I am an export factory based in Foshan, specializing in broken-bridge aluminum, UPVC, and solid wood doors and windows, with nearly 7 years of foreign trade experience. Previously, I always entrusted a third-party agent to handle the entire export process.

This year, I just obtained the independent import and export right and plan to operate on my own. Last month, I shipped 2 containers of custom-made broken-bridge aluminum doors and windows to Germany. I consulted my former agent about the tax refund, and they said it was eligible for refund but would charge a 3.5% service fee.

They also warned that if I declare it myself, I would easily fail to get the refund due to incorrect classification or incomplete documents, and might even face fines. Now I want to clarify whether exported doors and windows can apply for export tax refund in 2026, whether the tax refund rates differ for doors and windows of different materials, whether custom non-standard doors and windows are eligible for tax refund, and what requirements I need to meet to avoid problems if I handle it myself?

All eligible exported doors and windows can apply for tax refund in 2026. Currently, the tax refund rates corresponding to HS codes for doors and windows of different materials range from 9% to 13%. The traditional agency model charges an additional 3%-5% service fee, which directly takes away nearly one-third of the tax refund proceeds. Some agents also occupy the tax refund funds for 1-3 months, further increasing the enterprise's capital costs.

There are three core access thresholds for handling tax refunds independently. First, ensure accurate product classification: broken-bridge aluminum doors and windows are uniformly classified under HS code 76101000,solid wood doors and windows under 44182000,and UPVC doors and windows under 39252000. The corresponding tax refund rates are 13%,9%,and 11% respectively. Incorrect classification will directly lead to the rejection of the tax refund application, and in severe cases, trigger tax warnings.

Second, meet the requirement of consistency of four flows: the commodity name, quantity, and amount on the customs declaration form,VAT special invoice, purchase and sales contract, and foreign exchange receipt must match completely. Custom non-standard doors and windows need to have custom parameters marked in the remarks column of the invoice to avoid being unable to provide corresponding supporting materials during tax verification.

Finally,it is recommended to conduct a pre-declaration of tax refund 7 working days in advance to verify the logical consistency of documents, and then submit the formal declaration after no abnormalities are found. Enterprises qualified as Category I or II export enterprises can receive the tax refund within 3 working days. Based on the calculation of a door and window factory with an annual export volume of 10 million RMB,handling tax refunds independently can save 300,000-500,000 RMB in agency service fees per year, and improve capital turnover rate by more than 40%. If there is any doubt about classification, you can apply to the customs for pre-classification in advance to avoid subsequent losses.

When declaring exported doors and windows for customs clearance, you must strictly declare according to the HS code corresponding to the material and purpose. If broken-bridge aluminum doors and windows are equipped with hardware accessories, they must be classified together, and the hardware cannot be declared separately. When the customs evaluates the price, it will refer to the average quotation of exported doors and windows of the same category in the same period.

If the declared price deviates by more than 10% above or below the range, it will trigger price verification queries. You need to provide raw material purchase vouchers and production cost accounting sheets to prove the reasonableness of the price, so as to avoid being required to increase the dutiable price and increase tariff costs. If you need to cancel the declaration and re-declare due to declaration errors, you must submit the application before the goods are cleared. Modifications after clearance will affect the timeliness of tax refund declaration.

For the transportation of exported doors and windows, it is recommended to choose direct routes first. Transit routes may easily cause deformation of doors and windows due to loading and unloading collisions, which will affect cargo inspection.

When booking space, you can apply for a 14-day free storage period + 7-day free container period to avoid demurrage and detention charges at the destination port. Some ports in the EU require advance application for special loading and unloading equipment for over-length doors and windows.

Failure to declare in advance will result in additional handling fees. The commodity name on the bill of lading must be completely consistent with that on the customs declaration form and VAT invoice. Vague general terms such as "building materials" cannot be used, otherwise it will affect the verification of tax refund documents.

If doors and windows exported to the EU have a subsequent sales chain locally, you can apply for EU VAT deferment, which means you do not need to pay VAT at the import link, reducing capital occupation. When declaring tax refund domestically, if some raw materials of the door and window products come from the bonded zone, you need to provide the filing list of goods leaving the bonded zone, and the corresponding input tax cannot be deducted repeatedly.

For doors and windows exported via cross-border e-commerce mode, you can apply for tax refund based on verified collection without providing VAT special invoices, which simplifies the declaration process while enjoying the same tax refund rate.

Foreign exchange collection for exported doors and windows must be completed before the deadline for tax refund declaration. The deviation between the collected amount and the declared amount cannot exceed 5%. For the excess part, you need to provide corresponding premium explanations, such as vouchers for custom service fees, logistics surcharges, etc. If CIPS RMB settlement is used, the customs declaration number must be marked on the foreign exchange receipt to facilitate tax verification.

If overseas customers deduct payments, you need to provide a signed and sealed deduction agreement from both parties. The corresponding amount can be regarded as normal foreign exchange collection and will not affect the tax refund declaration.

The export contract for doors and windows must clearly specify the commodity name, material, and parameters to avoid customs detention due to vague commodity descriptions. For custom doors and windows, parameter drawings must be attached to the contract as supporting materials for subsequent tax verification. When settling via letter of credit, pay attention to soft clauses.

Avoid clauses such as "payment can only be made after the buyer issues a qualified inspection certificate", which may lead to failure to collect foreign exchange on time and affect the tax refund. In terms of intellectual property rights, if the doors and windows carry the brand designated by the customer, you must obtain the brand authorization letter in advance to avoid detention.

During the inspection of exported doors and windows, attach material labels and parameter tags in prominent positions in advance to facilitate customs verification. Solid wood doors and windows need to be fumigated in advance and marked with IPPC. Those without the mark will be required to be returned. When conducting container inspection, avoid colliding with the glass parts.

If damage occurs, take photos on site as evidence, and you can apply for cancellation of part of the goods declaration later. The material identification report submitted for inspection must be collected within 15 working days. Exceeding the time limit will affect customs clearance and tax refund progress.

The packaging of exported doors and windows must be reinforced with moisture-proof pearl cotton + solid wood frame, and anti-collision corners must be installed at the edges to avoid deformation during transportation. The glass parts must be pasted with explosion-proof film. If wooden cases are used for packaging, a fumigation certificate must be provided to meet the wooden packaging requirements of the destination country.

For over-length custom doors and windows, lifting points must be marked on the outside of the packaging to avoid damage during loading and unloading. The commodity name, material, and quantity must be clearly marked on the shipping mark, consistent with the customs declaration form, to facilitate on-site inspection and verification.

The tax refund declaration for exported doors and windows must be completed within the VAT declaration period in April of the year following the export of the goods. If not declared within the time limit, it will be treated as tax-free and no tax refund can be enjoyed. For document filing, you need to retain the customs declaration form, VAT special invoice, purchase and sales contract, transportation documents, and foreign exchange receipt for a period of 5 years.

All filed materials must be submitted within 10 working days during tax verification. If there is any abnormality in the input invoice, contact the supplier in advance to provide the corresponding tax payment certificate to avoid being judged as issuing fake invoices, which may trigger tax refund recovery and penalties.
