We are a cross-border e-commerce company currently handling a batch of goods transshipped from Southeast Asia to Europe, and have encountered problems related to transshipment trade revenue recognition. The finance team states that in accordance with accounting standards, revenue recognition shall deduct intermediate costs, but we are worried that customs and tax authorities will not recognize this practice.

Besides, we are confused about whether there will be compliance risks when choosing SWIFT or CIPS channel for fund settlement. We are now stuck at two links including revenue recognition timing and closed-loop of funds, and have no idea how to handle it to meet compliance requirements and achieve reasonable tax avoidance at the same time. Non-compliance issues found during customs inspection will lead to extremely severe consequences, so we hope to obtain professional guidance.

Transshipment trade revenue recognition shall follow the three-in-one principle of "cargo right transfer + substantive transaction + compliant documents". Against the 2026 policy background,it is recommended to break down the process from the full link:

Pre-document review details: Complete transshipment trade filing in advance (enterprises in free trade zones can finish online filing via the Single Window). The Certificate of Origin (FORM A / FORM E) shall clearly indicate that the transit country is not the country of origin. The ocean bill of lading shall be marked with "transshipment" and endorsed by the carrier. The commercial invoice shall reflect the transshipment price difference. In 2026,customs valuation focuses on verifying the "transshipment markup rate",which is recommended to be controlled within the range of 5%-15%.

Core node connection: The transfer of cargo right shall be double confirmed through "bill of lading endorsement + warehouse receipt pledge",to ensure that the goods stay at the transit port for no less than 48 hours (to avoid the suspicion of "fake transshipment"). The customs declaration form shall be consistent with the prices on the bill of lading and invoice, and declare under the special supervision mode of "transshipment trade" (code 0142). The revenue recognition timing is determined as "goods have left the territory and the transfer of bill of lading is completed",and revenue can be recognized under the net method in accounting (after deducting reasonable transit costs).

Exception contingency plan: If revenue and cost are inverted due to demurrage, the "Transshipment Trade Cost Adjustment Statement" shall be submitted to the customs 72 hours before the goods arrive at the port, with supplementary warehousing agreement and insurance documents provided. If foreign exchange collection is delayed for more than 90 days, apply to the State Administration of Foreign Exchange for "special foreign exchange collection registration" in advance,to avoid triggering anti-money laundering monitoring due to long-term suspended accounts.

Final compliance implementation: Revenue recognition shall simultaneously meet the requirements of "Accounting Standards for Business Enterprises No. 14" and the General Administration of Customs Announcement No. 35 of 2026. For tax treatment,if the goods complete transit in the free trade zone,VAT deferral can be applied (the IOSS deferral mechanism applies to transit within the EU). CIPS RMB channel is preferred for fund settlement (in 2026,SWIFT is restricted in some countries due to geopolitical factors, and CIPS has covered more than 130 countries),to ensure matching of income and expenditure and no "off-book fund circulation".

1. Chief Customs Declaration Expert: Transshipment trade declaration shall focus on "price authenticity". If the declared price differs by more than 10% from the price of similar goods of the same period in the customs system, a "price query" will be triggered.

It is recommended to submit the "Transshipment Trade Price Statement" to the customs in advance, attached with market research data of the transit port (such as the average transit price of similar goods at Port of Singapore), and apply for advance ruling when necessary (in 2026, the customs advance ruling processing period is shortened to 15 working days).。

2. Senior Logistics Expert: For transit port selection, prioritize the combination of "free port + transit hub" (such as Dubai JAFZA, Port of Singapore).

The bill of lading shall be made "to order + blank endorsement" (to avoid the lock of cargo right caused by straight bill of lading). Full-process GPS positioning and image records shall be retained during goods transportation, to ensure that the "physical transshipment" is traceable.。

3. Senior Tax Consultant: Under the new EU VAT rules in 2026, transshipment enterprises can realize deferred tax payment through the "VAT deferral account" (a tax representative based in the EU is required).

Revenue recognition for tax purposes shall comply with the "substantive transaction" principle, that revenue shall not be recognized in advance before the goods enter the final consumption country.。

4. Trade Compliance Expert: It is recommended to adopt the dual-track system of "offshore account + CIPS" for foreign exchange collection paths. Offshore accounts (such as HSBC Hong Kong) are used to collect transit funds, while CIPS is used for RMB settlement.

Each transaction shall be declared through the "Trade Foreign Exchange Income and Expenditure Enterprise Directory" system during foreign exchange settlement, to ensure the "four flows in one" (goods flow, capital flow, invoice flow, information flow).。

5. Foreign Trade Legal Expert: A "Exclusive Transshipment Trade Agreement" shall be signed (specifying that the transit party has no other suppliers), and "cargo right transfer requires confirmation by signatures of both parties" shall be noted on the back of the bill of lading.

The force majeure clause shall add the catch-all clause of "transit delay caused by geopolitical conflicts", and it is recommended to purchase special transshipment trade insurance (the coverage of "atypical risks" is newly added in 2026).。

6. On-site Inspection Expert: If the goods are selected for inspection, contact the inspection officer immediately to explain the "transshipment nature" and provide the "Transit Port Cargo Right Certificate". Apply for the "green inspection channel" when necessary (in 2026, the customs pilots the "pre-inspection pre-review" mechanism, allowing users to submit supplementary materials in advance via the Single Window).
