to obtain more favorable agreed prices; the overall charge can be 10%-15% lower than single operations.
Container loading plans can also be adjusted based on cargo volume: goods that exactly fit in one 20GP container should not be split into two smaller containers to avoid additional container fees and handling fees. Based on your annual shipment volume, an optimal re-export supply chain structure can be built, and annual operation agreed prices can be locked in advance to control the overall charge within the lowest range and avoid cost increases from peak season price hikes.
