I am a small and medium-sized export factory specializing in household daily necessities. We ship approximately 6-8 small commodity orders monthly via sea freight.

Since we do not have a dedicated import and export team, we entrust all shipping, booking, and customs declaration tasks to an export shipping agent. We now want to handle export tax refunds ourselves to supplement our cash flow, but we are confused about the compliance requirements for tax refunds in the shipping agent model.

We have heard from peers that entrusting agents can easily trigger verification letters due to incorrect documents, leading to delays of more than half a year in receiving tax refunds, or even being deemed non-compliant. We now want to figure out how to smoothly obtain export tax refunds in compliance with the export shipping agent model, what materials need to be prepared in advance, and what issues need attention.

First, conduct pre-document verification. You need to check the electronic information of the export cargo declaration form issued by the shipping agent in advance, confirm that the operating unit and shipping unit information on the declaration form is consistent with the actual tax refund entity, and that the name, quantity, and unit of measurement of the goods fully match the purchase invoice and export sales contract. Also, require the agent to provide a signed and sealed agency export agreement, which must clearly define the attribution of the tax refund entity to avoid ownership disputes.

Regarding the connection of core nodes, after the goods are declared and departed, supervise the agent to export the electronic data of the declaration form within 3 working days and synchronously transmit it to the tax refund handler. The purchase invoice must be checked and certified within 10 days after issuance to avoid information cross-delay. After collection of foreign exchange, timely organize the collection receipt, match the corresponding declaration form number for filing, and control the entire process to complete the collection of all documents 10 days before the tax refund declaration period.

Regarding anomaly response plans,if there is inconsistency in document information, contact the agent immediately to amend the documents, and re-synchronize the electronic information after the amendment is completed to avoid delays in declaration due to incorrect documents. If a tax verification letter is triggered, organize the agency agreement, declaration form, and logistics documents in advance to cooperate with the verification and explain the authenticity of the business.

In the final compliance implementation stage, complete the pre-declaration verification within the declaration period, confirm that all information is correctly matched before filing the formal declaration, and retain all documents for at least 5 years for filing,in compliance with the latest 2026 regulatory requirements for export tax refund document retention.

Export tax refund processing must strictly meet the verification requirements of four-stream consistency, meaning the goods flow, capital flow, invoice flow, and contract flow must fully match each other. When entrusting export shipping agents for operations, the agency export agreement must clearly define the rights and obligations of each entity in the four streams. All document filings must include the agency customs power of attorney, export cargo packing list, bill of lading, and purchase and sales contract. The name, specifications, and quantity of goods on all documents must be completely consistent.

If there is inter-month declaration, information verification must be completed in advance during the pre-declaration stage to avoid rejection due to system failure. Foreign exchange collection verification must be completed for the corresponding order before declaring tax refunds in accordance with the latest foreign exchange regulatory requirements to ensure compliance with tax refund conditions. If the order is deemed as foreign exchange collection, prepare corresponding supporting materials in advance for future verification.

For tax optimization of export tax refunds, combine with the latest cross-border tax policies in 2026 to reasonably arrange declaration nodes. If there are multiple batches of small and medium-sized orders, collect them monthly for unified declaration to reduce labor and time costs of declaration. If the export destination is an RCEP member country, verify the certificate of origin information.

If it meets the requirements, you can enjoy the corresponding tariff concessions of the importing country, and this will not affect the processing of export tax refunds, requiring no additional adjustments to the declaration process. It should be noted that the pricing of cross-border related-party transactions must comply with the arm's length principle to avoid being deemed as price anomalies affecting the tax refund review progress and increasing compliance risks.

In the foreign exchange receipt and payment process, ensure that the foreign exchange collection path matches the export tax refund entity. If the export shipping agent collects foreign exchange on behalf, a formal foreign collection agency agreement must be signed to clarify the time nodes and compliance requirements for fund transfers.

For orders using CIPS (Cross-Border Interbank Payment System) RMB cross-border payments, retain the corresponding payment message information to ensure that the foreign exchange collection information is verifiable and traceable. Foreign exchange settlement and account reconciliation must correspond to the specific export declaration form to avoid long-term outstanding accounts that cannot match the corresponding order, affecting the tax refund declaration process and leading to delays in tax refund disbursement.

For the declaration form information related to export tax refunds, confirm that the electronic information of the export tax refund copy of the declaration form has been synchronized to the State Taxation Administration system. If there is information delay, apply for re-issuance of the declaration form data and quickly push the information through the integrated customs clearance channel to avoid delays in tax refund declaration due to missing information.

If there are errors in the declaration form information, process deletion and re-declaration in time, re-issue the correct electronic information, and promptly cancel the incorrect declaration form to avoid remaining in the system and affecting the review logic of subsequent declarations.

When entrusting export shipping agents to handle export tax refund-related businesses, the agency agreement must clearly define the attribution of tax refund rights and interests, stipulate the time nodes for the agent to provide the documents required for tax refunds, and the liability for breach of contract for delays in tax refunds caused by incorrect documents, to avoid unclear rights and obligations in case of disputes. If the agent stores the documents on behalf, stipulate the document retention period to meet the tax authority's requirement of 5 years for future verification, to avoid affecting the tax refund qualification due to document loss and causing unnecessary compliance losses to the enterprise.

Optimize supply chain arrangements based on order scale and tax refund cycle, collect and declare export orders of the same cycle to improve capital turnover efficiency.

If under FOB terms the buyer is responsible for logistics, and the export shipping agent is only responsible for customs declaration and export, clarify the division of rights and obligations under the trade terms, ensure clear attribution of cargo ownership and tax refund rights and interests, and avoid affecting tax refund review due to ambiguity in trade terms. Adjust order declaration nodes based on the export tax rebate rate of different goods to maximize capital utilization benefits and reduce opportunity costs.
