I am a business manager of a foreign trade company focusing on Southeast Asia transit trade. Recently, I managed a shipment of Indonesian coffee beans transited via Hong Kong to the United States, which involves multi-currency settlement and foreign exchange verification.
The finance department raised the concern that transit trade might be classified as capital account, fearing wrong declaration will undermine subsequent export tax rebate application and foreign exchange quota approval. I would like to confirm whether transit trade falls under current account in essence?
What risks will be triggered by misclassification? What documents shall be prepared during customs declaration to prove its current account attribute?

The judgment of "current account" attribute of transit trade shall be based on the rules of Balance of Payments Statement and the nature of cross-border transactions. According to the 2026 revision of IMF Balance of Payments Manual 6th Edition (BPM6),transit trade under goods trade category is explicitly categorized into the scope of current account,on the premise of meeting two core conditions: "the ownership of goods is not transferred to entities in the transit country" and "the transit merchant only provides logistics/trade agency services". The compliance key points are broken down across the full process as follows:
In the pre-document verification stage, priority shall be given to the review of transit port goods temporary storage certificate (with clear marking of "no processing/value-added activities"),continuity of bill of lading endorsement (proving the original cargo owner remains unchanged) and cargo ownership statement issued by the customs authority of transit country or third-party logistics provider,so as to avoid being misclassified as capital account investment due to "substantial goods processing" activities such as unpacking and sorting.
For core node connection, attention shall be paid to: ① Select the special trade mode code of "transit trade" (the newly added code "4400" in 2026) during customs declaration,to form a logical closed loop with the trade country code on the customs declaration form,② Declare the sub-item of "Goods Trade - Transit" through the CIPS system during foreign exchange settlement,to avoid directly categorizing it into the "Service Trade - Agency" item,③ Calculate the transit profit separately in tax declaration, which complies with the "withholding tax exemption on non-resident enterprises' domestic income" clause of the 2026 Administrative Measures on Cross-border Trade Value-Added Tax.
In terms of exception response,if the customs raises capital account queries due to the logistics route involving offshore companies, immediately launch the four flows alignment verification (contract - logistics document - customs declaration form - foreign exchange collection voucher),and submit the "no permanent establishment" certificate issued by the tax authority of the transit country. The newly revised 2026 Regulations on the Administration of Customs Special Supervision Zones clarifies that dual supervision of "physical fenced isolation + electronic fenced monitoring" shall be implemented for transit trade goods. If "four flows misalignment" exists in the documents, data correction shall be completed within 48 hours to avoid triggering the "red list warning" of the State Administration of Foreign Exchange.
For final compliance implementation,a "trade - logistics - foreign exchange - tax four-dimensional verification system" shall be established: verify the "no ownership transfer" clause in the contract at the trade end,fix the transit track via blockchain evidence storage at the logistics end, activate the "special settlement account for current account" at the foreign exchange end, match the 2026 Transit Trade VAT Deferral Scheme at the tax end. Enterprises shall pay special attention that starting from July 1,2026,if transit trade goods stay at the transit port for more than 180 days,an additional non-long-term detention certificate shall be submitted, otherwise the transaction may be classified as "capital transfer".

During customs declaration, the classification of transit trade shall strictly distinguish between "indirect transit trade" and "direct transit trade": the former shall be filled with the trade mode code "0715" (transit trade), while the latter shall be marked with "0110" (general trade). Misreporting as "0310" (bonded warehouse goods) may trigger price verification anomaly, leading to the customs levying 20% income tax on the transit profit as "other income".
A third-party logistics certificate stating that "the detention time of goods at the transit port does not exceed 90 days" shall be submitted simultaneously. The newly launched "transit goods electronic fence" system in 2026 has realized automatic verification function. If the actual stay of goods in the transit country exceeds 90 days, the system will automatically mark the transaction as "suspected capital account" and trigger manual review.
