Reliable sourcing and import agency services.
I am the procurement head of a cross-border e-commerce enterprise established earlier this year, whose main business is online retail of mid-to-high-end maternal and infant products and small household appliances in East China. During our first attempt to import a batch of baby food processors from the Netherlands, we engaged a small agency for the operation.
Due to inconsistent documents, the goods were detained at Yangshan Port for 12 days, resulting in nearly RMB 30,000 of port demurrage and container detention fees. In the end, the goods were almost detained on the ground of untruthful declaration, and we spent a large extra sum of money to solve the problem.
Now we have 8 batches of imported goods from Europe and Japan to enter China in the second half of the year, and we are looking for a formal import agency service provider for long-term cooperation. We want to know what the whole process of import agency for products looks like now, what materials we need to cooperate to provide, and how to avoid the problems such as port demurrage and extra fees we encountered before?

The whole process of import agency is divided into three stages: pre-connection,customs clearance operation and subsequent closing, and all risk points in all links can be avoided in advance through pre-arranged actions. First of all,in the pre-connection stage, you need to synchronize all original documents provided by overseas suppliers to the agency 3 to 5 working days in advance, including packing list, commercial invoice, contract, certificate of origin, product test report, etc. The product name, specification and quantity on all documents must be completely consistent, with an error not exceeding 0.5%. For special products involving 3C certification or food categories, access qualification verification shall be carried out in advance. For products without access qualification, make up relevant certificates or adjust the declaration scheme in advance.
Next is the core node connection stage. 72 hours before the goods arrive at the port, the agency will complete the pre-inspection pre-review form in advance, and finish customs declaration and tax payment within 24 hours after the goods arrive at the port. The standard cycle for general goods from port arrival to pick-up is 3 to 5 working days. If inspection is arranged, the agency will synchronize the inspection requirements to you immediately, and you need to cooperate to provide materials such as physical photos of the products and technical parameter descriptions,so as to avoid prolonging the inspection cycle due to missing materials.
Finally,it is the stage of abnormal contingency plan and compliance implementation. Formal agencies will issue a clear fee list before cooperation, and mark the trigger conditions of all possible extra fees in advance, with no hidden fees. All losses of port demurrage and cargo detention caused by operational errors of the agency shall be fully borne by the agency. Within 30 days after the goods are picked up,the agency will synchronize all documents including customs declaration form and tax receipt to you for subsequent operations such as tax deduction and inventory posting,to ensure that the whole process is compliant and traceable.

Before declaration, cross-verification shall be conducted for the logical consistency of all documents. The issuance date of the certificate of origin shall not be later than the departure date of the bill of lading. The trade term on the invoice shall completely match the trade term declared on the customs declaration form.
The test report of inspection-related products must be issued by a CNAS-accredited institution, within the specified validity period. In case of price verification query from customs, provide the foreign exchange payment voucher, supplier's pricing statement, and recent customs declaration forms of same-brand imported products as supporting materials immediately, to avoid extra taxes caused by customs valuation. If there is a declaration error, submit a modification application actively before customs release, to avoid administrative penalty determined as untruthful declaration.

Before booking space, confirm the space occupancy rate of the shipping route with the agency in advance. Give priority to direct routes, and confirm the free storage period policy of the transit port for transit routes in advance, to avoid extra fees caused by port demurrage at the transit port. 7 days of free storage period and 14 days of free container period can be applied for in advance before the goods arrive at the port.
If it is estimated that customs clearance delay may occur after arrival, apply for extension of free storage and free container period 3 days in advance, and the maximum can be 14 days of free storage and 21 days of free container. When picking up the container, give priority to the yard closest to the warehouse to pick up the container, so as to avoid the drayage cost exceeding the budget.

When carrying out import customs declaration, you can apply for the VAT deferral policy, which means you do not need to pay import value-added tax directly at the customs clearance link, and only need to make unified accounting and deduction in the quarterly tax declaration, which can greatly save the cash flow occupation at the import link.
If the goods are for cross-border e-commerce retail import, you can apply for the preferential tax policy for cross-border e-commerce retail import, with 0% tariff rate, and 70% of the import value-added tax and consumption tax levied. It should be noted that the goods under VAT deferral must be registered for flow direction under the compliant regulatory ledger, and shall not be sold to unrecorded entities without authorization, to avoid being identified as tax evasion.

In the foreign exchange payment link, the consignee and consignor on the customs declaration form shall be used as the entity to make foreign payment. The error between the payment amount and the declared value on the customs declaration form shall not exceed 5%.
If it is advance payment, the customs declaration of imported goods shall be completed within 90 days after payment, and deferred filing shall be made on the Digital Foreign Exchange Administration Platform of the State Administration of Foreign Exchange in advance if it exceeds 90 days. When settling foreign exchange, you can choose forward foreign exchange settlement tools to lock the exchange rate, so as to avoid cost rise caused by exchange rate fluctuation.
In 2026, the arrival time of CIPS payment has been shortened to less than 2 hours. Prioritize CIPS payment for currencies such as Euro and Japanese Yen, which can reduce the intermediary bank handling fees of SWIFT payment.

After receiving the inspection notice, check the inspection requirements immediately, confirm whether it is machine inspection or manual inspection. For products that need to be sent for laboratory test, prepare materials such as product technical specification and ingredient description in advance.
During manual unpacking inspection, try to keep the original package of goods intact. After customs sampling, ask for the sampling certificate, so as to avoid that the goods are damaged after sampling and cannot be sold normally.
If you have objection to the laboratory test result, submit a re-inspection application within 15 days after receiving the laboratory test report. The sample for re-inspection will be taken from the reserved spare sample, and no re-unpacking sampling will be conducted.

When signing the cooperation agreement with the agency, clarify the division of responsibilities of both parties, and write the time limit requirements of all operation nodes and default compensation standards into the contract clauses, so as to avoid that verbal commitments cannot be held accountable.
If involving letter of credit payment, review the soft clauses of the letter of credit in advance, to avoid the situation that documents that cannot be obtained are required to be provided for payment. For intellectual property related products, apply for customs intellectual property protection filing in advance, to avoid the goods being detained as infringing products during customs clearance and causing unnecessary losses.
