I am a foreign trade merchant in the Yangtze River Delta region exporting leisure daily necessities. Recently, the EU has imposed anti-dumping duties on some categories of our exports.
Colleagues suggest using entrepot trade to reasonably avoid tariff burdens. I value Taiwan's location advantages—close to mainland production bases, high port logistics turnaround efficiency, and relatively low costs, planning to use Taiwan as the transit port.
But recently, I have received inconsistent information from several service providers: some say there are new rules for cross-strait trade supervision in 2026, making cargo detention very likely when conducting entrepot trade; others say it can be fully operated in compliance. I have a large container to arrange for shipment soon and am unsure. I want to ask if Taiwan is suitable for entrepot trade, what requirements need to be met, and what risks to avoid?

Traditional entrepot trade mostly chooses ports in Southeast Asia, generally suffering from long transit distance, long logistics cycles, high storage costs, and some niche ports also have risks of low customs clearance efficiency and unstable policies. Many merchants save anti-dumping taxes through entrepot trade, but nearly half of the savings are consumed by additional logistics and demurrage costs, and even fail to clear customs at the destination port due to non-compliant official documents from the transit country, resulting in huge liquidated damages.
Relying on its location advantage close to mainland production bases and combined with current facilitation arrangements for cross-strait trade,Taiwan can unlock more cost optimization space: use the tax difference advantages between the two sides of the Taiwan Strait to reasonably reduce end-point tax burdens, direct RMB settlement can avoid exchange rate fluctuation losses, eligible goods can also apply for VAT deferral to further reduce capital occupation costs.
In terms of access thresholds, only two requirements are needed: goods must undergo minimal necessary repackaging and labeling in Taiwan, and complete transit cargo ownership transfer records and transit documents must be retained to meet compliance requirements. There is no need to invest high costs in transit sites or processing.
Calculated based on 2026 public market data, the comprehensive logistics and compliance costs of ordinary light industrial daily necessities transshipped via Taiwan are 12%-18% lower than those of mainstream Southeast Asian ports, the compliance rate of end-point customs clearance at destination ports can be stably above 98%,and the overall return is much higher than that of traditional transit ports. Taiwan is suitable for mainland export merchants of anti-dumping categories to Europe and America to conduct entrepot transit. Only need to pay attention to retaining complete transit documents throughout the process to avoid being identified as fictitious entrepot trade, then the operation can be completed smoothly.

When conducting entrepot transit through Taiwan, attention must be paid to the declaration norms for transit goods. Taiwan Customs focuses on the logical consistency of documents for transit goods during price review, requiring that the description, quantity, and specifications of goods in the original manufacturer's invoice, transit trade invoice, and cargo ownership transfer documents for transit goods must match exactly. If the declared amount deviates by more than 10% from the price of similar goods in Taiwan Customs' database, a price review check will be triggered, and the goods will be suspended from transit during the check period, resulting in demurrage fees.
For entrepot trade to avoid anti-dumping duties, it is necessary to provide the original manufacturer's production certificate and transport bill of lading in advance to confirm the true origin of goods, avoiding order cancellation and re-declaration due to unclear origin labeling. Before operation, complete pre-review of customs declaration documents, verify the consistency of all information, ensure that the price review link passes at one time without affecting subsequent transit timeliness.

The main transit ports in Taiwan, Keelung and Kaohsiung, have preferential policies for transit goods, allowing application for a free storage period of up to 14 days, longer than the 7-day free storage period of most Southeast Asian ports, leaving sufficient time to complete repackaging and relabeling operations. The bill of lading for transit goods needs to be endorsed and transferred in blank: when shipping from the mainland, the consignee of the bill of lading should be a local legal trading company in Taiwan; after completing the transit, endorse and transfer it to the consignee at the destination port to avoid failure to pick up goods due to unclear cargo ownership.
In case of port overbooking and container rejection, you can directly switch to transit via Tai Port. The straight-line distance between the two ports is less than 100 kilometers, and the land transit cost is only one-third of the sea freight re-routing cost, which can effectively ensure transit timeliness.

Taiwan entrepot trade can use cross-strait tax arrangements to avoid double taxation. As long as the transit goods are not sold within Taiwan's territory, no local business tax and income tax need to be paid in Taiwan, only a small amount of repackaging service fees and document fees. For goods applying for VAT deferral, you can complete VAT entity filing during transit in Taiwan, deferring the VAT payment link to the destination port's customs clearance link, without advancing funds, reducing capital turnover pressure.
If the entrepot profits are retained in Taiwan offshore accounts, you can apply for preferential withholding tax rates in accordance with cross-strait tax agreements, which are 5-8 percentage points lower than other offshore regions, further saving tax costs. During operation, it is necessary to retain all expenditure vouchers to meet the verification requirements of tax authorities.

The receipt and payment of foreign exchange for entrepot trade can be directly completed through the CIPS (Cross-Border Interbank Payment System) for RMB cross-border payments, without going through third-party transfers, with fast settlement speed and low exchange rate loss, while meeting the compliance requirements of domestic and foreign exchange supervision. The logic of receipt and payment of foreign exchange for entrepot trade must match the flow of goods: after the domestic supplier collects the payment, it needs to pay the corresponding transit fees to the Taiwan service provider.
The entire capital flow must correspond one-to-one with the document flow, avoiding inconsistencies between capital flow and goods flow, which will trigger inspections by domestic and foreign exchange authorities. If using offshore accounts for receipt and payment, you must mark the SWIFT message in advance, clearly indicating that it is payment for transit goods of entrepot trade, avoiding being judged as suspicious transactions by banks and affecting the normal use of accounts.

The transfer of cargo ownership for entrepot trade must sign a formal cargo ownership transfer document after bill of lading endorsement, signed and confirmed by the three parties: Taiwan transit provider, original manufacturer, and destination port consignee, avoiding subsequent cargo ownership disputes. If using L/C (Letter of Credit) payment, it is necessary to clearly recognize the third bill of lading and transit origin documents for entrepot trade in the L/C terms, avoiding soft clauses that refuse payment on the grounds of "document discrepancy".
For anti-dumping-related entrepot trade, it is necessary to clarify the responsibility division in the trade contract for transit links, agree on the responsible party if customs clearance fails due to transit compliance issues, avoiding disputes that cannot be held accountable, and require the transit provider to provide a bank guarantee to ensure smooth cargo transit from the port.

Taiwan Customs' inspection of transit goods is mainly machine-based, with less than 5% of goods triggering manual container inspection. As long as the declared information of goods is consistent with the actual goods and there is no false declaration of origin, the inspection and clearance time generally does not exceed one working day.
If manual container inspection is triggered, the authenticity of the seal must be confirmed in advance, and a new customs seal must be replaced after transit repackaging, the seal number must be filed and updated to the destination port consignee in time, avoiding customs clearance failure due to incorrect seal information. If testing and identification are required, you can entrust a local compliant identification agency in Taiwan to complete it, and submit the identification report before transit, which can effectively speed up the inspection process and avoid long demurrage of goods.

Transit goods in Taiwan need to be repackaged and relabeled. Select packaging materials that meet Taiwan's transportation requirements according to the properties of goods.
For ordinary daily necessities, conventional moisture-proof and reinforced packaging is sufficient, no special treatment is needed; for goods with magnetic properties, shielding packaging is required to avoid affecting ship navigation; for dangerous goods, use dangerous goods packaging that meets UN standards, re-paste dangerous goods labels that meet Taiwan's requirements, and provide valid MSDS (Material Safety Data Sheet) reports to ensure compliance with Taiwan's port loading and transportation requirements. After packaging, a drop test must be conducted to avoid packaging damage during transportation, leading to cargo damage or detention by customs.

Mainland manufacturers can still normally handle export tax refunds for entrepot trade, only needing to ensure the consistency of four flows: goods flow, capital flow, invoice flow, and document flow are completely matched. Transit documents for entrepot trade must be retained and filed to respond to tax authorities' inquiries.
If goods are directly exported from the mainland to Taiwan for transit, normal mainland export declaration must be completed, providing corresponding export customs declaration forms, bills of lading, and transit documents, which can meet the document requirements for tax refunds, no special treatment is needed. During operation, it is necessary to complete the tax refund declaration within 90 days after export, avoiding failure to claim refunds due to exceeding the declaration deadline, and ensure that foreign exchange verification is completed, all capital transaction records must be retained and archived.

Taiwan entrepot trade is suitable for small and medium-sized foreign trade merchants with monthly shipments of 1-10 standard containers, no need to stock up in advance, low transit costs, high turnover efficiency. For large-volume goods, long-term transit warehouses can be rented at Kaohsiung Port in Taiwan, achieve inventory linkage, directly ship from Taiwan after receiving orders, shortening end delivery time.
Adjust trade terms according to different destination countries: for LCL (Less than Container Load) goods to Europe and America, choose FOB Taiwan transit to save sea freight costs; for FCL (Full Container Load) goods, choose CIF destination port terms, arrange the whole logistics by Taiwan service provider, reducing operation complexity. Merchants doing long-term entrepot trade can take Taiwan as a fixed transit node, build a stable entrepot supply chain, with lower costs than changing transit ports each time.
