I am a trader engaged in cross-border electronic product entrepot business. Recently, I have a batch of high-end electronic components procured from Southeast Asia, which I plan to transship via Shanghai Waigaoqiao Free Trade Zone before reselling to the EU market. Previously, our company adopted the direct transshipment mode without entering bonded zones.

Last week, I heard from peers that some entrepot trade cases via bonded zones are eligible for export tax rebates, while some non-compliant operations will lead to fines instead. I am quite confused right now: on the one hand, I want to obtain tax rebates to cut costs, but on the other hand, I am afraid that I do not have a clear understanding of the policy and step into pitfalls.

I would like to ask: is there tax rebate for bonded zone entrepot trade at all? If yes, what mandatory conditions need to be met? What core matters should be noted during declaration?

Bonded zone entrepot trade itself is not directly eligible for the export tax rebate policy. Only entrepot businesses meeting specific conditions can apply for tax rebates, which is a common cognitive misunderstanding for many enterprises. Under the traditional non-bonded zone entrepot mode, goods only pass through the border without entering domestic customs supervision areas,so enterprises cannot obtain the tax rebate copy of domestic export declaration forms, naturally cannot apply for tax rebates, and may also incur additional storage and customs clearance costs from the transshipment link. The transshipment cost of some routes can even account for 2% of the cargo value.

To enjoy tax rebates, two core prerequisites must be met: First, goods actually enter the bonded zone and complete exit filing procedures, and obtain the exit goods filing list and the special value-added tax invoice for the domestic procurement link,Second, after the goods depart the country, foreign exchange receipt verification is completed within the specified time limit, with full consistency between the four streams: goods flow, capital flow, document flow and invoice flow. Eligible enterprises can enjoy a maximum VAT rebate of 13%. After deducting operating costs such as bonded zone storage and declaration fees, the comprehensive profit margin can be increased by 3% to 8%.

The access threshold is not high. Enterprises can apply as long as they have no dishonest records in customs and taxation systems, and the goods are not in the national list of prohibited or restricted entrepot commodities. It is recommended to submit document pre-examination 3 working days in advance to avoid missing the declaration time limit due to document mismatch. The 2026 latest policy has extended the export tax rebate declaration time limit from 90 days to 180 days, giving enterprises more operational space to flexibly arrange foreign exchange receipt and declaration schedules. At the same time, enterprises can also combine the VAT deferral policy to further reduce capital occupation costs.

The core customs declaration document for applying for tax rebates for bonded zone entrepot trade is the Exit Goods Filing List. This document shall be issued by the bonded zone supervision customs within 7 working days after the goods actually depart the country. Enterprises need to ensure that the consignor and consignee, cargo name, quantity and amount on the filing list are fully consistent with the information on the procurement contract, VAT invoice and bill of lading.

If information mismatch occurs, the customs will trigger a price review process: in minor cases, supplementary materials will be required and the issuance of the tax rebate copy will be delayed; in serious cases, it will be identified as false declaration, a fine of 5% to 30% of the cargo value will be imposed, and the enterprise's tax rebate application qualification will be suspended for 6 months. In 2026, the customs has realized data networking of filing lists for all bonded zones nationwide. Enterprises can query the document issuance progress in real time through the International Trade Single Window, and submit appeal materials immediately in case of abnormalities to avoid affecting subsequent tax rebate declarations.

The core logistics requirement for applying for tax rebates for bonded zone entrepot trade is that goods must actually enter the bonded zone supervision warehouse and complete customs verification procedures before departure, and operations such as "empty circulation" and "mismatch between documents and goods" are prohibited. It is recommended that enterprises choose self-operated supervision warehouses in the bonded zone for cargo transshipment, which can enjoy a maximum free storage period of 14 days to avoid additional container detention fees and storage costs.

For the transshipment route, it is recommended to adopt the direct transshipment mode of "domestic port - bonded zone - overseas destination port", and avoid secondary transshipment in third-party countries, otherwise it will lead to mismatch between bill of lading information and filing list information, which fails to meet the logistics verification requirements for tax rebates. In case of container rolling or port change, it is necessary to submit a reallocation application to the bonded zone customs immediately, and update the filing list information simultaneously to avoid logistics track discontinuity.

The tax rebate accounting for bonded zone entrepot trade requires a separate account book, which shall be accounted for separately from general trade export business to avoid mixed offset of input tax. If an enterprise operates domestic sales, general trade export and bonded zone entrepot business at the same time, it is required to split input invoices by business type. Input invoices used for entrepot trade tax rebates cannot be used for domestic sales offset, otherwise it will trigger tax early warning, require the enterprise to transfer out the input tax, and impose late fees at the same time.

The latest 2026 cross-border tax policy allows eligible enterprises to apply for VAT deferral payment, which allows enterprises to pay VAT for the domestic procurement link after the goods depart and the tax rebate is completed, further reducing the capital occupation cost of enterprises, with an annualized capital return of about 3.5%. It should be noted that the tax rebate income of entrepot trade is exempt from enterprise income tax, and can be directly recorded into non-operating income for accounting.

The foreign exchange receipt requirement for applying for tax rebates for bonded zone entrepot trade is that all payment collection procedures must be completed before tax rebate declaration. The foreign exchange receipt path must be direct remittance from the overseas buyer to the pending verification account of the domestic enterprise, and payment through offshore accounts or third-party accounts is prohibited, otherwise it will be identified as non-compliant foreign exchange receipt and cannot pass the tax rebate verification.

In 2026, the CIPS system has realized direct connection with the foreign exchange receipt verification system of the State Administration of Foreign Exchange. Entrepot trade settled in RMB can realize automatic verification of foreign exchange receipt data, no additional paper foreign exchange receipt vouchers are required, and the declaration efficiency can be increased by more than 60%. When settling foreign exchange, enterprises can choose forward foreign exchange settlement tools to lock the exchange rate, avoid profit losses caused by exchange rate fluctuations, and increase the annual exchange income by about 2%.

The contract for bonded zone entrepot trade needs to clearly indicate the trade nature of "bonded zone transshipment entrepot", and clarify that the cargo right transfer node between the buyer and seller is after the completion of bonded zone cargo verification, so as to avoid cargo right disputes affecting tax rebate declaration. It is recommended to add a "tax rebate cooperation clause" in the contract, requiring the overseas buyer to provide supporting materials such as bill of lading copies and manifest information within 10 working days after the goods depart, to ensure that domestic enterprises can submit tax rebate declarations on time.

In case of force majeure that prevents the goods from departing on time, it is necessary to submit a delayed declaration application to the customs and tax authorities immediately, to avoid being ineligible for tax rebates due to overdue. At the same time, it should be noted that entrepot goods shall not infringe domestic intellectual property rights, otherwise the goods will be detained by the customs and the tax rebate qualification will be cancelled.

Goods of bonded zone entrepot trade are required to go through customs inspection when entering the bonded zone and before departure. During inspection, it is necessary to ensure that the actual name, specification and quantity of the goods are fully consistent with the declaration information, and no concealed or omitted declaration is allowed. In case of container unpacking inspection, special personnel shall be arranged to be present for cooperation, take photos of the inspected goods for evidence, and ask customs staff to issue inspection records as auxiliary materials for subsequent tax rebate declarations.

In 2026, bonded zones have fully popularized mechanized inspection, the inspection rate of non-dangerous goods has dropped to less than 3%, and the inspection time does not exceed 2 working days, which will not affect the cargo transshipment schedule. If the goods need to be sent for inspection and identification, it is necessary to submit a delayed declaration application to the tax authority immediately, to avoid missing the tax rebate declaration time limit due to the long identification cycle.

The packaging of goods for bonded zone entrepot trade shall meet the requirements of international transportation and bonded zone storage. Dangerous goods shall use UN certified special packaging and provide valid MSDS reports, otherwise they will be refused entry into the zone by the customs and cannot go through subsequent tax rebate procedures. For fragile and moisture-sensitive electronic products, moisture-proof buffer packaging shall be used to avoid cargo damage during storage and transshipment, which affects the cargo value verification for tax rebates.

The shipping mark on the packaging shall be consistent with the declaration information, clearly indicating the cargo name, quantity, country of origin and destination country, to avoid inspection detention caused by inconsistent shipping marks. In 2026, the customs has realized networked comparison between packaging information and declaration systems, and goods with unqualified packaging will automatically trigger an early warning and cannot complete entry declaration.

Applying for tax rebates for bonded zone entrepot trade needs to meet the requirement of four-stream consistency, that is, full correspondence between the information of goods flow, capital flow, document flow and invoice flow, with no mismatch in any link. The filing documents to be retained include procurement contracts, special VAT invoices, entry declaration forms, exit filing lists, bills of lading, foreign exchange receipt vouchers, and storage contracts. The filing documents shall be retained for more than 10 years for tax department verification.

In case of tax verification inquiry, all filing documents shall be submitted within 15 working days, otherwise the tax rebate will be suspended, the already refunded tax will be recovered, and a fine of less than 1 times the tax amount will be imposed at the same time. In 2026, the tax department has realized data networking with customs and the State Administration of Foreign Exchange, the four-stream comparison is fully automated, the declaration accuracy rate can reach more than 98%, and the verification inquiry rate has dropped to less than 5%.

The tax rebate mode for bonded zone entrepot trade can help enterprises optimize the supply chain structure, adjusting the original mode of "overseas procurement - overseas transshipment - overseas sales" to "overseas procurement - bonded zone transshipment - overseas sales", which allows enterprises to enjoy the tax rebate policy while reducing transshipment costs by about 30%. It is recommended that enterprises calculate the tax rebate income according to the cargo transshipment route, destination country and cargo value.

Entrepot business with cargo value exceeding 100,000 US dollars will gain higher benefits from the bonded zone mode, while business with cargo value less than 20,000 US dollars has limited benefits after deducting operating costs, so the ordinary entrepot mode can be chosen. In 2026, bonded zones have realized linked transshipment with major domestic ports, and the transshipment time of goods from domestic ports to bonded zones does not exceed 1 working day, which will not affect the overall logistics schedule and can flexibly match different shipping schedules.
