I am a factory exporting small home furnishings, doing cross-border wholesale, shipping about 3-5 shipments per month, so the overall export volume is not large. Previously, our own finance staff handled the export tax refunds part-time. Recently, the finance staff left, and the new hires are unfamiliar with the refund rules, leading to several errors, so we plan to find a professional agency to handle the export tax refunds.

I asked several agencies; some charge a percentage based on the refund amount, while others charge per transaction, and I am unsure now. A friend previously encountered hidden charges when using an agency; after paying the base fee per transaction, they were charged extra for verification letter handling and document organization fees, costing a lot of extra money unnecessarily.

I want to ask, in the current 2026 industry, do agency export tax refunds all charge by transaction? If charging per transaction, what items are generally included? Which fee model is more cost-effective for a volume like mine?

Traditional fee models for agency export tax refunds are mainly divided into two categories: percentage commission based on the refund amount and per-transaction charging. There is no unified industry requirement to charge per transaction. Legitimate institutions match different fee models based on the customer's shipment volume and business complexity.

Many small and medium-sized foreign trade clients easily fall into common industry traps: many non-legitimate institutions advertise a low base fee per transaction to attract clients, but subsequently add extra fees for verification letter handling, document organization, and abnormal declarations. The accumulated total cost is far higher than the initial quote. Sometimes, extra charges exceed the budget, causing the refund process to stall. Some enterprises, fearing the hassle, just accept the charges and pay, which directly squeezes the profit margin of the export business.

For small and medium-sized clients with an annual shipment volume of 12-60 shipments, the per-transaction fee model is not recommended. These clients have multiple shipments per month, and the cumulative cost per transaction is generally higher than the commission model. They are also prone to encountering extra fee traps. For occasional export clients with no more than 12 shipments per year,per-transaction charging is actually more cost-effective. The fee per transaction is clear, and they will not pay extra simply because the refund amount increases.

Legitimate agencies will disclose all fee items in advance. We perform a dynamic cost-benefit analysis based on the client's annual shipment volume, value per shipment, and average refund amount. We recommend the most suitable fee model combined with the client's actual situation. All fee items are listed in advance and clearly marked in the contract, isolating the risk of hidden charges from the source. This ensures the entire refund process is compliant and controllable, helping enterprises stably receive their tax refunds.

The fee model for agency export tax refunds is directly related to document management requirements. If choosing per-transaction charging, you must confirm in advance whether the fee covers the costs of core refund links such as document filing, responding to verification letters, and pre-declaration verification. According to current tax supervision requirements, export tax refunds must ensure consistency across the four flows (goods, documents, capital, and information). Each transaction requires organizing corresponding customs declarations, purchase contracts, foreign exchange collection vouchers, and transport documents for filing.

If per-transaction charging does not include document organization services, you will need to organize them yourself later. Once an error occurs, it may trigger a tax verification letter, and in serious cases, cause the refund to be suspended or even denied. Before cooperation, all included service items must be listed in the contract, clarifying the service content corresponding to each fee to avoid subsequent disputes.

The tax costs corresponding to different fee models also differ. Per-transaction fees can be recorded as corporate service costs and deducted before income tax. Commission fees are calculated based on a percentage of the refund amount; essentially also service fees, they can also be deducted before tax.

However, if the refund amount fluctuates significantly, the commission fee will also fluctuate, which is not conducive to the enterprise's annual tax cost budgeting. Per-transaction fees are fixed, and the service cost for each transaction can be calculated in advance, making it easier for enterprises to conduct annual tax planning. For occasional businesses with high refund amounts, the overall tax cost of per-transaction charging is lower.

The agency export tax refund fee model is tied to cross-border foreign exchange collection compliance requirements. Per-transaction charging usually corresponds to settling service fees separately for each export business, which just matches the foreign exchange verification requirements for each export business. Service fees can be accounted for separately from the collection amount, without affecting the compliance check of foreign exchange payments and collections.

If it is an annual package fee, you need to confirm whether the fee corresponds to the compliance requirements of each transaction to avoid triggering foreign exchange compliance checks due to unclear fee accounting, which affects refund progress. Under the per-transaction charging model, the fees, foreign exchange collection, and tax refund of each transaction can correspond separately, which better meets current compliance supervision requirements.

When choosing the per-transaction charging model, the fee items, fee amounts, and subsequent service content must be clearly agreed upon in the contract. It must also be agreed whether the service fee for that transaction needs to be refunded if the refund fails due to operational errors by the agency, along with breach of contract clauses. Some institutions, after charging per transaction, only do basic declaration and are not responsible for handling abnormalities.

If a refund abnormality occurs, extra payment is required. Such clauses must be clarified in advance to avoid subsequent disputes where liability cannot be pursued. All fees and service content need to be implemented in a written contract to avoid legal risks caused by oral promises.

Agency export tax refund fees are directly related to the handling of customs declarations. Under the per-transaction charging model, you need to confirm whether the fee includes the costs of customs declaration information verification and handling of amendments or cancellations. If the customs declaration information is incorrect and requires amendment or cancellation and re-declaration, some per-transaction charging agencies will charge extra amendment fees, increasing costs.

Before cooperation, you need to confirm whether customs information adjustment for a single transaction is included in the per-transaction fee scope to avoid extra fees due to customs abnormalities. At the same time, you need to verify the commodity code, export amount, and product name information on the customs declaration in advance to reduce the possibility of amendments from the source and lower unnecessary cost expenditures.

The choice of fee model needs to be combined with the enterprise's overall supply chain planning. If the enterprise is in a business expansion period and future shipment volume will continue to grow, choosing per-transaction charging now will cause the total cost to rise rapidly as shipment volume increases later. It is better to agree on a tiered fee model with the agency in advance to reduce the cost per shipment as shipment volume increases.

If the enterprise's shipment volume is stable and the annual number of shipments does not fluctuate much, you can choose an annual package fee, which is lower than per-transaction charging. You need to select the appropriate fee model based on the enterprise's export plan for the next 1-2 years to optimize overall supply chain costs.

The agency export tax refund fee model is related to the organization of export logistics documents. Under the per-transaction charging model, you need to confirm whether the fee includes the verification and organization fees for ocean bills of lading and transport documents. Some export businesses may encounter situations such as port changes or bill of lading information modifications.

The modified bill of lading needs to be reorganized and archived for tax refunds. Some per-transaction charging agencies will charge extra document organization fees, increasing the overall cost. Before cooperation, you need to confirm whether logistics document adjustment and verification within the scope of a single transaction are included in the single transaction fee to avoid generating extra service fees due to adjustments in the logistics link, which affects cost accounting.
