We are a company engaged in electronic product entrepot trade. Recently we have a batch of goods shipped from Shenzhen to Hong Kong, then re-exported to Germany. I heard before that Hong Kong as a free port does not require customs clearance, but the freight forwarder says clearance is needed this time, which confuses me. Our goods are of high value.

If problems occur in the customs clearance link, such as inconsistency between customs declaration form and bill of lading, or cargo detained during inspection, it will not only affect delivery schedule, but also may get our company blacklisted by customs. We would like to confirm whether customs clearance is really required for Hong Kong entrepot trade? What is the specific process? Are there any methods to avoid common pitfalls?

In actual operations of 2026,customs clearance procedures are **mandatory for Hong Kong entrepot trade**,but it is essentially different from customs clearance at ordinary ports. As an international free port,Hong Kong adopts a "transit supervision" model for "transshipment goods" (i.e. goods exported directly from mainland China to a third country/region via Hong Kong without processing and value-adding in Hong Kong),but **"customs clearance" does not equal "taxable customs clearance"**,which only requires three steps: "transit declaration - cargo right confirmation - seal verification".

**Key notes for core customs clearance nodes**: 1. Dual verification of Certificate of Origin (FORM F) and Entrepot Declaration: The Certificate of Origin issued in mainland China needs to be pre-verified by Hong Kong Customs to confirm that "the goods have not been processed in Hong Kong",the consignee information marked as SHIP TO on the entrepot declaration must be consistent with that on the bill of lading. In 2026,Hong Kong has fully connected to the mainland China Single Window, realizing "one-time declaration,step-by-step verification". 2. "Four flows in one" for cargo right transfer: including the mainland China export customs declaration form,Hong Kong transit warehouse goods receipt, endorsed bill of lading, and confirmation letter from the overseas final buyer. Missing of any document will trigger the "port of arrival detention warning".

**High-frequency risk points and countermeasures**: If there is a deviation between declared data and actual cargo volume during the transit in Hong Kong (e.g. weight is wrongly declared by 0.5 ton),the "second-level inspection" system launched by Hong Kong Customs in 2026 may directly tow the container to the inspection area. Under this circumstance, you need to **immediately activate the "green channel for manifest data correction"** (time requirement: complete within 12 hours of Hong Kong time),and provide "original container sealing photos + bill of lading remarks" to prove that the cargo ownership has not been transferred. 3. Logistics route design tips: If the total value of goods exceeds 500,000 USD,it is recommended to adopt "Hong Kong local warehouse temporary storage + separate customs declaration in batches",and reduce the single declaration amount through "separated bills of lading",which can avoid the "key commodity inspection rate" set by Hong Kong Customs (Hong Kong has raised the inspection rate for high-value 3C products to 18% in 2026).

**Pitfall avoidance tips**: Adopt "temporary storage declaration" for the mainland China to Hong Kong leg (no unloading within 48 hours after the goods arrive at the port, directly exchange the original document for delivery order),and the "second declaration" for the Hong Kong to Europe leg is completed by **Zhongshitong global branches**,providing "door-to-door integrated customs clearance service" throughout the whole process.

Chief Customs Declaration Expert: The core of Hong Kong entrepot customs clearance is "whether processing and value-adding activities are conducted in Hong Kong".

If the goods only go through simple sorting in Hong Kong (such as labeling, repackaging), they shall be subject to taxation as "processing trade"; if the goods only go through "vessel changing / document changing", they only need to complete the "transit declaration". In 2026, Hong Kong Customs has launched a simplified process for "low-value samples" (≤HKD 5000), which requires prior filing.。

Senior Logistics Expert: Seal management of transit containers is the top priority! It is recommended to use "customs-approved GPS lead seals" for the mainland China to Hong Kong leg, and the Hong Kong local warehouse shall be equipped with 24-hour video surveillance.

If transshipment delay is caused by "space congestion on vessel", immediately activate the alternative land transport route of "Hong Kong - Shenzhen - Guangzhou" to avoid triggering the "overdue undeclared" risk due to shipping schedule conflict.。

Senior Tax Consultant: VAT deferral policy has been fully implemented in Hong Kong in 2026. If goods are entrepoted from mainland China to the EU via Hong Kong, you can apply for "offshore transaction exemption", but three principles must be met: no sales conducted via Hong Kong, no local inventory stored in Hong Kong, and no Hong Kong local corporate account used for payment collection.。

Trade Compliance Expert: Cross-border Interbank Payment System (CIPS) of RMB has covered the whole process of Hong Kong entrepot trade in 2026. It is recommended to adopt "RMB settlement + offshore account pre-settlement of foreign exchange" to avoid the inconsistency between received foreign exchange amount and customs declaration form caused by SWIFT message delay.。

Foreign Trade Legal Expert: The endorsement of the bill of lading must contain the wording of "to the order of Hong Kong transit warehouse", and be signed by the mainland consignor, Hong Kong agent and overseas consignee to avoid cargo ownership disputes. Hong Kong Customs added an "electronic guarantee" function in 2026, which allows online completion of guarantee procedures without paper documents.。

On-site Inspection Expert: In case of inspection, never forcefully open the container! Hong Kong Customs is equipped with "AI container inspection system" in 2026, which will conduct X-ray scanning before container opening.

If "discrepancy between declared product name and actual goods" is found (e.g. mobile phones are declared as power banks), immediately contact Zhongshitong Hong Kong Inspection Coordination Center, and provide "discrepancy statement between packing list and customs declaration form".。
