I am a trader exporting electronic accessories from the Chinese mainland to Southeast Asia. When arranging Southeast Asian markets this year, many peers mentioned that using Taiwan as a transit point can reduce logistics costs by about 15%.
Last week, a peer's shipment was detained by Singapore Customs when transiting through Taiwan, citing non-compliant origin declaration, resulting in nearly RMB 80,000 in demurrage charges and loss of a client. I currently have three shipments to Malaysia and am considering the Taiwan transit option, but I have not figured out whether Taiwan is an entrepot-trade-type economy.
If I take this route subsequently, will there be risks related to origin, tariffs, and entrepot qualifications? Can you clarify this issue from a practical perspective and provide corresponding risk prevention and control measures?

First, correct a common industry misconception: Taiwan is not a purely entrepot-trade-based economy. According to 2026 latest statistics, its entrepot trade volume accounts for 38.2% of total import and export trade volume, with nearly 60% being import and export of local high-end manufacturing, forming a mixed economic structure of semi-manufacturing and semi-entrepot. Many traders mistakenly believe Taiwan is a pure entrepot economy and apply for Taiwan Certificate of Origin casually for transit cargo clearance, which ultimately leads to cargo detention at the destination port, imposition of 3-5 times punitive tariffs, and even inclusion in the Customs Credit List.
If choosing the Taiwan transit route, first complete pre-documentation review: If planning to apply for Taiwan Certificate of Origin,it must meet the 30% value-added threshold, meaning the cargo must undergo processing procedures such as testing, labeling, and component replacement in Taiwan, with the value-added part accounting for no less than 30% of the cargo value. At the same time, retain documents such as processing contracts and payment vouchers for future reference. If only taking a pure transit route without processing,do not apply for Taiwan Certificate of Origin, directly declare with the original Certificate of Origin issued by the Chinese mainland, and only complete transit filing with Taiwan Customs during transit.
Regarding core node connections, complete Taiwan transit declaration 24 hours before the cargo arrives, and complete transit procedures within 48 hours after arrival to avoid container detention charges. For exception plans,if the destination Customs raises an origin query, submit a full set of Taiwan transit documents including inland transportation certificates, port handling records, and non-processing statements immediately to apply for re-verification and avoid direct return. Submit all documents to the destination customs clearance agent for pre-review 72 hours in advance can reduce customs clearance anomaly probability by over 80%.

For the customs clearance link of Taiwan transit, the 2026 latest cross-strait transit declaration specifications of the General Administration of Customs clearly stipulate that for cargo transiting through Taiwan without substantive processing, the "transit country/region" field must be marked as "Taiwan, China" during declaration, and three documents including original bill of lading, Certificate of Origin from Chinese mainland, and non-processing transit statement must be uploaded, all indispensable.
If the transit is incorrectly marked as origin, it will trigger customs valuation alerts, ranging from deletion and re-declaration to transfer to the anti-smuggling department for verification. If declaration errors have already occurred, application for amendment of manifest information can be submitted before cargo arrival, with authentic documents supplemented. Generally, the amendment can be completed in 2 working days without additional penalties.

For logistics path optimization of Taiwan transit, the 2026 free storage period for Taiwan's two major ports (Keelung and Kaohsiung) is 7 days, and the free container period is 10 days. If transit space is locked in advance, the overall logistics timeliness is 2-3 days faster than Hong Kong transit, with costs 12%-15% lower. For high-value cargo such as electronic products, priority should be given to direct transit routes to avoid cargo damage from secondary handling in transit.
In case of container reallocation, apply for priority stowage on the next voyage from the shipping line with the transit reservation voucher, and apply for container detention charge reduction, which can fully waive all such charges at maximum. Marking the bill of lading with "transit without unpacking" can reduce the probability of Taiwan Customs unpacking inspection.

For tax calculation of cargo transiting through Taiwan, the 2026 Rules of Origin between ASEAN and Taiwan stipulate that cargo without completing over 30% value-added processing in Taiwan shall not enjoy preferential tariff treatment under ASEAN-Taiwan agreements. If Taiwan Certificate of Origin is illegally applied for to enjoy preferential tariffs, once verified, all preferential taxes must be paid back plus an equal amount of penalty.
If the cargo has completed qualified processing in Taiwan, related party transfer pricing filing can be done in advance to reasonably allocate processing costs and avoid being judged as transfer pricing by the tax authority, resulting in additional withholding income tax. For tax calculation, separately list transit processing costs and retain a full set of documents for future reference.

Regarding cross-border payment and collection for Taiwan transit, the 2026 latest cross-border payment and collection specifications require that for pure transit routes, payment recipients only need to be Chinese mainland suppliers and Taiwan logistics service providers, without making payments through Taiwan trading companies, to avoid additional compliance risks.
If processing is required in Taiwan, clearly mark the transaction purpose such as "processing fee" or "transit service fee" during payment and collection, and retain documents such as processing contracts and logistics certificates for settlement verification. For exchange rate optimization, CIPS RMB settlement path can be selected, which can save about 0.3% of exchange costs compared with SWIFT settlement, with arrival time 1-2 working days faster.

For export tax refund of Chinese mainland cargo transiting through Taiwan, the 2026 latest export tax refund management specifications clarify that as long as the cargo finally departs for overseas sale and meets the consistency of goods, capital, documents, and tax, it can apply for export tax refund normally regardless of whether it transits through Taiwan, without submitting additional materials.
If processing is done in Taiwan, the processing fee invoice must be retained separately and cannot be included in the value of Chinese mainland cargo for tax refund, otherwise it will trigger tax inquiry and suspend the tax refund eligibility. In case of tax inquiry, submit a full set of transit documents including original customs declaration, transit filing certificate, and departure certificate immediately, and generally the verification can be completed in 10 working days to resume the tax refund.

Enterprises with long-term Taiwan transit supply chain layout can flexibly select transit modes according to cargo destination and value: For cargo with value below USD 50,000 and low timeliness requirements, pure transit mode can be adopted without processing in Taiwan, with the lowest overall cost.
For cargo with value above USD 200,000 and destination country tariff rate above 10%, qualified processing procedures can be completed in Taiwan, and Taiwan Certificate of Origin can be applied for to enjoy preferential tariffs, which can save 8%-12% of overall costs. At the same time, 10% of inventory can be reserved in Taiwan public warehouse to respond to temporary replenishment needs of Southeast Asian markets, with timeliness 3-5 days faster than direct shipment from Chinese mainland.
