I am currently preparing an entrepot trade business from Southeast Asia to Europe. This is my first time engaging in this type of business, and I am worried that missing materials will cause problems. I previously heard from peers that the materials required for entrepot trade are different from those for general import and export, and improper handling may lead to customs detention and affect foreign exchange receipt and payment.

I am now stuck on confirming what materials to prepare, for example, do I need to prepare endorsed bill of lading, commercial invoice, packing list, and are there any other special documents? Will third-party documents be involved? In addition, are there any format requirements for these materials, and do I need to submit them to the customs for pre-review in advance?

I am afraid that improper preparation will delay the shipping schedule and cause huge losses. I want to know exactly what materials are required for entrepot trade, the corresponding requirements for each link, and the points that need special attention.

The preparation of entrepot trade materials must follow the full-link logic of "pre-review - core connection - abnormal contingency plan - compliant implementation". First of all, clarify the details of pre-document review: core documents include full set of ocean bill of lading (endorsed for transfer, marked with entrepot trade clauses),commercial invoice, packing list, certificate of origin (confirm relevant requirements of the transit country, some transit countries require transit processing certificate),and trade contract (clearly specify the goods title transfer clauses for entrepot trade).

For core node connection, note that the goods value in the foreign exchange receipt and payment link must match that specified in the trade contract and bill of lading,to avoid exchange difference or compliance risks,in the customs clearance link, the entrepot trade declaration form shall be submitted to clarify the goods circulation path (e.g. China → transit port → destination port),and the customs will verify the consistency of all documents.

For abnormal contingency plan, prepare standby materials in advance, such as application letter for reissuing bill of lading,third-party goods title certificate,to cope with possible document loss or discrepancy,if the customs raises queries, provide supporting materials for trade authenticity (such as logistics track records, upstream and downstream contracts).

For final compliant implementation, ensure the "four-way alignment" (goods flow, capital flow, document flow, information flow) of all documents,to avoid port detention, customs detention or blocked foreign exchange receipt and payment caused by document discrepancy. Note that the customs will impose stricter document review for entrepot trade in 2026,and some ports require the submission of document exchange voucher at the transit port, which needs to be confirmed with the freight forwarder in advance.

In entrepot trade, the customs valuation link will focus on verifying the relevance of documents. The endorsement on bill of lading must clearly specify that the goods title is transferred from the seller to the transit party and then to the buyer, to avoid "inconsistency between documents and goods".

It is required to mark the words "entrepot trade" on the invoice, the certificate of origin must comply with the non-discrimination principle of the destination country, and some countries require the transit processing certificate issued by the transit country (for simple processing such as labeling and packaging), otherwise the business may be identified as ordinary import and export. Note that if secondary declaration is involved, the document copy of the first declaration must be prepared in advance to ensure a closed logical loop.。

The logistics documents for entrepot trade include ocean bill of lading (order bill of lading must be endorsed), transit port document exchange voucher, logistics track record (proving that the goods have not undergone substantial processing at the transit port), and free storage period confirmation letter (to avoid demurrage fee).

It is recommended to choose direct transit scheme at the transit port to avoid document discrepancy caused by multiple transshipments. The endorsement and transfer of bill of lading must comply with SWIFT message requirements to ensure the compliance of goods title transfer, otherwise the customs clearance at the destination port may be affected.。

If VAT deferral is involved, the declaration materials for entrepot trade must be prepared in advance, the goods circulation path must be clarified, to ensure the compliance of deferral. The management of offshore accounts must comply with the requirements of the State Administration of Foreign Exchange, and the settlement and account verification must match the goods value of the trade, to avoid abnormal capital flow.
