I registered my foreign trade company earlier this year, focusing on home goods export. My first order worth 300,000 USD was shipped from Shanghai Port last week, and I have received full payment from the overseas client. I previously checked that the export tax refund rate for this type of commodity is 13%, which translates to a refund of over 300,000 RMB. But I have no knowledge of how export tax refund works at all.

The part-time accountant I hired before has never handled any tax refund related business. I am afraid that filling in the declaration incorrectly on my own will trigger tax verification correspondence, leading to a half-year delay of the refund, or even additional cost losses. I have been too anxious to sleep well recently, and I want to know the complete operation steps as well as all forbidden pitfalls that must be avoided.

Sort out all complete pre-required documents first, including four core types of documents: special VAT invoice for input, export tax refund copy of customs declaration form, foreign exchange collection receipt, and export contract. Verify that the three dimensions of goods name, quantity and unit are completely consistent across all documents to avoid information mismatch alerts. In 2026,the Golden Tax System has realized automatic comparison of three systems covering customs declaration, foreign exchange and invoices. The initial verification will be completed within 24 hours after document information upload, and any missing or wrong upload will pop up a real-time prompt.

After completing document verification, log in to the export tax refund module of the Electronic Taxation Bureau to finish filing, upload the foreign trade operator registration form and customs declarant unit registration certificate. After the filing is completed, submit the pre-declaration,the system will automatically prompt for missing information items. After supplementing all missing items, submit the formal declaration. The verification by the state treasury will start as fast as 3 working days after the formal declaration is submitted.

If a declaration error occurs, export the verification report immediately to locate whether the problem is unsynchronized invoice information or delayed customs declaration data transmission. For invoice information issues, directly contact the supplier to upload the tax refund identifier of the input invoice. For delayed customs declaration data, contact the port data center for manual synchronization, there is no need to delete the original declaration and resubmit.

Within 15 working days after the declaration is completed, bind all full sets of documents in order for future reference, the retention period is no less than 5 years. As long as the full-link document logic forms a closed loop, unnecessary verification correspondence will not be triggered, and the tax refund can be credited to the enterprise's public account as fast as within one week.

Three fields on the customs declaration form, namely export date, trade term and commodity HS code, are core elements for tax refund comparison. Wrong classification of commodity HS code will directly trigger abnormal application of tax refund rate. If the commodity HS code you declared previously does not match the tax refund rate in the tax system database, do not modify the customs declaration form directly.

First apply for advance ruling at the Customs Classification Center, obtain the compliance classification opinion document and submit it to the tax authority, then make declaration adjustments directly. Cross-customs area customs declaration data under the integrated customs clearance mode has now been automatically synchronized to the tax refund system, no manual submission of paper customs declaration forms is required.

Before declaration, you can download the customs declaration tax refund dedicated data from the Single Window and import it directly to the Electronic Taxation Bureau to avoid field errors and omissions caused by manual entry. If the system returns a notice that the customs declaration information does not exist, first check whether the export date falls within the declaration window period. The 2026 tax refund declaration deadline has been extended to the end of the VAT declaration period of April in the next year, you can apply for extended declaration if you fail to submit before the deadline.

The consignee and notify party information on the bill of lading shall be consistent with the overseas buyer information specified in the export contract. Do not endorse the bill of lading to any third party arbitrarily, otherwise the inconsistency between goods ownership flow and foreign exchange receiving entity will occur, which affects the tax refund verification.

If port change or return of goods occurs after shipment, obtain the official port change / goods return certificate issued by the shipping company immediately, and update the corresponding status of the customs declaration form synchronously, to avoid the system marking that the goods have not actually departed from the territory. When applying for telex release of bill of lading, do not check any special marks arbitrarily.

Keep the full copy of bill of lading in the subsequent filing documents, which displays complete information including port of loading, port of destination and voyage number, rather than a simplified version that only contains basic goods value and container number. You can apply to the shipping company in advance to extend the free storage period at the destination port to 21 days, to avoid the customer abandoning the goods due to port detention, which leads to failure of foreign exchange collection and subsequent impact on tax refund.

You can apply for the VAT deferral policy, which allows you to defer the import link VAT to the sales link for payment, significantly reducing the capital occupation cost in cross-border procurement. If cross-border related party transactions are involved, the pricing shall comply with the arm's length principle.

The part of transaction pricing that deviates more than 10% from the fair market value will be subject to tax adjustment by the tax authority, which directly affects the tax refund qualification verification. For service-related fees obtained by non-resident enterprises from domestic entities, the withholding income tax shall be withheld and paid according to regulations.

The corresponding tax payment certificate can be used as an input deduction voucher and included in the tax refund accounting system. Conduct tax risk isolation, calculate tax refund declaration data of different business lines separately, to avoid the abnormality of a single business line affecting the tax refund progress of the whole enterprise.

The remarks in the foreign exchange collection SWIFT message shall correspond to the order number of the export contract as much as possible. Do not mark ambiguous remarks such as "mutual payment" or "loan" arbitrarily, otherwise the SWIFT message verification link will directly mark the nature of the foreign exchange collection as suspicious.

If you use the CIPS cross-border RMB payment system to collect payment, keep the complete payment voucher. The system will automatically synchronize the foreign exchange collection data to the State Administration of Foreign Exchange, no manual submission of paper declaration is required.

For funds received through offshore accounts, do the reconciliation work for corresponding orders, make sure every payment received can be matched to the corresponding export customs declaration form. When settling foreign exchange subsequently, you can choose to settle foreign exchange in batches at relatively high exchange rate points to lower the overall foreign exchange settlement cost.

Add supplementary backstop clauses concerning goods return and rejection in the export contract, clarifying the division of rights and liabilities in case the customer rejects the goods, to avoid the situation of shipped goods without collected payment affecting tax refund. Do not add soft clauses such as "customer inspection certificate as the only document for negotiation" in the letter of credit terms, to avoid malicious delayed payment by the customer leading to overdue foreign exchange collection.

Complete the IPR customs protection filing in advance, to avoid export goods being detained overseas leading to goods return. If this situation occurs, process the declared export tax refund for return in a timely manner, and do not hide the abnormal goods flow information.

If on-site customs inspection occurs when the goods are shipped, cooperate with the customs officers to provide product parameters and quantity certificates that are completely consistent with the declared information. Do not allow the actual goods to be inconsistent with the declared product name.

The inspection record obtained after the inspection shall be kept as a filing document, which can be directly submitted as supporting material to prove the goods are actually exported when the tax authority sends a verification letter. During the X-ray machine inspection, ensure that the weight error of all goods and the declared net weight is controlled within 3%.

If the error exceeds the threshold, manual container unpacking inspection will be triggered, which generates extra inspection cost and time cost. Keep the electronic version of the inspection and appraisal report, which can be directly submitted to the tax authority for verification in case of subsequent classification disputes.

The four-party consistency verification requires complete information matching in four dimensions: goods flow, capital flow, invoice flow and contract flow. Conduct cross verification before each tax refund declaration, to avoid information mismatch.

After the tax authority launches the verification correspondence, submit the full set of document supporting materials within 3 working days, do not delay the reply time, otherwise the tax refund qualification will be suspended. Make remarks for cross-month declared tax refund data, clearly mark the export date of the corresponding customs declaration form.

Troubleshoot and resolve all doubts arising from pre-declaration verification one by one before submitting the formal declaration, do not force submission with unresolved doubts. For orders that fail to collect foreign exchange beyond the specified period, file for tax exemption declaration within the specified time limit, do not treat them as domestic sales subject to VAT, to reduce unnecessary losses.
