I am a small and medium-sized foreign trade merchant dealing in cross-border home goods, who has been engaged in general trade export for five years. Last year, I noticed the tariff difference advantage in entrepot trade from Southeast Asia to the EU, and some peers around me made a lot of money from this, so I plan to test and layout this business this year.
But recently, I asked several friends in this field, some said that after 2024, customs and foreign exchange supervision have been upgraded, and goods are very likely to be detained and confiscated; others said that now the cumulative rules of origin of RCEP have been implemented, and there are more bonus spaces instead. The statements are completely different, and I am not sure what to do.
A freight forwarder contacted me before and said they could provide full-service operation, but charge a service fee of 3% of the goods value. I am afraid of paying money and still stepping into pitfalls, so I want to ask whether entrepot trade is easy to do in 2026, what are the key points for beginners to note, and whether it will lead to both loss of money and goods.

Many beginners in entrepot trade most easily fall into the misconception of believing the promises of "full container and customs clearance" and "full-service operation",directly handing over all cargo rights and documents to third parties for operation, without doing any verification by themselves, only waiting for the final profit sharing. This approach essentially hands over all initiative of risk control, and is a hotbed of industry losses and violations.
The chain negative reactions of this operation are very clear: if the third party for cost reduction forges the certificate of origin,or the cargo right endorsement process is not compliant, the compliance inspection of transit port and destination country customs will be triggered at the first time. At the worst, high demurrage and container detention fees will be generated, even exceeding the value of goods,at the worst, goods will be directly confiscated, and violation records will be left, affecting all subsequent import and export businesses. Domestically, because the logic of foreign exchange revenue and expenditure is not compliant, the offshore account will be frozen, resulting in funds that cannot be withdrawn.
The core means of physical risk isolation is self-hold of cargo right and self-audit of documents. No matter how favorable the cooperation conditions given by the third party are,you must retain your control over the cargo right. The bill of lading header shall reserve the offshore account header you specify,do not make blank endorsement, retain all original certificates of origin, packing lists and invoices, and submit them to official institutions for verification of authenticity in advance.
Exclusive stop-loss tip: before operation, you must reserve the re-porting authority of goods in advance, clearly add the abnormal re-porting clause in the transportation contract with the logistics party. Once the compliance alert is issued from the transit port, arrange re-porting and cargo transfer as soon as possible to minimize the probability of full loss. Beginners should not touch large orders beyond their risk tolerance.

The core of price verification in entrepot trade focuses on the authenticity of transit cargo right transfer. Customs will verify the warehouse receipt records and cargo right transfer agreement of the transit port.
If real and valid transit storage vouchers cannot be provided, it will be judged as false entrepot trade, which will trigger the customs clearance system alert, resulting in customs declaration on hold. Need to retain in advance the warehousing order, storage fee payment voucher, and written cargo right transfer agreement of the transit port.
The time logic of all documents must correspond, ensuring the traceability of the cargo right transfer trajectory. If price verification disputes arise, supplement the communication records of transit transactions as soon as possible, cooperate with customs to complete verification, and avoid additional costs from deleting and re-declaring.

When selecting transit schemes for entrepot trade, priority should be given to ports with public bonded warehouses. During transit storage, cargo rights can be clearly split, and re-porting can be arranged flexibly. The endorsement scope of bill of lading transfer shall be clear, do not make blank endorsement, which will lead to any subject holding the bill of lading can extract goods, with extremely high cargo right risk.
If the transit port has overcrowding and container rejection, confirm the undertaker of re-porting fee as soon as possible, agree with the shipping company on the longest free storage period in advance, avoid container detention fees increasing the overall operation cost. Cargo right transfer shall be registered in the bonded warehouse, leaving official verifiable records.

To make profits using tariff differences in entrepot trade, declare profits in compliance, and pay VAT in the transit country in accordance with local requirements. If involving the EU market, VAT deferral policy can be used to delay the payment of VAT, optimizing capital occupation cost.
The pricing of cross-border related transactions shall comply with the arm's length principle, avoid being identified as tax base erosion, and trigger joint inspection by bilateral tax authorities. The withholding tax of non-resident enterprises shall be calculated in advance in accordance with the bilateral tax agreement, and tax preference filing shall be completed to reduce the overall tax cost.

The foreign exchange revenue and expenditure of entrepot trade shall correspond to the real cargo right transfer trajectory. The compliance inspection of foreign exchange focuses on the consistency of three streams, namely the correspondence of cargo flow, capital flow and contract flow.
At present, cross-border entrepot trade in RMB can be settled through CIPS system, with higher settlement efficiency and smaller exchange rate fluctuation. The offshore account shall retain complete foreign exchange revenue and expenditure slips and SWIFT messages, do not split funds to transfer through multiple accounts, avoid being identified as split settlement, and trigger account freezing.

The entrepot trade contract shall clearly specify the time node of cargo right transfer. The letter of credit shall check whether there are soft clauses such as "payment is required after the third party confirms the cargo right", which will lead to collusion between the buyer and the third party and refusal to pay.
If a delivery guarantee is required, clearly specify the effective scope and validity period of the guarantee, do not issue an unlimited joint and several liability guarantee. Intellectual property rights shall be filed with customs in the transit country and destination country in advance to avoid goods being identified as infringing and detained.

When inspecting transit ports in entrepot trade, check the authenticity of container seals in advance. If the seal number does not match the bill of lading record, contact the shipping company immediately to confirm, and avoid goods being swapped. Before machine inspection, sort out the corresponding list of goods names and specifications, ensure consistency with the declaration content.
If container unpacking inspection is needed, arrange a local language communicator to be present to cooperate with customs to check goods information. If sample inspection is needed, follow the identification process and supplement relevant supporting documents in time to avoid goods being detained in the port for a long time.

Entrepot trade shall select appropriate trade terms according to the node of cargo right transfer. If cargo right is transferred at the transit port, select FOB transit port terms, clarify the responsibility division of both parties.
Cost accounting shall include transit storage fees, re-porting fees, compliance service fees in advance, not only calculate tariff difference profits. A dynamic inventory linkage model can be built to adjust the number of transit inventory according to the demand fluctuation of the destination country, avoid capital occupation from overstock, and optimize the turnover efficiency of the overall supply chain.
