We are an industry-trade integrated enterprise engaged in household goods export in the Yangtze River Delta. Last year, our goods transshipped to the EU via Malaysia were detained at the Port of Rotterdam for 21 days due to mismatch between third-country CO information and shipping marks on the bill of lading.

We paid nearly 120,000 RMB in port detention fees alone, and lost two long-term cooperative regular clients. Now we have a batch of goods to be transshipped to Mexico via Shanghai Yangshan Port.

We heard that the review rules for transit CO have been revised again in 2026, and we are afraid of encountering problems again. We would like to consult the complete handling process of entrepot trade CO, what materials we need to prepare in advance, and how to ensure the CO meets the compliance requirements of customs of both sides, so as to avoid cargo detention or extra tariff imposition.

First, carry out pre-positional document cross-verification. You need to submit raw material procurement vouchers, factory inspection reports, original CO of upstream factories,as well as tally sheets and on-site photos of goods from the transit warehouse 10 working days in advance, and check three core types of information including cargo SKU,gross and net weight, shipping mark identification one by one,to ensure the information of the same field in all documents is completely consistent, and avoid being judged as document forgery by customs due to information deviation.

At the core node connection stage,if you transship via Chinese ports, you need to complete pre-entry of domestic manifest information first, submit entrepot trade filing application at the same time, then coordinate with compliant third-country visa issuing institutions to submit materials. Normally the certificate can be issued within 5-7 working days. After the certificate is issued, check three core elements including CO signature and seal,anti-counterfeiting QR code, origin standard marking immediately, and arrange cargo shipment only after confirming there is no error.

For abnormal plan setting,if there is an error in CO information entry, you need to complete modification and re-signing 3 working days before the goods arrive at the port, and altering certificate information without authorization is strictly prohibited,if customs verifies the authenticity of CO,you need to submit full-chain trade documents, transit warehouse inbound and outbound records, logistics track certificates as auxiliary materials, and the verification can be completed within 1-2 working days.

For final compliance implementation requirements, all CO-related documents shall be retained for at least 5 years for future reference. If you involve in tariff reduction application, you need to submit the CO copy to the destination port customs clearance agent for pre-review in advance, and arrange port customs clearance only after the pre-review pass rate reaches above 98%,which can completely avoid cargo detention and extra tariff risks caused by CO problems.

In 2026, the customs document review logic for entrepot trade CO has been upgraded to full-chain data cross comparison. The system will automatically retrieve the original port of departure manifest, transit port tally data, export declaration data of the CO issuing country for tripartite matching. As long as any data deviation exceeds 5%, manual document review will be triggered.

In case of valuation disputes, you need to submit upstream factory cost accounting sheets, entrepot trade purchase and sales contracts, international logistics freight vouchers to prove the transaction price of goods conforms to fair value, and document review and release can usually be completed within 3 working days. If CO information is inconsistent with the customs declaration form, you need to apply for manifest information modification first, then delete the declaration and re-declare to avoid delayed declaration fees.

The consignor information on the entrepot trade CO shall be consistent with the shipper information on the bill of lading. If bill of lading endorsement transfer is involved, the subject information of endorsement transfer shall be marked in the remarks column of CO to avoid being judged as unclear cargo ownership during destination port customs clearance. The free storage period at the transit port shall be reserved for at least 7 days to reserve time for CO verification and modification.

In case of space overbooking and container rollover, you need to synchronize the new shipping schedule and manifest information to the CO issuing institution immediately, and update the transportation information on CO simultaneously to avoid container detention fees caused by mismatched document information. Priority shall be given to direct transit routes, and reducing transit times can lower the abnormal probability of CO verification.

The origin standard marking on the entrepot trade CO directly determines the tariff rate of the destination country. If the goods meet the origin accumulation rules of the Regional Comprehensive Economic Partnership, they can be marked as "WO" or "PE", and can enjoy zero tariff treatment at maximum.

If related party transaction transshipment is involved, you shall ensure the pricing of entrepot trade conforms to the arm's length principle, and the gross profit margin is controlled within the reasonable range of 8%-15% to avoid being judged as transfer pricing tax evasion by tax authorities. The original CO shall be retained as the original voucher for tax accounting for at least 10 years for future reference, to avoid fines caused by inability to provide vouchers during tax verification.

The foreign exchange collection and payment flow of entrepot trade shall correspond to the buyer and seller information on CO. If offshore accounts are used for foreign exchange collection, the CO number shall be marked in the remarks column of the SWIFT message to facilitate trade background verification during foreign exchange settlement. In 2026, CIPS cross-border RMB settlement has supported automatic verification of entrepot trade documents.

Uploading CO, bill of lading and purchase and sales contracts can complete second-level verification, and the foreign exchange settlement rate is 20-30 basis points more preferential than ordinary channels. Inconsistency between foreign exchange collection and payment subjects and trade subjects on CO is strictly prohibited, otherwise it will trigger abnormal early warning of the foreign exchange administration and affect subsequent foreign exchange collection and payment quotas.

When signing entrepot trade contracts, the handling subject and breach liability of CO shall be clearly specified. If destination country penalties are caused by CO fraud, the certificate handling subject shall bear all losses. The issuing institution and verification standard of CO shall be clearly specified in L/C clauses to avoid soft clauses leading to inability to negotiate.

If the destination country launches anti-dumping investigation on the ground of CO, you need to submit the original CO, full-chain trade documents and origin certification materials for response preparation immediately, which can effectively reduce the imposition range of anti-dumping duties. The legal effect of CO is subject to the official verification result of the issuing country, and you can apply for the issuing institution to issue authenticity certificates in advance to improve judicial admissibility.

During on-site customs inspection, the actual shipping marks and country of origin identification of goods will be checked against the markings on CO. If there are original producing country markings on the outer packaging of goods, you need to cover them in the transit warehouse in advance, and mark the country of origin information consistent with CO. In case of sampling and appraisal, you shall cooperate with customs to extract goods samples, and submit CO and raw material inspection reports as appraisal references at the same time.

The appraisal result can usually be issued within 7 working days, and if the appraisal result is consistent with CO markings, the goods can be released normally. The seal information shall match the seal number in the remarks column of CO to avoid being judged as goods being swapped midway.

Entrepot trade is not within the applicable scope of export tax rebate, so there is no need to handle export tax rebate declaration, and CO is only retained as a compliance document for entrepot trade. If domestic sold goods are transferred for entrepot trade, input tax transfer shall be handled to avoid being judged as export tax rebate fraud by tax authorities.

During four-flow verification, you need to provide CO, purchase and sales contracts, logistics vouchers, foreign exchange collection and payment flows to ensure the four-flow information is completely matched. If there is information deviation, you need to submit situation explanations to avoid triggering tax correspondence investigation. All documents shall be bound into volumes according to tax requirements, and stored in the enterprise financial archive library for easy access and verification at any time.
