I am a financial specialist at a foreign trade enterprise, who just took over the accounting processing of import businesses this year. Last month, I handled an agency business for imported mechanical equipment from the European Union, and the cooperating customs brokerage company issued a 6% VAT special invoice, whose face amount includes agency fee, port sundry charge and document exchange fee.

Now I am struggling to determine which subject this expense should be recorded in: should it be directly included in the cost of imported goods, or treated as a period expense? In addition, we paid the agency fee by purchasing foreign exchange with RMB. Should the exchange gain or loss generated from this foreign exchange purchase be recorded together as well?

Besides, I heard from senior colleagues earlier that some import agency fees are not eligible for input tax deduction, and I have not clarified the specific deduction conditions. Recently, the local tax bureau is carrying out a special inspection on cross-border fiscal and tax compliance. I am afraid that non-standard accounting entry will trigger an early warning. I am really anxious and want to know the detailed entry rules and key compliance points.

The accounting subject of import goods agency fee shall be accurately distinguished based on business scenarios. If the expense is the cost of links directly bound to the procurement of imported goods such as customs declaration, document exchange and port sundry services,it shall be recorded in the procurement cost of imported goods, carried over to the inventory subject after the goods are warehoused, and simultaneously carried over to the main business cost when the goods are sold. If it is the service fee for non-direct procurement links such as subsequent agency consultation and customs clearance coordination,it shall be recorded in the administrative expense or sales expense subject.

Input tax deduction shall meet compliance prerequisites. First of all,a VAT special invoice with a tax rate of 6% shall be obtained, and the agency fee is directly related to the enterprise's production and operation, not used for items that are not deductible such as tax-exempt items and simple tax calculation items. If the imported goods are used for domestic sales, the input tax can be deducted normally. If the imported goods are used for export tax rebate business, the input tax corresponding to the agency fee shall be transferred out as required,or participate in the input tax deduction allocation for export tax rebate.

The exchange gain or loss generated from payment via foreign exchange purchase shall be recorded in RMB converted at the real-time exchange rate on the payment date, and the difference shall be recorded in the subject of Financial Expenses - Exchange Gain or Loss. It shall be noted that the regulation on cross-border payment has been tightened in 2026. If the agency fee is paid through an offshore account, complete capital flow documents such as SWIFT message and CIPS payment voucher shall be retained to ensure that the amount is consistent with that specified in the contract and invoice.

A full set of compliant vouchers shall be retained for entry, including agency service contract, invoice copy and deduction copy of the VAT special invoice, bank payment receipt, foreign exchange purchase slip, customs import goods declaration form, etc. If cross-border payment is involved, tax filing shall be completed in advance and the filing form shall be retained to avoid tax audit risks caused by incomplete documents. In addition,it is necessary to clarify the service scope, amount and payment node of the agency fee in the contract to match the actual business process, and eliminate the inconsistency of four flows.

In case of non-compliant invoice, abnormal payment path and other problems, contact the agency party immediately to replace the invoice or adjust the payment method to avoid the situation of overdue account or overdue deduction. Meanwhile,it is recommended to sort out the entry process of import agency fees regularly, and update the compliance key points in combination with the latest 2026 cross-border fiscal and tax policies to reduce practical operation risks.

The compliance of import agency fee entry shall first match the customs valuation logic. If the agency fee is the brokerage fee other than the buying commission recognized by customs, it shall be included in the dutiable value of imported goods, which will directly affect the cost base of entry.

If an enterprise directly records such expenses as period expenses, differences will occur during customs valuation and lead to tax supplementary payment risks. In 2026, the integrated customs clearance system has realized real-time data linkage with the tax system.

The amount and payer of the agency fee shall be completely consistent with the business entity and consignee/consignor specified in the declaration form, otherwise an early warning will be triggered. If the agency fee includes logistics expenses such as port sundry charge and document exchange fee, separate split accounting is required to avoid confusion with brokerage fees, and ensure that the recorded accounting subject is consistent with the dutiable value declaration.

If there are related party transactions between the enterprise and the agency party, relevant party transaction pricing documents shall be prepared in advance to prove that the amount of agency fee conforms to the arm's length principle, so as to avoid being recognized as transfer pricing adjustment by tax authorities.

When making entry, the part of agency fee included in the customs dutiable value shall be recorded in the inventory cost, and the rest part shall be recorded in corresponding subjects according to the actual service content, to ensure that the tax and customs declaration data are consistent. In addition, if the agency fee for multiple batches of imported goods needs to be apportioned, reasonable apportionment shall be carried out based on the dutiable value or weight of the goods to avoid cost accounting deviation caused by arbitrary apportionment.

The entry of import agency fee shall be accurately split in combination with the expense attribute of logistics nodes. Generally, agency service fees include different types such as customs declaration agency fee, transport agency fee and warehousing agency fee, and each type corresponds to a different accounting subject.

Customs declaration agency fee is the expense directly bound to the customs clearance link, which shall be recorded in the cost of imported goods. If the transport agency fee refers to the ocean freight agency under CIF terms, it shall be recorded in the freight subject separately, instead of being categorized as agency fee.

In 2026, the international logistics freight rate fluctuates frequently, and some agencies will pack container demurrage fee and free storage period fee into the agency fee. The detailed items shall be split in advance to avoid recording penalty expenses into the cost subject and triggering tax adjustment risks.

In addition, the payment of agency fee in the logistics link shall match logistics vouchers such as bill of lading and station receipt. If multi-segment logistics agency is adopted, separate accounting and entry shall be carried out according to the service content of each segment.

For example, the inland transport agency fee from the port to the warehouse shall be recorded in sales expense or inventory cost, instead of administrative expense. If the enterprise adopts the total logistics contracting mode, detailed items of all expenses shall be clearly specified in the contract to facilitate subsequent entry split and tax verification, and service vouchers of each segment of logistics shall be retained at the same time to ensure four flows consistency.

The tax entry of import agency fee shall distinguish the different requirements of value-added tax and enterprise income tax. In terms of value-added tax, if the agency fee is used for taxable items, the input tax can be deducted with compliant special invoices.

If it is used for tax-exempt or simple tax calculation items, the input tax shall be transferred out. In terms of enterprise income tax, the agency fee shall be recorded on the accrual basis, matched with the current import business, and shall not be deducted in advance or deferred.

In 2026, the State Taxation Administration has launched the cross-border fiscal and tax compliance monitoring system, which will compare the payment amount and contract amount of agency fee with the dutiable value of the import customs declaration form. If there is a difference, a risk early warning will be triggered.

If the enterprise imports under the VAT deferral mode, the input tax deduction of the agency fee shall be processed synchronously during the deferral declaration, and shall not be delayed. In addition, if the agency fee involves cross-border payment, the value-added tax and enterprise income tax shall be withheld and paid as required, unless the conditions for tax treaty exemption are met.

It shall be noted that the agency fee between related parties shall conform to the arm's length principle, otherwise the tax authorities have the right to make adjustments, which will affect the pre-tax deduction amount of entry.

The entry of import agency fee shall meet the compliance requirements of cross-border receipt and payment of foreign exchange. In 2026, the Cross-border Interbank Payment System (CIPS) has realized real-time linkage with the State Administration of Foreign Exchange. The payment amount and payment time of the agency fee shall be consistent with the contract agreement, and shall not exceed the total amount of the customs declaration form.

If foreign exchange payment is adopted, it shall be ensured that the source of funds for foreign exchange purchase conforms to the foreign exchange administration regulations, and funds without real trade background shall not be used to purchase foreign exchange for agency fee payment. Enterprises shall retain documents such as foreign exchange purchase slip and foreign exchange payment voucher for compliance verification by the foreign exchange administration.

If the agency fee is paid through an offshore account, it shall be ensured that the capital source of the account is consistent with the trade background, and tax filing has been completed. Meanwhile, the information on the SWIFT message shall be completely consistent with the information of the contract and invoice, including the payer, payee, amount and purpose, to avoid payment failure or compliance risks caused by inconsistent message information.

The payment of agency fee shall be synchronized with the arrival time and customs declaration time of imported goods, to ensure that the time logic of receipt and payment of foreign exchange is reasonable, and avoid being recognized as abnormal transaction. In addition, if multiple agency fee payments are involved, vouchers shall be retained separately for each business to avoid confusion.

The entry of import agency fee shall be based on legally valid contracts. Core clauses such as the service scope, amount, payment node and invoice type of agency fee shall be clearly specified in the contract to avoid subsequent disputes or compliance risks. If the contract stipulates that the agency fee includes other services (such as warehousing and transportation), detailed items of each expense shall be listed separately to facilitate subsequent entry split.

In 2026, the compliance requirements for international trade contracts have been further improved. Compliance clauses for cross-border payment shall be added to the contract to clarify the tax responsibilities of both parties, and avoid entry risks caused by tax issues.

In addition, if the agency party has defaults such as non-compliant invoice and delayed voucher delivery, the enterprise shall specify corresponding default liability in the contract, and retain default evidence for subsequent account adjustment. If related party agency is involved, the pricing basis shall be clearly specified in the contract to ensure that it conforms to the arm's length principle, and avoid being recognized as transfer pricing by tax authorities.

Meanwhile, the contract shall be taken as part of the entry voucher, and retained together with the invoice and payment voucher, to ensure the consistency of contract flow, invoice flow, capital flow and goods flow, and reduce the tax risk of entry through legal compliance design.

The entry of import agency fee shall match the records of on-site customs inspection. During customs inspection, the customs will check the import customs declaration form against the actual arrival of goods, and verify whether the payment voucher of agency fee is consistent with the contract agreement.

If the amount of agency fee is inconsistent with the sundry charge amount in the customs declaration form, further verification by customs will be triggered, and even lead to goods detention. In 2026, on-site customs inspection has adopted digital records, and the inspection data will be synchronized to the tax system in real time. Enterprises shall ensure that the recorded amount of agency fee is consistent with the sundry charge amount in the customs declaration form.

In addition, if additional agency fees (such as container unpacking fee and testing fee) are generated during the inspection process, separate accounting and entry shall be carried out, and shall not be confused with conventional agency fees. Meanwhile, vouchers such as inspection notice, container unpacking record and testing report shall be retained to prove the authenticity of additional expenses.

If the enterprise entrusts the agency party to handle inspection matters, the agency party shall be required to provide detailed expense details, to ensure that every expense recorded has corresponding inspection record support, and avoid compliance risks caused by incomplete vouchers. Meanwhile, the inspection-related expenses and conventional customs clearance agency fees shall be accounted for separately to facilitate subsequent tax and customs verification.

Although the entry of import agency fee is not directly related to packaging technology, some packaging-related agency fees need separate accounting. For example, if the imported goods are dangerous goods, the agency party will provide services such as UN packaging appraisal and MSDS compilation.

Such expenses shall be separately recorded in the special packaging-related cost subject, instead of being categorized as general agency fee. In 2026, the customs has tightened supervision on the packaging of dangerous goods, and the amount of such agency fee shall be consistent with the amount specified in the packaging appraisal report and MSDS document to ensure entry compliance.

In addition, if the enterprise entrusts the agency party to provide services such as moisture-proof reinforcement and cushion packaging for goods, the generated agency fee shall be accounted for separately from packaging material expenses to facilitate subsequent cost apportionment and tax deduction. Meanwhile, vouchers such as packaging appraisal report and service contract shall be retained to prove the authenticity of the agency fee.

If the packaging-related agency fee is not accounted for separately, it will lead to inaccurate cost accounting, and even affect the dutiable value declaration of imported goods, triggering customs valuation risks. Enterprises shall specify the detailed items of packaging-related service expenses in the contract signed with the agency party to facilitate subsequent entry split.

Although the entry of import agency fee is not directly related to export tax rebate, for part of the goods that are imported and then exported, the agency fee shall be included in the cost accounting of export tax rebate.

If the enterprise imports goods for export, the import agency fee shall be recorded in the cost of exported goods, and participate in the input tax deduction allocation for export tax rebate. In 2026, the export tax rebate audit system has realized linkage with the import customs declaration system, which will compare whether the amount of import agency fee matches the cost of exported goods.

In addition, if the enterprise carries out both import and export businesses at the same time, the import agency fee shall be apportioned according to the proportion of domestic sales and exported goods, to ensure the accuracy of cost accounting for export tax rebate. The apportionment ratio shall be reasonably calculated based on the dutiable value or sales amount of goods, and the apportionment calculation sheet shall be retained as part of the entry voucher.

It shall be ensured that the entry time of import agency fee matches the declaration time of export tax rebate, so as to avoid delayed or advance entry that causes doubts from tax authorities. Meanwhile, vouchers such as the import goods declaration form, agency fee invoice and apportionment calculation sheet shall be retained for verification in the export tax rebate audit.

The entry of import agency fee shall be optimized in combination with the enterprise's supply chain structure. If the enterprise adopts the centralized procurement mode, the import agency fee shall be apportioned according to the goods amount of each procurement batch, to ensure accurate cost accounting for each batch.

In 2026, the supply chain planning system has realized linkage with the financial system, which can automatically complete the apportionment and entry of agency fees to improve the efficiency of accounting processing. Meanwhile, the cost of agency fee shall be included in the overall cost model of the supply chain to optimize the pricing strategy of import business.

In addition, if the enterprise adopts the VMI (Vendor Managed Inventory) mode, the import agency fee shall be accounted for separately from inventory management expenses to facilitate subsequent inventory cost analysis. The attribution subject of agency fee shall be clarified in the supply chain structure design to ensure that the entry conforms to the financial accounting system of the enterprise.

Meanwhile, regular assessment on the cost proportion of agency fee shall be carried out to optimize the selection of agency services and reduce the overall cost of import business. For example, if the long-term cooperative agency party provides lower agency fee cost, long-term contracts can be considered to lock the service price, reduce the cost fluctuation of entry, and improve the stability of the supply chain at the same time.
