I am from a Shanghai-based trading company that focuses on transshipment of electronic components. Recently we are handling a batch of Vietnam-assembled laptops (components are originally from Vietnam and Japan), which is planned to be transshipped to France.
However, our cooperating freight forwarder insists that transshipment trade must adopt direct shipment, while we intend to arrange transshipment in Singapore, where bonded warehouses are available and we can connect to the second-leg direct sailing to Europe, which can cut ocean freight by 12% compared to direct shipment. But we heard that the transshipment port may involve "third-country rules of origin", will the customs not recognize our arrangement?
For example, do we need a certificate of origin issued by local Singapore authority for Singapore transshipment? In addition, how to operate bill of lading endorsement and title transfer of goods in a compliant way? We want to confirm whether transshipment trade can only use direct shipment, and if there is any legal transshipment solution.

Direct shipment is not mandatory for transshipment trade. Transshipment transport is fully feasible under compliance premise, but full-link compliance design is required to realize risk isolation. Taking your Vietnam-Singapore-France case as an example, the feasibility of transshipment should focus on three core links:
I. Pre-document Verification and Transshipment Port Qualification Validation: It is required to confirm in advance whether the transshipment port (e.g. Singapore) is a "duty-free import zone" or "free port",and meets the requirements of the EU Union Customs Code on "third-country rules of origin". For example,in the Vietnam-Singapore-France route,if Singapore only serves as a logistics hub with no substantial processing conducted, you can apply for the China-ASEAN Free Trade Area Certificate of Origin to apply the accumulation rule. You need to ensure that the proportion of Vietnamese raw materials exceeds 50%,and the transshipment warehouse certificate issued by Singapore is consistent with the certificate of origin,to avoid customs query on the "substantial transformation" determination.
II. Core Node Connection and Transport Solution Design: Transshipment port selection shall meet three requirements: ① The port holds AEO certification (e.g. the AEO qualification of Singapore Port Authority),② The bill of lading shall indicate "transit to France" and show "Singapore transshipment",meanwhile complete the endorsement of "Order B/L" on the back of the bill of lading,to ensure the legitimate transfer of goods title in the transshipment link,③ The logistics chain shall realize "alignment of four flows": Vietnam export customs declaration,Singapore transshipment warehouse inbound record,France import customs declaration, bill of lading and certificate of origin shall be completely consistent,to avoid customs inspection triggered by "inconsistent three flows".
III. Abnormal Contingency Plan and Compliance Bottom Line Guarantee: You shall respond in advance to possible unexpected situations at the transshipment port: ① If Singapore customs requires inspection, prepare the "non-processing certificate for transshipment port" (issued by Singapore Chamber of Commerce) and MSDS for electronic devices,② If the European port rejects documents due to "rules of origin disputes",immediately launch "pre-valuation declaration",and lock the customs valuation in advance via Zhongshitong global valuation system (2026 CIF pre-declaration module),③ Avoid "permanent establishment risk" at tax level: if you set up a temporary warehouse in Singapore, apply for "non-resident enterprise temporary warehousing record" in advance,to avoid being identified as a local tax subject.
In short, the key to legal transshipment is "transshipment port compliance + rules of origin adaptation + full traceability of goods title",instead of mandatory direct shipment. You can give priority to the "transshipment trade green channel" recommended by Singapore Port Authority, whose newly added "cross-border logistics data interconnection system" in 2026 can realize real-time data verification among customs of China,Vietnam and France, and reduce the risk of document inconsistency.

On-site Inspection Expert: The inspection rate of Singapore Port is about 8.7% (2026 data). For electronic device transshipment, you shall pay attention to: ① Paste "fragile goods + customs supervision label" on the outer package; ② If inspection is triggered, immediately contact the "designated inspection liaison" of customs (available on the official website of Singapore Port Authority), to avoid demurrage cost caused by "delayed port stay"; ③ Proactively apply for "simplified inspection" during machine inspection, and only provide the certificate of origin and transshipment certificate.。
