I am a salesperson of a foreign trade company, mainly engaged in the export business of carbon steel flanges. Since the beginning of this year, the EU has imposed high anti-dumping duties on carbon steel flanges from China. Two batches of goods previously shipped directly to the EU were detained by customs.
Now I have two batches of flange orders totaling 120 tons, which are required by customers to be sent to the Netherlands and Belgium, and we are in urgent need of a compliant transshipment solution. I would like to know what are the common transshipment trade methods for flange products at present?
What are the operation processes, cost structures and compliance risks of different methods respectively? Is there any low-cost transshipment route suitable for small and medium-sized foreign trade enterprises like ours?

For the transshipment trade of flange products, the current mainstream compliant modes are divided into three categories, which can be analyzed one by one from practical operation nodes: The first is third-country transit transshipment, which is also the most commonly used mode. Its core is to transit through countries that have preferential tariff agreements with the EU,such as Malaysia and Thailand, and replace the certificate of origin. In the pre-link,it is necessary to focus on reviewing the factory qualification of the third country and the application authority for the certificate of origin,to ensure that documents are fully matched with cargo ownership, and avoid the risk of document fraud.
The second is the bonded zone transshipment mode, which is carried out relying on the comprehensive bonded zones of Shanghai Yangshan Port and Ningbo Zhoushan Port in China. Transshipment operations can be completed without actual departure from the country, which is suitable for near-ocean orders. The core nodes of this mode are cargo ownership registration in the bonded warehouse and transshipment trade declaration on the customs declaration form. It is necessary to complete the customs filing of transshipment trade in advance to avoid being misjudged as general export, and at the same time, you can enjoy the warehousing fee reduction and exemption policy of the bonded zone.
It should be specially noted that no matter which mode is selected,it is necessary to ensure that the logistics flow, document flow and capital flow are fully matched,so as to avoid the risk of related party transactions. In terms of emergency plans, for EU customs inspections,it is necessary to prepare the third-country packing list, inspection report,as well as the proof of no cargo ownership at the transit port in advance. If the goods are detained by customs, you can ask the local agent of the transit country to assist in customs clearance as soon as possible to avoid high container detention fees.
The last is the optimized transshipment route under the RCEP framework. In 2026,the coverage rate of tariff preferences among RCEP member states will be further improved. Transshipment through member states such as Australia and New Zealand can enjoy lower tariff costs, and the application process for certificates of origin is simplified at the same time, which is suitable for the long-term layout of bulk flange orders, and can reduce the overall tariff expenditure by 10%-15%.

In the customs declaration link of flange transshipment, it is necessary to focus on the price review standard of the transit port and the compliance of the certificate of origin. In 2026, the coverage rate of origin verification for transshipped goods by EU customs has increased to 85%. If the third-country certificate of origin is not filed with EU customs, the goods will be directly detained by customs.
The price review thresholds vary among different transit countries. Malaysian Customs accepts cargo value reports issued by third-party testing institutions, while Thai Customs requires the provision of a complete copy of the original procurement contract, and the deviation between the declared unit price and the actual cargo value shall not exceed 8%.
It is recommended to confirm the local rules with the cooperative customs broker at the transit port in advance, and prepare a full set of original documents at the same time. In case of price review disputes, you can appeal by submitting documents such as proof of cargo ownership transfer and transportation track, so as to avoid port demurrage charges.

The selection of logistics routes for flange transshipment needs to be adjusted in combination with the order destination and cargo volume. For near-ocean orders bound for the EU, priority is given to transshipment at the Port of Singapore, which has a 24-hour green channel for transshipment, the free storage period can be extended to 14 days, and it has signed space charter agreements for direct sailings to the EU with a number of shipping companies, which can effectively reduce the risk of space shortage.
If the cargo volume exceeds 200 tons, you can choose to transship at Port Klang, Malaysia, which has a special bulk cargo transshipment zone and can provide temporary reinforcement services for flanges to avoid cargo damage during transportation. In addition, the "Transit Cargo Ownership Tracking System" launched in 2026 allows real-time viewing of the status of goods in the port. It is recommended to bind to this system to grasp the cargo dynamics in time and avoid operation errors caused by information lag.

Tax planning for flange transshipment needs to focus on VAT deferral and related party transaction risks. In 2026, the EU implemented new VAT deferral rules. Transshipped goods can apply for VAT deferral in the destination country, without paying value-added tax in the transit country, but a complete proof of cargo ownership and transshipment contract are required.
It should be noted that if the transshipment trade involves related party transactions, pricing documents should be prepared in advance to meet the requirements of the BEPS Action Plan, so as to avoid being identified as profit shifting by the tax authorities. In addition, flange transshipment through RCEP member states can enjoy preferential tax agreements between member states, reducing the overall tax burden by 12%-18%, which is suitable for long-term cooperative customers.

The compliance of payment and receipt for flange transshipment must strictly follow cross-border settlement rules. In 2026, the coverage of the CIPS system was further expanded, and the fund receipt and payment of transshipment trade can be completed through cross-border RMB settlement, avoiding the risk of exchange rate fluctuations. It should be noted that the capital flow of transshipment trade must be fully matched with the logistics flow and document flow.
If there is a situation of third-party collection and payment, it is necessary to submit the proof of cargo ownership transfer to the bank in advance to avoid being identified as illegal foreign exchange settlement. In addition, if an offshore account is used for settlement, it is necessary to ensure that the account is included in the filing list of the State Administration of Foreign Exchange of China, so as to avoid fund freezing caused by account compliance issues.

A complete transshipment agreement and cargo ownership letter of guarantee shall be signed for flange transshipment trade. The transshipment agreement shall specify clauses including the ownership of goods in the transit country, document delivery time, and breach of contract liability.
It is recommended to include a force majeure clause as a fallback, stipulating the scope of exemption for situations such as EU customs inspection and transit port strikes. In addition, the transshipment provider shall be required to provide an irrevocable cargo ownership letter of guarantee to ensure the safety of goods during transit.
In case of cargo damage or cargo ownership disputes, claims can be filed against the transshipment provider through the letter of guarantee. For long-term cooperative transshipment business, an exclusive agreement can be signed to lock the service price and space resources of the transit port, so as to reduce operating costs.

For on-site inspection of flange transshipment, attention should be focused on the authenticity of seals and cargo labels. Customs inspection personnel at the transit port will mainly check the seal number and bill of lading information.
If the seal is damaged or the number does not match, the goods will be directly detained. It is recommended to use electronic seals with QR codes, which can check the opening time and location of the seal in real time through a mobile phone APP, so as to avoid the risk of forged seals.
In addition, flange products shall be pasted with clear material marks and quantity labels, so that inspection personnel can quickly check the cargo information. In case of abnormal machine inspection, the material test report shall be prepared in advance to cooperate with the inspection personnel for unpacking inspection, so as to shorten the inspection time.
