I have two orders for transit of palm oil from Southeast Asia to Busan, South Korea. I have been looking for a northern port for transshipment, but several ports I approached either had strict requirements for transit qualifications or insufficient storage periods. Last month, I heard from peers that the supporting policies for bulk cargo transshipment at Rizhao Port are much more flexible.

However, I have never conducted transit operations there before and am unsure if Rizhao Port has mature transit trade supporting facilities. With only 18 days left until the cargo arrives at the port, I am worried that choosing the wrong operation channel will lead to cargo detention and hundreds of thousands of dollars in container detention fees. I am urgently seeking confirmation on whether normal operations can be carried out here and how quickly the full process can be completed to avoid delaying the downstream delivery schedule.

By 2026,Rizhao Port's transit trade business has been fully normalized and it has become a core bulk cargo transit hub port in northern Shandong Peninsula. Currently, the monthly throughput of transit business for grain and oil, ores, and building materials has exceeded 1.2 million tons, with no policy-level access barriers. Your palm oil transit orders can be directly implemented here.

In the pre-document review stage, you need to prepare the cargo ownership certificate, international trade contracts for both ends, and the transshipment non-entry declaration in advance. The consignor name, cargo description, and weight parameters on all documents must be completely consistent to avoid rejection by customs during document review. Do not randomly use general templates, especially, the transshipment port traceability statement must clearly indicate that the cargo will not enter the domestic consumer circulation process throughout the entire journey.

For key node coordination,pre-declaration must be completed 3 days before the cargo arrives at the port, and direct transshipment operations will be arranged immediately after berthing. You can apply for a maximum free storage period of 45 days, which fully covers the waiting period for transshipment of your palm oil orders. No import deposit is required during this period, greatly reducing the pressure of capital occupation.

For contingency plans, negotiate a port change fault-tolerance mechanism with the shipping company in advance. Even if the downstream adjusts the destination port temporarily, cargo ownership transfer can be completed directly within the port area without going through customs declaration cancellation and re-declaration procedures, and no additional document costs will be incurred. In the final compliance implementation stage, retain full-link documents in accordance with transit trade supervision requirements. Use the CIPS cross-border settlement channel for payment and receipt, which will avoid difficulties in foreign exchange reconciliation. The entire process operates in compliance with regulations and will not leave subsequent tax or customs declaration hidden risks.

The current pricing review rules for transit trade at Rizhao Port fully comply with the unified standards of the National Customs Clearance Integration. As long as the cargo does not enter the domestic market circulation throughout the entire journey, there is no need to submit an import duty-paid price certificate, and no additional price verification will be conducted during the pricing review stage.

Do not fill in any domestic consignee on the transit trade customs declaration form, and mark "Full transit, not entering domestic consumer circulation" in the remarks column, which can greatly reduce the probability of being selected for secondary declaration. If you encounter document stagnation, directly contact the port's dedicated transit trade review window to submit a paper explanation.

Normally, review and release can be completed within 1 working day, which will not delay the ship's berthing and loading/unloading time. The customs declaration pass rate for similar palm oil transit orders in the past has reached 100%.

There are 6 fixed weekly sailings of direct bulk cargo ships from Rizhao Port to Busan. After the transit cargo is unloaded, it can be directly arranged for loading without being transferred to an off-port yard. Currently, the port area has signed priority loading and unloading agreements for transit cargo with several top shipping companies. Normally, all transshipment operations can be completed within 48 hours after berthing.

If the downstream adjusts the shipping schedule temporarily, you can apply for an additional 15 days of extended free storage period. As long as you submit the application to the shipping company 3 days in advance, no container detention fees will be incurred. Bill of lading endorsement and transfer can be completed directly through the port's online system without submitting paper materials offline, and the entire cargo ownership transfer process can be completed within 2 hours.

Conducting transit trade at Rizhao Port does not require payment of import duties and import value-added tax. As long as it can be proven that the cargo has not entered the domestic consumer field throughout the entire journey, no additional taxes other than corporate income tax need to be paid domestically on the value-added portion of the transit trade.

You can also apply for the VAT deferral policy, and no withholding of non-resident corporate income tax is required for cross-border service expenditures corresponding to transit trade, which fully complies with relevant BEPS compliance requirements. As long as you properly keep records of cross-border related transaction pricing, there will be no issues with anti-avoidance audits by tax authorities in the future. The overall comprehensive tax cost is about 1.2 percentage points lower than operating at southern ports.

The payment and receipt operations for transit trade at Rizhao Port are fully compatible with the CIPS RMB cross-border payment system. You only need to mark "Transit trade payment" in the remarks of the corresponding payment/receipt message, and no additional import customs declaration certificate is required. The fund transfer of offshore accounts is fully traceable.

When settling foreign exchange and reconciling accounts, you only need to submit copies of contracts and bills of lading for both ends to complete the review, which will avoid interception and rejection of SWIFT messages. You can also match the exchange rate optimization plan to complete the foreign exchange purchase and settlement at an appropriate time, reducing exchange losses by about 0.8 percentage points throughout the year.

Before conducting transit trade operations, you need to add Rizhao Port-specific transshipment exemption clauses to the contract to clarify the division of responsibilities in case of force majeure control in the port area, avoiding subsequent disputes over delivery delays. The LOI letter of guarantee in the cargo ownership transfer stage must clearly indicate that the cargo has not entered domestic circulation to avoid property rights disputes caused by confusion with domestic cargo.

The letter of credit clauses should exclude soft clauses requiring submission of domestic port import customs declarations, and only require submission of the transshipment port's unloading certificate, which completely avoids the risk of bank rejection of document submission in the future. No legal disputes have occurred in similar operations in the past.

The inspection priority of transit cargo at Rizhao Port is much lower than that of general import cargo, with the probability of being selected for machine inspection less than 3%. During machine inspection, you only need to ensure that the seals are intact and the cargo description is completely consistent with the declared content, and no container unpacking inspection is required.

If the cargo is selected for testing, directly submit a transit trade attribute statement to the on-site customs and apply for the rapid identification channel. The test report can be obtained within 2 working days, which will not delay the cargo's transshipment cycle. The on-site inspection window has dedicated transit cargo coordinators who can coordinate and handle any problems immediately.

Palm oil is a common liquid bulk cargo and does not require additional UN hazardous goods packaging. You only need to submit the corresponding MSDS document to the port's safety and environmental protection department for filing. The storage tanks used for transshipment are all food-grade special tanks, which fully meet the storage standards for palm oil.

If you have special moisture-proof or temperature-control requirements, you can apply to the port area for a customized storage plan 7 days in advance, which will avoid cargo deterioration or pollution. The packaging labels only need to indicate the consignor and consignee information for both ends, and no domestic consignee identification is required to avoid unnecessary inquiries in subsequent supervision stages.

For document filing of transit trade business, you only need to retain the purchase and sale contracts for both ends, copies of the full set of bills of lading, and the cargo ownership transfer certificate. There is no need to prepare domestic transportation documents or VAT input invoices, which will not trigger the verification warning of tax correspondence.

The four flows matching only needs to meet the complete correspondence between overseas payment flow, overseas cargo flow, document flow, and capital flow, and does not need to correspond to any domestic transportation tracks. Cross-month declarations can be submitted normally, with no abnormal prompts during pre-declaration verification. The foreign exchange receipt verification stage does not require submission of domestic import customs declarations, and the entire operation complies with relevant regulatory requirements for export tax rebates.
