I am engaged in the export of daily household products, and have been in this industry for only half a year. Last month, I shipped three full containers of goods to Germany. I heard from peers before that if the requirements are not met, not only can you not get the tax refund, but you will also be required to make up high taxes as if the sales were domestic.

I previously sent a batch of free samples to maintain customer relationship, which did not go through the formal customs declaration process and no foreign exchange was collected. There is also a small batch of orders under the market procurement mode.

Now I am completely confused about which of these orders can be declared for tax refund and which cannot. I am afraid that a casual declaration will trigger tax alerts and lead to document verification, so I specially come to ask what the current export tax refund conditions are in 2026, so that I can check all my orders one by one to avoid unnecessary large losses caused by pitfalls later.

The current core conditions for export tax refund in 2026 can be checked one by one from four dimensions, and all requirements must be met before the declaration can be submitted normally. The first dimension is the main body qualification requirement: you must have completed the import and export rights filing, gone through the export tax (exemption) refund filing registration,be a value-added tax general taxpayer, and the exported goods fall within the business scope specified on your business license.

The second dimension is the goods attribute requirement: for the exported goods corresponding to the customs declaration form, they must have completed the outbound customs declaration process and been actually sold to overseas customers after leaving the territory. Except for the approved goods flow transfer in special zones, domestic sales goods that have not actually left the territory cannot participate in tax refund. Free samples without foreign exchange collection and not declared under general trade are not covered by the tax refund policy. Goods exported under the market procurement mode are subject to the tax exemption policy, and the tax refund rules do not apply.

The third dimension is the document matching requirement: you need to prepare a full set of matching documents, including input VAT special invoices, electronic information of export goods customs declaration forms, overseas sales contracts, and logistics bills of lading,to ensure that the product name, specification and quantity are completely consistent. All documents shall be kept for inspection for no less than 5 years, and no information mismatch is allowed.

The fourth dimension is the foreign exchange collection compliance requirement: except for special circumstances deemed as foreign exchange collection, you need to complete full foreign exchange collection for the corresponding exported goods before the declaration deadline. The foreign exchange collection path must be transferred directly from the overseas customer's public account to your current account for foreign exchange, and no transfer through a third-party private account is allowed. If foreign exchange collection cannot be completed temporarily for individual orders, you can prepare relevant supporting materials in advance for deemed foreign exchange collection filing to avoid affecting the overall tax refund progress. You can first check all your orders one by one according to the above four dimensions. Orders that do not meet the requirements should not be mixed into the tax refund declaration sequence, and can be handled directly according to the tax exemption or taxation rules,so as to avoid subsequent abnormal document verification risks from the source.

The electronic information of the customs declaration form is the core comparison basis for tax refund review. Before submitting the tax refund declaration, you need to query the status of the corresponding customs declaration form on the International Trade Single Window first, confirm that the customs declaration has been cleared and the electronic information has been successfully synchronized to the tax authority's system.

Do not submit the declaration when the customs declaration is still in the status of uncleared or pending modification, otherwise the declaration will be directly rejected. If there is a slight difference between the product name on the customs declaration form and the name on the input invoice, do not force the declaration directly. Prioritize applying for deleting the original declaration and re-declaring to adjust the customs declaration information, and proceed with subsequent processes after the adjustment is completed.

In 2026, the data synchronization time limit for the national port integration customs clearance has been reduced to 3 working days, but in case of temporary maintenance of the port system, the maximum delay may be 7 working days. You can reserve sufficient buffer time to avoid missing the monthly declaration window. For customs declaration forms under the previous market procurement mode, the system will automatically mark the tax exemption label, which will not enter the tax refund review pool, and no additional modification operation is required.

The compliance of bill of lading information will directly affect the document verification pass rate of tax refund. The bill of lading you keep must show that the actual consignor is your company and the consignee is the corresponding overseas customer. The container number, seal number and shipment date on the bill of lading must be completely consistent with the corresponding information on the customs declaration form. Do not have the situation that the consignor on the bill of lading shows the name of the third-party freight forwarder, otherwise it will be judged as unclear ownership of goods, and the tax refund application will be directly rejected.

If it is a transit route, make sure that the whole logistics track is continuous and traceable, and avoid the problem that the bill of lading information after transshipment in the middle is disconnected from the original customs declaration information. You can require the freight forwarder to provide the full set of scanned original bills of lading within 3 working days after the goods leave the territory, and compare them with the customs declaration information one by one. If any information error is found, ask the freight forwarder to modify the bill of lading immediately. If the tax authority initiates document record verification later, you also need to provide the land transport documents from the factory to the port synchronously, to form a complete closed loop of goods flow.

You can carry out compliance optimization in combination with the latest 2026 cross-border tax rules. If you have large-volume export orders to the European Union in the future, you can apply for the VAT deferral policy, which means you do not need to pay import VAT on the spot when the goods are imported into the EU, and you can declare for deduction in the subsequent sales link, which can greatly reduce the cash flow occupation cost. Please note that the input invoice corresponding to export tax refund cannot be used to deduct the output tax of domestic sales.

If you have both domestic sales business and export business, you need to separately account for the input tax of exported goods, to avoid the mixed use of input tax. The retained earnings corresponding to export tax refund do not need to be included in the taxable income category of the enterprise income tax final settlement, and can be accounted separately for subsequent business re-investment. At the same time, please note that the pricing of cross-border related party transactions shall comply with the arm's length principle, and the pricing shall not deviate significantly from the fair market price, which will trigger anti-avoidance verification.

The compliance verification of the foreign exchange collection link has been fully connected with the tax refund review now. You can make a declaration in the Goods Trade Foreign Exchange Supervision System immediately after completing the foreign exchange collection, to ensure that the foreign exchange collection data is synchronized to the tax authority's verification system.

If the overseas customer entrusts a third party to pay for the goods, do not collect the foreign exchange directly. Ask the customer to provide the formal payment authorization document, affix the official seals of both parties and keep it for inspection. When declaring for tax refund later, submit this document synchronously, then you can pass the verification normally.

You can prioritize using the CIPS cross-border RMB payment path to collect foreign exchange, which has faster arrival time and higher SWIFT message verification matching degree, and can greatly reduce the probability of abnormal foreign exchange collection data. For small-batch sample orders with a customs declaration value less than 5000 US dollars, you can go through the tax exemption declaration channel, no foreign exchange collection voucher is required, and it will not occupy your tax refund declaration quota.

The overseas sales contract you sign shall clearly indicate the main body information of both parties to the transaction, goods details, transaction amount and trade terms. Do not have the situation that the contract main body is inconsistent with the foreign exchange collection main body and the customs declaration main body. All contracts shall be affixed with the official seals of both parties before being archived for future reference.

During the subsequent document verification by the tax authority, you will be required to provide this core transaction voucher first. If the deferred T/T payment mode is agreed with the overseas customer, the latest payment time shall be clearly specified in the contract to avoid overdue foreign exchange collection.

If the customer defaults on the payment later, you can apply for export credit insurance compensation with the trade contract, and the corresponding compensation payment can be deemed as foreign exchange collection, which will not affect your right to claim tax refund. If there are export goods related to intellectual property rights later, you shall complete the IPR customs protection filing in advance, to avoid the goods being detained at the port, which will result in failure to leave the territory normally and affect the tax refund qualification.

If your exported goods encounter on-site customs inspection at the port, you shall cooperate with the customs officers to complete the inspection process, and wait for the goods to leave the territory after obtaining the normal inspection release notice. Do not have the situation that the goods are detained during the inspection process and then directly returned. Returned goods do not meet the basic conditions for tax refund.

If the tax refund has been declared, you shall process it with negative offset. You can prepare the packing list and specification parameters of the corresponding batch of goods in advance. When you encounter unpacking inspection, you can quickly check the goods information with the customs officers to improve the inspection and release efficiency.

If the goods need to be sent for composition identification after inspection, you shall follow up the issuance progress of the test report in time. Only after obtaining the qualified identification report can the customs clearance and release be completed, to avoid the customs declaration form clearance time being delayed due to the too long identification time, and missing the monthly tax refund declaration window.

If your exported household products involve categories with batteries or liquids, you shall prepare a compliant MSDS report in advance, confirm that the goods do not belong to the category of Class 9 hazardous chemicals, and declare for export as ordinary goods. Do not have the situation that the product name does not match the actual attribute, otherwise the goods will be detained and cannot leave the territory normally, which will directly affect the tax refund qualification.

The packaging you choose shall meet the entry packaging requirements of the destination country, and the wooden pallets shall be affixed with the formal IPPC mark, to avoid the goods being required to be returned by the destination customs after arrival. If the goods that have already left the territory are returned, you shall go through the return customs declaration procedures at the customs in time, and the corresponding batch of goods can no longer participate in the tax refund declaration.

The packaging test report you keep shall be bound and archived with the corresponding batch of export orders. If the tax authority verifies the goods category attribute later, you can directly provide the report as supporting evidence to improve the verification pass rate.

Before submitting the tax refund declaration, you shall conduct a pre-declaration verification first. The system will automatically identify the risk points of information mismatch. Process all warning messages before submitting the formal declaration, to ensure that four flows are completely consistent, that is, the goods flow, capital flow, invoice flow and contract flow are all matched.

If you receive the document verification notice from the tax authority, you shall submit the full set of filed documents within the specified time limit. Do not fail to submit within the time limit, otherwise your tax refund qualification will be suspended. In 2026, the maximum review time limit for the first tax refund of newly established export enterprises shall not exceed 10 working days.

You can submit the first declaration after all documents are collected, and do not rush to declare to cause missing documents. After the declared tax refund is received, you shall keep the corresponding bank slip, include it into the document filing system, and it can be retrieved and verified at any time during the 3-year random inspection period.
