I am the head of a small and medium-sized foreign trade enterprise specializing in outdoor furniture in Taizhou. We started to layout reexport trade in the EU market in the second half of 2025. Our previous small agent was investigated by customs due to counterfeit Malaysian origin certificates.

A batch of goods worth 1.2 million yuan was detained at the port for 3 months. We not only paid more than 200,000 yuan in liquidated damages to overseas customers but also almost ended up on the EU customs risk list. Now we want to switch to a formal reexport trade agency, preferably one that can provide full-end management, including third-country document handling, full logistics connection, compliant payment and foreign exchange operations, risk prediction and prevention.

It would be better if there is a local service point in Taizhou that can respond and handle abnormalities within 1 hour. I want to know which agency is good for Taizhou reexport trade and how to judge whether an agent really has practical capabilities in similar businesses?

When choosing a Taizhou reexport trade agency, first verify the authenticity and compliance of pre-documents,don't just look at the price. A formal agency will check your product HS code, origin standards, and qualification materials of the third-country factory before accepting the order. All origin certificates, original invoices, and packing lists must correspond to real third-country production records, they won't directly provide certificate misappropriation services. This step directly determines whether the goods will be inspected or detained by customs later.

Core node connection capability is the key standard to judge an agent's strength. Reexport trade involves four core nodes: first leg transportation,third-country customs clearance, container swapping, and second leg transportation. A reliable agent will provide you with a timeline for each node in advance. Full photos, videos, and seal number records will be provided during the third-country container swapping, which can be traced at any time. There will be no cargo damage or misdelivery during container swapping. The logistics track is traceable throughout the process, and container swapping and second leg shipment can be completed within 3 days after the first leg arrives in the third country.

Reserve of abnormal response plans is also a necessary condition. A formal agent will issue response plans in advance for common issues such as customs inspection,anti-dumping review, and container damage. When customs verifies the origin certificate, they can directly provide materials such as production ledgers, utility payment records, and tax payment certificates of the third-country factory to cooperate with the inspection. The response time for inspection is no more than 24 hours,so there won't be a situation where no one handles it leading to port detention.

Finally, confirm the agent's compliance implementation capability. Priority should be given to institutions that can provide four-flow consistent document retention, compliant payment and foreign exchange paths, and subsequent tax refund docking services. Before cooperation, ask to see the practical cases of reexport business of the same category and route in the past year. Don't believe verbal promises like "100% no inspection".

The core of reexport trade customs declaration is to pay attention to logical closure. The quantity, weight, and specifications of single items declared in the first leg export customs declaration must fully match the third-country customs clearance data and second leg export data, with a difference not exceeding 0.5%.

If you encounter customs price review doubts, you should provide the cost accounting sheet of the third-country factory, raw material purchase vouchers, and domestic ex-factory price vouchers immediately. Don't modify the declared price randomly to avoid being included in the high-risk list for price review.

Pre-review should be done before customs declaration to avoid problems such as incorrect HS code classification and inconsistent origin standard declaration. Once the declaration is rejected and re-submitted, it will delay the time by at least 7-10 days and incur additional storage fees and amendment fees.

When choosing reexport logistics routes, priority should be given to direct routes from the third country to the destination port. Don't choose second leg routes with multiple transits to save a few hundred dollars. The more transits, the higher the probability of being inspected by customs.

Third-country container swapping should use self-operated warehouses instead of outsourced public warehouses. Public warehouses have mixed personnel, which can easily lead to cargo damage, cargo shortage, or even seal tampering.

Before cooperation, confirm that the agent can apply for at least 14 days of free storage at the destination port. Once customs inspection is encountered, high container detention fees won't be incurred. If the free storage application fails, it should be informed in advance, not after the goods arrive at the port.

The tax structure of reexport trade should be planned in advance. The transaction entity in the third country should keep accounts and pay taxes compliantly. Don't use personal accounts for payment and collection to avoid being judged as base erosion and profit shifting, resulting in additional withholding taxes.

If doing reexport trade in the EU market, priority should be given to agents that can do VAT deferment. There's no need to pay VAT in advance at the destination port, which can save at least 10% of capital occupation costs.

The VAT deferment qualification must be real and valid; don't use forged deferment numbers. Once found, not only will you have to pay back the taxes, but also a fine of 1.5-3 times the amount.

Reexport trade payment and foreign exchange collection should take formal cross-border settlement paths. Don't use underground banks or third-party personal accounts for settlement, which may trigger the bank's anti-money laundering warning and lead to account freezing. The remarks in the SWIFT message must fully match the trade background; don't include irrelevant remarks.

When settling foreign exchange, you should provide a full set of trade documents, including first leg bill of lading, third-country customs clearance document, second leg bill of lading, and trade contract, to ensure the logic of payment and foreign exchange collection is fully compliant. Priority should be given to agents that support CIPS RMB cross-border settlement to reduce the risk of exchange rate fluctuations.

The cooperation contract for reexport trade should clearly define the responsibility division between the two parties, especially the responsibility for cargo detention, port detention, and additional taxes. Don't sign ambiguous "no responsibility" overbearing clauses.

Add a force majeure clause to clarify the response methods for third-country policy changes and temporary policy adjustments at the destination port. Priority should be given to agents that can provide guarantees.

Once losses are caused by the agent's operation errors, compensation can be made directly through the guarantee without going through a long litigation process. The responsibility for intellectual property rights should also be clearly defined to avoid joint liability due to product infringement.

The third-country container swapping seal for reexport goods should use high-security seals recognized by customs, not ordinary plastic seals. Plastic seals are easy to tamper with, and customs will suspect that the goods have been replaced during inspection. You should be present throughout the container unpacking inspection, record the entire process, and don't let customs personnel randomly move the product packaging to avoid damage.

If inspection and identification are needed, submit the third-party test report of the product immediately. Don't wait for the test results to supplement the materials. If the inspection process is handled in time, the results can be obtained in 3-5 days without delaying the delivery time of the goods.

Outdoor furniture reexport goods should be moisture-proof and reinforced in advance. Container swapping in the third country is prone to rainy seasons, and ordinary carton packaging is easy to get damp and deformed, leading to product damage.

No domestic production marks should be left on the packaging, including the manufacturer's logo, contact information, and origin labels. Once found by the destination port customs, it will be directly judged as origin fraud, and the goods will be confiscated or returned.

If there is wooden packaging, fumigation should be done in advance and a real fumigation certificate should be provided. Don't use forged fumigation marks to avoid customs detention and disinfection.

Reexport trade documents should be kept for at least 10 years, including first leg export customs declaration form, input invoice, trade contract, full set of third-country documents, second leg bill of lading, and foreign exchange collection certificate, to ensure four-flow consistency. When tax inquiries are received, a full set of materials can be provided immediately. Don't have fund reflux.

The amount of foreign exchange collected should fully match the declared value, with a difference not exceeding 2%. Otherwise, it will be judged as tax fraud, not only unable to enjoy tax refund policies but also fined 1-5 times the amount. Document filing should be sorted and classified according to the requirements of the tax department, not stacked randomly, to avoid missing materials when needed.
