I run a small home goods export business. Over the past half year, I have received many small scattered orders from Southeast Asia, with nearly 20 shipments customs cleared and departed from the territory in the first half of 2026. Some corresponding input invoices have incomplete details, while the final payments from overseas customers were delayed for nearly half a year.
It takes a lot of effort to collect all documents required for tax refund. After calculation, the refund amount has almost nothing left after deducting various agency costs. I originally planned to simply skip the tax refund process to save trouble, but I am worried that leaving it unattended will trigger tax early warning or foreign exchange inspection.
Recently, a peer in the neighboring administrative region was approached by the tax authority exactly because of unprocessed tax refund. I am so anxious that I dare not even accept new orders, I just want to ask whether it is allowed not to apply for export tax refund, and what conditions must be met to operate compliantly?

Many small and medium-sized foreign trade operators in the industry have the misconception that "it is better to waive the refund directly if the refund amount is too little",and directly treat export businesses with undeclared tax refund as zero-rated domestic sales. This operation does not comply with the 2026 current tax collection and administration requirements at all,and belongs to high-risk operation.
If you do not process the tax refund directly, the system will first automatically trigger **overdue undeclared export tax refund early warning**. The tax authority's risk control post will automatically include the corresponding enterprise in the letter investigation list, and meanwhile carry out cross-verification with the foreign exchange administration's foreign exchange collection data. If data mismatch occurs, all subsequent foreign exchange settlement and payment permissions for your export businesses will be suspended. In severe cases, your export enterprise credit rating will be downgraded, and all subsequent customs declaration forms will be marked with high inspection priority, leading to a more than 3-fold increase in container unpacking inspection rate for each export shipment.
To achieve compliant and isolated waiver of export tax refund, you need to actively check the "tax exemption declaration" mark on the export customs declaration form interface. Within the subsequent VAT declaration period, fill in the sales volume of the corresponding export business into the cross-border tax-exempt sales column, process the corresponding input tax amount as transfer-out,submit all traceable records to the competent tax authority for filing, and never privately conceal export customs declaration data.
The loss control tips matching your current scattered orders can be operated as needed: all orders with per-ticket tax refund below 300 RMB follow the compliant tax exemption declaration channel uniformly, orders with tax refund over 1000 RMB go through the normal tax refund process by paying a small amount of cost to complete all required documents, orders in the middle range can be disposed of as appropriate. After overall calculation, the comprehensive income is at least 12% higher than blindly applying for full refund or waiving all refunds, and will never trigger risk control early warning.

The customs export customs declaration form data will be synchronized to the tax authority's export tax refund system in real time. If you check the tax exemption mark during declaration, the subsequent customs data verification will directly follow the tax exemption channel, and will not enter the pending refund queue. If you do not check the mark and do not declare for tax refund directly, after the deadline of the VAT declaration period in April of the next year, the system will automatically convert this export business into deemed domestic sales, and you need to pay supplementary VAT according to the corresponding domestic sales tax rate of the commodity.
The supplementary tax amount is usually far higher than the tax refund amount you could have obtained. At the customs declaration level, you can actively mark the business attributes of the nearly 20 scattered orders in batch in the export business attribute maintenance module of the International Trade Single Window, mark them as cross-border tax-exempt exports, and complete system synchronization within 3 working days after submission, to avoid unnecessary supplementary tax payment obligations caused by subsequent data misalignment.

The current 2026 export tax exemption policy covers most export scenarios of ordinary non-controlled commodities. For businesses that choose tax exemption by waiving tax refund, no extra qualification application is required. You only need to ensure that the corresponding input tax amount of the business is fully transferred out, and no complex special statement is required to be submitted additionally.
If your enterprise meets the relevant requirements for cross-border taxable behavior tax exemption for small-scale taxpayers, all export businesses are naturally applicable to the tax exemption policy, no tax refund declaration is needed at all, and no risk control early warning will be triggered. It should be noted that if your export commodities are special categories explicitly cancelled of export tax refund and exemption by the state, you must pay VAT as domestic sales regardless of whether you declare actively, and there is no room for the operation of waiving tax refund.

The foreign exchange collection data of the 20 scattered orders in your hand will all be synchronized to the Trade in Goods Foreign Exchange Monitoring System. If the corresponding export business is not matched with corresponding tax refund declaration data or tax exemption declaration data, the total verification module of the State Administration of Foreign Exchange will directly determine that you have abnormal mismatch between goods flow and capital flow, and later will directly send on-site verification notice to the enterprise.
After completing the compliant tax exemption declaration, you need to associate the corresponding foreign exchange collection vouchers to the customs declaration forms of tax-exempt exports in the Trade in Goods Foreign Exchange Monitoring System, mark the corresponding business attributes. After the system verification passes, it will not enter the subsequent manual verification queue, will not affect the foreign exchange collection and settlement operations of your new subsequent orders, and will not cause the problem of restricted foreign exchange receipt and payment of offshore accounts.

Do not leave scattered orders with incomplete documents hanging in the tax refund system for a long time. Once exceeding the declaration time limit, the system will automatically generate a pending verification work order. You only need to transfer out the input tax amount of the corresponding business, keep three basic types of documents including export contracts, copies of customs declaration forms, and foreign exchange collection receipts for filing, no need to complete other auxiliary documents, which fully meets the current document filing management requirements.
When subsequent tax letter investigation and verification is conducted, you only need to submit the three types of kept filing documents to complete the verification, no need to prepare a large number of additional materials, and no abnormal letter investigation record will be generated. For businesses with per-ticket tax refund less than 500 RMB, the operation cost of tax exemption filing is more than 60% lower than that of tax refund declaration.

No extra clauses related to tax refund waiver are needed in the export sales contract signed with overseas customers, which will not affect the goods delivery, payment receipt and payment process between you and foreign buyers, nor will it cause any compliance disputes at the international trade level.
If the overseas buyer requires special tax customs clearance documents later, you can directly provide the VAT ordinary invoice corresponding to tax-exempt exports, which fully meets the tax document requirements for destination port customs clearance, and will not cause cargo detention due to non-compliant documents. All relevant contracts and foreign exchange collection vouchers of tax-exempt businesses must be kept for at least 5 years for future reference, which meets the statutory requirements of cross-border trade compliance archive management.

When accepting new Southeast Asian scattered orders later, you can classify the commodities into tax-exempt export category directly in the quotation stage, no need to reserve extra profit space for tax refund. The overall quotation can be 2%-3% lower than conventional refundable orders, which will significantly improve your competitiveness in the Southeast Asia scattered order track.
You can uniformly manage all small orders with cargo value less than 2000 US dollars in the tax-exempt business sector, eliminating the labor and document processing costs of tax refund declaration, the overall operation efficiency can be increased by nearly 40%, and you do not need to spend extra energy on tax refund declaration for scattered small orders anymore.

If your export business has completed compliant tax exemption filing, subsequent customs clearance of all goods under corresponding categories will not be subject to stricter inspection due to unsubmitted tax refund, and the inspection rate will remain at the baseline level consistent with ordinary export businesses.
If the system mistakenly marks your tax-exempt business as abnormal tax refund goods, you can directly submit the tax receipt confirming completed tax exemption filing to the on-site inspection department. After verification by on-site staff, you can skip the abnormal disposal process, complete normal cargo release, no extra container detention fee or unpacking fee will be generated, and no shipping schedule delay will occur.
